Growth In Appalachia: Downtown Revitalization Strategies For Covington, Virginia, Tucker L. Keener

Master of Urban and Regional Planning Capstone Projects

This plan was created for the City of Covington, Virginia which is located in the Western part of the state in the Blue Ridge Mountains. This plan aims to identify the goals and desires of local community members and business owners that prioritize economic growth in the downtown core. The City of Covington has many great assets, and the goal of this plan is to leverage these assets to assist with downtown revitalization. Recommendations in this plan relate to ideas of enhancing downtown, creating and strengthening anchor institutions, and create downtown as a tourist destination.

Appalachia has been the focus of ongoing curiosity and ascribed disdain in Euro-centric American history. An amalgamation of cultures found a home in the Appalachian Mountains, blending to create a unique collectivistic culture still visible today. However, this culture has often been misconstrued as unhealthy or undesirable at best and, by reductionistic intentions, relegated to a culture of poverty. Within this system, Appalachian females have faced the burden of the intersectionality of their identities, given the acculturation expectations and Appalachian identity stigma imposed by the dominant Euro-North American culture. The Ballad Health merger of 2018, which combined the now 21 hospitals in the region under one organization, has impacted the healthcare landscape in Northeast Tennessee and Southwest Virginia. Historically, Appalachia has had to persevere through primary physician shortages, a lack of specialty care, geographic obstacles to accessing healthcare, challenges related to substance abuse, and much more. Since the merger of Mountain States Health Alliance and Wellmont Health System, little research has been done to assess the perceived impact the aggregation of providers has had on the population it serves. The Appalachian region is a unique case within American politics, yet it has not been given much attention by political scientists. In the 1990s and 2000s, the area underwent a political realignment, shifting from a Democratic stronghold to a Republican one. I plan to examine proposed theories of realignment in the context of Appalachia to determine the root cause of this shift. I expect to find a relationship between the adoption of environmentalism as a Democratic principle and the change in Appalachian voting behavior because of the prominence of the coal industry in the region. Many factors contribute to weak economic growth in Appalachia, but little research has examined the role of banking heterogeneity and efficiency across states. This paper documents how West Virginia (WV) banks' financial behavior differs from other U.S. banks and shows these differences cannot be explained fully by the composition of banks in the state. Despite experiencing faster banking consolidation, West Virginia still has more and smaller banks that are less efficient and profitable. WV banks' customers and managers heavily favor liabilities (time deposits) and assets (real estate loans) with longer maturity and lower risk and returns. Although shares of time …

The purpose of this ethnographic study was to understand and describe the culture and history of the Appalachian coal mining community and how the culture is impacting their future if they face a mine closure. The theory guiding this study is the Cultural Identity Theory by Mary Jane Collier as it explains that the miners’ culture is influenced by those around them and can change based on their surroundings. There is also influence from mining history, which was explored in detail. Surveys, interviews, and observations were utilized to collect data as well as historic artifacts.

The mid-1900s was a pivotal moment in reforming mental health treatment in American Psychiatry. This movement becomes particularly clear when examining the championing work of two women, Dr. Thelma V. Owen and Dr. M. G. Stemmermann, at a rural mental health facility located in Huntington, WV: Owen Clinic Institute. While mental health stigma was at an extreme high among the general population, many factors aligned to allow for a new era of mental health care, including deinstitutionalization, World War II, and the advocation of professionals in the field. For more than forty years, beginning with his 1985 work Black Milwaukee: The Making of an Industrial Proletariat, 1915–1945, he has chronicled the African American experience, most profoundly on the centrality of the Black working class to America's economic, industrial, cultural, and political development. We examine the initial post-college geographic location decisions of students from hometowns in the Appalachian region that often lack substantial high-skilled job opportunities, focusing on the role of non-pecuniary considerations. Novel survey questions allow us to measure the full non-pecuniary benfits of each relevant geographic location, in dollar equivalents. A new specification test is designed and implemented to provide evidence about the quality of these non-pecuniary measures. Supplementing perceived location choice probabilities and expectations about pecuniary factors with our new non-pecuniary measures allows a new approach for obtaining a comprehensive understanding of the importance of pecuniary and non-pecuniary factors for …

The United States prides itself as a nation that offers equity and opportunity to its citizens. However, in recent decades, regions of relative wealth and poverty have come to define the American landscape. Coastal communities have fared well with consistently declining rates of unemployment and increasing rates of college graduation. In contrast, Central Appalachia, which comprises parts of Kentucky, Tennessee, Virginia, and West Virginia, continues to falter with diverging employment and income levels relative to other areas of the country.

This report describes an effort to provide for the Appalachian Region a clearer picture of the implications for the Power Industry Ecosystem (PIE) of power generating technology transitions and the geographical variations in PIE impacts. We develop and implement three measures that reveal meaningful characteristics of the PIE at the county level in terms of industry and place-based PIE dependence, changes in PIE-dependent employment, and susceptibility to impacts from a continued energy sector transition. Even China’s coal-rich provinces, like the northeastern province of Shanxi, have been making the transition to renewable energy. The central Appalachian states comprised of eastern Kentucky, West Virginia, western Virginia, and northeastern Tennessee share many characteristics with China’s Shanxi province including economic resources, climate, and geography. Introduction

Obesity disproportionately affects rural communities, and Appalachia has some of the highest obesity rates in the nation. Successful policy, systems, and environmental (PSE) interventions to reduce obesity must reflect the circumstances of the population. We used a health equity lens to identify barriers and facilitators for healthy food access in Martin County, Kentucky, to design interventions responsive to social, cultural, and historical contexts.

Methods
