Not only is volunteerism more prevalent in communities, there is also an increased number of college students making volunteer work, not only part of their lives, but part of their education. The dual purposes of this field study were to ascertain the legislative, court, and administrative rule requirements for equal employment opportunity and affirmative action for the newly created Illinois Vocational Student Services Network and to develop equal employment opportunity and affirmative action policies for the network. The findings of this field study are applicable to Educational Service Regions in the State of Illinois and projects, entities, or programs that utilize Educational Service Regions as fiscal agents. With minor modifications, the affirmative action policy could be utilized by school districts and other public agencies.

A study was conducted of several aspects of Washington State Law, including portions of the Revised Code of Washington (RCW), the Washington Administrative Code (WAC), plus an in-depth study on search and seizure rights of the school. The search and seizure study was limited to locker searches by school personnel. The study primarily included relevant aspects of school attendance, bus behavior, corporal punishment, student discipline, student and school property, student dress, search and seizure, and first amendment issues (i.e., publications by students). Washington State Patrol Trooper Cadets serve in a number of positions, a number of locations across the state and for varying lengths of time before they are selected to attend the academy. The purpose of the present research was to determine whether these factors were related to subsequent academy performance and job performance.
To that end, 255 cadets hired between 1979 and 1985 were studied. The results indicated that only pre-academy assignment duration was significantly correlated with academy completion and academy performance. Implications for further research and departmental policy are discussed.

This study examined the effectiveness of the MMPI in identifying juvenile sex offenders. This study examined the hypothesis that previously identified subscales of the MMPI (i.e., Toobert et al. (1959) Pe scale and Dolan (1986) Ic scale) could be used in discriminating juvenile sex offenders (n=l 02) (and subgroups of juvenile sex offenders i.e., pedophiles n=79, and incest perpetrators n=41) from a control group of 40 juvenile offenders who had been adjudicated for non-sex related crimes. The study yielded results which indicate that the Pe subscale was not effective in discriminating pedophiles from non-pedophile sex offenders or from the control …

This study reports on survey research into Florida Probation Officers' attitudes towards the causes of crime, the criminal offender and rehabilitation and treatment. The views on crime and on the offender are shaped by at least three major theoretical perspectives. First, this paper examines whether probation officers identify more with the classical theories, the biological theories or the sociological theories of criminology. Secondly, the probation officers' attitudes toward offenders are examined. For example, do probation officers express any positive opinions about the population they interact with, or do they feel that all offenders are equally bad? The third part of …

This study examines the presentence function of probation from an historical and empirical perspective which argues that the purported diminution of the role of the presentence report (PSR) in the sentencing process–as a result of sentence bargaining–is more reflective of a prevailing disenchantment with the rehabilitative ideal than any thoroughly considered, reliable validation of the PSR's dispensibility. It is demonstrated, through a review of the literature, that poorly conceived, polemically biased empirical research has helped to perpetuate the notion that these reports have little value. The MMPI has been used extensively for the clinical assessment of deviancy among sexual offenders. In order to derive a diagnostic scale for the specific identification of male incest offenders, an item analysis, using MMPI data from offenders, compared MMPI data from a nonoffending control sample. The item analysis results were cross validated with MMPI data from a separate sample of incest offenders. Eleven MMPI items were found to be critical in discriminating male incest offenders from nonoffenders, and these items comprise the Ic experimental scale. For more than 50 years, sterilization of mentally retarded persons was an accepted practice in many states as a way to reduce the number of persons born with mental defects. In recent years, the practice has come under heavy challenge, both medically and legally. In the United States between 1907 and 1963, approximately 12,500 sexual sterilizations were performed. In 1970, 27 states had particular grounds on which sterilization could be ordered. As of 1979, only 19 states still had statutes that allowed sterilization for eugenic reasons. The purpose of this study was to determine to what extent a group of 88 subjects, who were sentenced to the Forest Camp in the early seventies, remained law abiding in the ten years which followed their release. In addition to analyzing recidivist patterns, the study attempted to identify which variables were associated with subsequent recidivist and non-recidivist behavior and relate those findings to previous studies in the literature.

Since 1943, six studies have been made of speech education in Oregon public schools. Several make reference to forensics, but none discuss this aspect of speech education in depth. As a result, the role of forensics in the schools has been assumed or denied. The U.S. Congress, through the findings of the National Institute on Alcohol and Alcoholism, holds that alcohol abuse is the nation's greatest drug problem, asserting that it warps nine million lives and costs approximately $28 billion per year. There are 95 million drinkers in the U.S. most of whom drink alcohol without harm, but approximately five percent of adult Americans have serious drinking problems and are the source of much personal grief and huge cost to the nation (New York Times Review, 1973: 71).

Concerned by the increase in the average daily populations at Maclaren School for Boys and Hillcrest School for Girls, Children's Services Division has requested research related to children who have been released from child care centers and private institutions.
Child care centers were originally developed as alternatives to the state institutions. As children were diverted to various child care centers, the populations of these two institutions decreased, and plans were made to merge the two schools, thus closing Hillcrest. With the increase in populations at both schools, this is no longer feasible.

Crime in the United States has risen at an alarming rate in the last few years and along with it, juvenile crime and delinquency. Society has had a difficult task trying to deal with this increased juvenile crime. Whereas the destructive, antisocial adult can be placed in prison or jail away from society, we are generally reluctant to institutionalize youth in such a manner. Rather, the feeling is that there is still hope for teenagers who commit crimes, that the community rather than institutions can and should be primarily responsible for trying to prevent and/or rehabilitate delinquents.

A major problem encountered in the juvenile courts concerns the large number of young offenders placed on probation, as well as the seriousness of their violations. Representative studies by Jenkins and Glickman (1947), Hathaway and Monachesi (1953), and Shinohara and Jenkins (1967) have pointed out the complexities of delinquent behavior by indicating that most legal authorities are often unable to determine who will repeat illegal acts.
This problem necessitates some objective approach toward identifying potential repeaters and non-repeaters. Such a technique would be useful in studying the early stages of delinquent behavior and provide a means of studying the growing …

The field for research on women offenders provides an extensive opportunity for scientific investigation. Many writers (Gibbons, 1971; Cunningham, 1964; Sutherland, 1968) have discussed the causes of crime and their resulting social implications. Organized mass presentations of the movement of crime among women is negligible. Today female incarcerates make up approximately 11 per cent (Lerner, 1972) of the total number in state and federal penitentiaries. Previous research (Cunningham, 1964) on female felons found poor self-concept, excessive dependency and pathological emotionality to be a consistent pattern in women criminals. Results of the Youth Center Research Project were almost equally favorable for each other's two schools. The parole-violation rates of the wards released from both institutions dropped from 43% to 31%, a considerable improvement when compared with the two control California Youth Authority schools continuing failure rate of 46%. These figures were for twelve-month parole-exposure periods. But the study’s major hypotheses were not verified. The more mature youths did not do better with TA than with B Mod, and the lower-maturity wards did no better with B Mod. In fact, one classification of higher-maturity wards did a little better with …
