To Reform And To Procure: An Analysis Of The Role Of The State And The Market In Indian Agriculture, Kartik Misra, Deepankar Basu

Economics Department Working Paper Series

Since the early 2000s, many Indian states started reforming their agricultural marketing policies and allowed private traders to buy directly from farmers outside the state-regulated market system. The experience of these states during the period 2000 - 2012 can shed light on the impact of market-oriented reforms and the role of public procurement. Using individual-level National Sample Survey Data on agricultural wages and a new dataset on state-level average real farm income per cultivator for 18 major Indian states between 1987 – 2012, this paper shows, using both a difference-in-difference and a triple difference framework, that marketing reforms alone did …

India – Rape And The Prevalent Culture Of Silence In Indian Cinema And Television, Nidhi Shrivastava

English Faculty Publications

In this chapter, I explore two media texts, Imtiaz Ali's Highway and Alankrita Shrivastava's Netflix original series Bombay Begums (2021). I contend that recent filmmakers have begun to arguably reframe the narratives of rape victim-survivors and disrupting the cultural of silence described above. They offer progressive and multi-faceted representations of these experiences, such that there is an opportunity for a dialogue within both private and public spheres. What I mean when I say that they are ‘progressive representations’ is that the rape victim-survivors are not merely reduced to helpless women in distress, nor painted as vengeful, aggressive characters. Instead, their …

Poverty, Gender, and Youth

The Global Estimates of Modern Slavery report of 2021 stated that 6.3 million people were in situations of forced commercial sexual exploitation (CSE) on any given day worldwide. Asia and the Pacific region (which includes South Asia) were host to more than half of the global total of forced labor, including those in CSE. Bangladesh is one of the three main countries of origin for trafficked persons in South Asia. India has been identified as a source, destination, and transit location for trafficking of forced labor, including CSE. Though governments in both countries have made commitments to prevent and combat …

Ethical Recruitment And Employment In The Construction Industry In India: Perspectives And Experiences Of Workers And Micro-Contractors, K.G. Santhya, A.J. Francis Zavier, Snigdha Banerjee, Shilpi Rampal

Poverty, Gender, and Youth

In India, the construction industry is the second-largest employer, with 51 million workers currently employed. Contracting and subcontracting has contributed to the rise of intermediary labor contractors, who provide migrants with information about labor markets and bring them to construction sites for work. Engagement in physically demanding low-skill jobs, low wages, harsh working conditions, and often deplorable living arrangements characterize the lives of many migrant construction workers. The Population Council, in partnership with the Global Fund to End Modern Slavery and the Norwegian Agency for Development Cooperation, undertook a qualitative study to explore the nature of the labor supply chain …

Hegemonic Instability? India’S Himalayan Hegemony In Theoretical And Historical Perspective, Philip Hultquist Ph.D., Prakash Adhikari Ph.D.

Himalayan Research Papers Archive

Is India the regional hegemon of South Asia? If so, what kind of hegemon is it? India has long been considered the regional hegemon of South Asia, primarily based on relative power considerations alone. We critique this material basis for hegemony. Hegemons must act to establish their hegemony, and smaller states must acquiesce to some degree to establish the relationship. We follow the literature to identify three strands of behavioral definitions of regional hegemony—leadership, domination, and sphere of influence—each drawing on different theoretical foundations, liberalism, realism, and imperialism, respectively. India has demonstrated characteristics of each, depending on the period and …

Poverty, Gender, and Youth

More than a quarter of all overseas Indians resided in Gulf Cooperation Council (GCC) countries in 2020. Migration to Gulf countries is dominated by unskilled and semi-skilled workers who work on a contract basis and who must return home once their contract expires. The Indian government has introduced measures to promote safe overseas migration for work, but labor exploitations in the India-GCC migration corridors are widely documented. The Global Fund to End Modern Slavery (GFEMS) in partnership with the Norwegian Agency for Development Cooperation (Norad) supported the Association for Stimulating Know-how (ASK) in pilot-testing a project to build a safe …

Decree Power In Parliamentary Systems: Theory And Evidence From India, Madhav Shrihari Aney, Shubhankar Dam Oct 2021

Decree Power In Parliamentary Systems: Theory And Evidence From India, Madhav Shrihari Aney, Shubhankar Dam

Research Collection School Of Economics

Decree powers are common to presidential systems; they are rarely found in parliamentary ones. We analyze decree powers in one such rare setting: India. We show that bicameral minority governments in India systematically use ordinances to circumvent parliament and prosecute their legislative agendas. They promulgate more ordinances, enact less legislation, and often repromulgate lapsed ordinances. These patterns suggest that, with bicameral minority governments, the locus of lawmaking shifts to the executive branch. While both majority and minority governments invoke ordinances, the latter do so systematically to get around their parliamentary deficit. In the hands of minority governments, then, the mechanism …

The for-profit publishing industry has taken over the reins of the scholarly publishing landscape which was primarily meant for the academicians and by the academicians. The developments in information communication and technology facilitated open publishing, open sharing and open access, the researchers, however, still prefer for closed access journals, which survive mostly on the metrics developed and promoted by the for-profit publishing industry for their reputation. Also, in the contemporary academe, the merit of the researchers is determined largely by the number of their publications and by the fact that these are published by the purportedly reputed publishers who predominantly …
