This dissertation analyzes the relevance and importance of small buffer states for contemporary International Relations. It argues that sub-systemic interactions reinvigorate the role of buffer states in regional security. Using the case study of the triadic relationship among India, Nepal, and China, this study explains the evolving role of buffer states. The technological innovations in weapons systems, transportation, and communication have extended the reach of potential adversaries, rendering intermediate territorial space less significant than in the past. Climate change is fundamentally transforming both the Arctic and Antarctic polar regions. Yet these regions differ dramatically in their governing legal regimes. For the past sixty years the Antarctic Treaty System, a traditional “hard law” international law treaty system, effectively de-militarized the Antarctic region and halted competing sovereignty claims. In contrast, the Arctic region lacks a unifying Arctic treaty and is governed by the newer “soft law” global environmental law model embodied in the Arctic Council’s collaborative work. The Nord Stream 2 pipeline proposes to connect Germany to the world’s largest natural gas reserves in Russia, allowing the state-owned Russian energy behemoth Gazprom to double its export capacity through the ‘Northern Corridor’ transit route to Europe. This project has been the subject of sharp disapproval from Central and Eastern European countries, as well as the United States, which fear the prospect of increasing dependence on gas imports from a Russia perceived as politically aggressive and unreliable. This report contains classified and unclassified editions. Documenting Chinese military developments, strategy, and trends are critical parts of these reports. Beijing’s military activities in the East China Sea (ECS) are important report components. Following instructions received from the U.S. Congress in the 2000 National Defense Authorization Act, the Department of Defense prepared an annual report on Chinese military power. This report contains classified and unclassif ied editions. Documenting Chinese military space power developments was one of the provisions in this law’s authorizing language. This article will examine how Chinese military space power documents have been described by the Department of Defense during this report's existence through 2015 and detail how members of Congress and Congressional committee hearing witnesses reacted to these developments in Congressional hearing transcripts and in Congressional debate through Fall 2015.

The fall of the Ottoman Empire at the end of World War I enabled the victorious Western powers to implement the Sykes-Picot Treaty and reshape the geopolitical structure of the Middle East. The imposition of arbitrary borders on the Middle East region, specifically the state of Iraq, would lead to significant conflicts over the course of the 20th century. In 2003, a US-led invasion would further compound the instability and sectarian conflict within Iraq by completely dismantling the state. The acceleration of sea level rise (SLR) has become a threat to the stability of nation-states worldwide and associated with risks to environmental sustainability, economic infrastructure, and public health. However, from both an international and U.S. perspective, there is a lack of research examining legislative decision makers’ perceptions about policies regarding SLR. This study addresses that gap by examining how politics and proximity affects Virginia state legislators’ perceptions of the saliency of SLR. A survey of these legislators reveals their perceptions of credible sources of information, SLR-related risk, and who should take the lead to address SLR. While this study …

NASA can more effectively perform its missions by transferring its aeronautic responsibilities to the Federal Aviation Administration and be renamed the National Space Agency. The U.S. must also recognize that space is an emerging arena of international competition and conflict and militarily protect its space assets from China which seeks to use space to restrict the U.S.' ability to defend its strategic interests in regions such as the Western Pacific.
