The University of Wollongong introduced an online compulsory undergraduate Information Literacy Introductory Program (ILIP) in 1999. Extensions and adjustments make ILIP 2003 a requirement for postgraduate coursework students as well as undergraduate students. ILIP is also highly recommended to incoming research students. Such policy initiatives for a compulsory online learning tool raise interesting questions about the interaction of University policy and learning and teaching policy, about the implementation of such policy and about the effectiveness of the tool both alone and as part of a process. This paper suggests that the compulsory ruling has effected the tool’s development and implementation. …

The growing visibility of Japanese gay men and lesbians who articulate their identities in a manner similar to activists in the west has been heightened by two recent English books Queer Japan and Coming Out in Japan. While acknowledging the need to listen to a plurality of voices from Japan, this essay critiques the manner in which the coming-out narratives in these books have been framed by their western translators and editors. In the introductions to both books, Japan is (once again) pictured as a feudal and repressive society. In their efforts to let the homosexual subaltern speak, the translators …

New Wine In Old Bottles: A Case Study Of Innovation Territories In 'New World' Wine Production, D. K. Aylward, T. Turpin

This article applies the concept of ‘innovation territories’ to explain the recent export success of the Australian Wine Industry. Recent data collected from four ‘New World’ wine producing countries are contrasted in order to investigate ‘innovation territories’ that in the Australian context transcend geographic and policy boundaries. The international comparison shows that these territories can be mapped and their interaction compared. A major finding from the study is that one of the major contributors to Australia’s success in gaining comparative advantage in this industry is the way local and national investments in R&D have transcended geographic and policy boundaries. This paper introduces Concurrent Enrollment Programs (CEPs), within the context of Syracuse University Project Advance (PA) Economics, as a way to improve economic literacy. We describe measures implemented to operate PA Economics as a high-quality CEP, as well as the National Alliance of Concurrent Education Partnerships to establish national standards. This study also contains results from administering to high school students taking PA Economics the nationally normed Test of Economic Literacy (TEL). PA students average nearly one percentage point higher than the AP/Honors Economics Group, and score considerably better than AP/Honors Economics in fundamentals and international economics. The Anchor began in 1887 and was first issued weekly in 1914. Covering national and campus news alike, Hope College’s student-run newspaper has grown over the years to encompass over two-dozen editors, reporters, and staff. For much of The Anchor's history, the latest issue was distributed across campus each Wednesday throughout the academic school year (with few exceptions). As of Fall 2019 The Anchor has moved to monthly print issues and a more frequently updated website. Occasionally, the volume and/or issue numbering is irregular.

Service learning is an educational experience that enables students to apply material learned in the classroom by volunteering in a real-world situation. Interpersonal Skills for Leadership has been taught at the University of Nebraska-Lincoln for more than 30 years and has been a key course students use to satisfy the communication/interpersonal skills requirement in the College of Agricultural Sciences and Natural Resources. While interpersonal skills topics are covered and practiced in the course, additional practice occurs through service learning with a client in a community agency. This requirement equates to approximately 6,500 service hours provided annually in the Lincoln community. This level of service requires a well-developed placement and evaluation process. This report, focusing on the national relationship to local organizations, local and regional coalitions, and the forging of complementary relationships, shows that the work of advocates based in Washington can be bolstered by a renewed immersion in the day-to-day challenges of "local" groups. The frustrations of the "local" groups can be mitigated with a deeper appreciation of the constrained realities of federal advocacy in a period of devolution, retrenchment in social services and relentless assault on the role of government in providing basic supports for people and their communities. CURL worked with the National Neighborhood Coalition (a coalition of national and local organizations concerned with building the capacity of neighborhood-level organizations throughout the U.S.) to collect survey data and conduct focus groups that gave NNC an understanding of current and emerging policy issues at the local level. CURL worked with NNC in presenting these results at a Neighborhood Development Trend Summit in Washington, DC in June 2003. The summit engaged community leaders, private and public sector thought-leaders, policy makers, and funders in dialogue about the most significant trends and issues affecting the future of neighborhoods.

Through in-depth qualitative interviews with five current or former members of a midwestern National Organization for Women (NOW) chapter, this thesis explores four related research questions regarding: growth of feminist consciousness; how feminist ideology affects the evolution of social networks, and vice versa; the impact of intersecting social hierarchies; and feminism as a force for bonding and bridging social capital in the local community context. Analytical tools include feminist methodology, the articulation model, an understanding of intersecting social hierarchies, and grounded theory.

Although laws restricting smoking in restaurants are becoming commonplace, most research has focused on either the health benefits that laws may provide customers and workers or whether laws harm owners. But while smoking laws may directly alter profits, owners may alter prices, output, and other business attributes in ways that affect the welfare of customers and workers. This study examines whether restaurant and bar owners alter prices, entertainment, hours of operation and other business attributes in response to local smoking laws. Substantial support is found for these attribute changes in the Wisconsin hospitality industry. One implication is that an overall …

Likelihood-Based Specification Analysis Of Continuous-Time Models Of The Short-Term Interest Rate, Garland B. Durham

An extensive collection of continuous-time models of the short-term interest rate is evaluated over data sets that have appeared previously in the literature. The analysis, which uses the simulated maximum likelihood procedure proposed by Durham and Gallant (2002), provides new insights regarding several previously unresolved questions. For single factor models, I find that the volatility, not the drift, is the critical component in model specification. Allowing for additional flexibility beyond a constant term in the drift provides negligible benefit. While constant drift would appear to imply that the short rate is nonstationary, in fact, stationarity is volatility-induced. The simple constant …

The present study is the latest in a series of annual updates of the original report, Changing Patterns: Mortgage Lending in Boston, 1990-1993. Beginning in 1998, the reports’ geographic scope was expanded to include an examination of mortgage lending patterns in 27 cities and towns surrounding the city of Boston. In this year’s report, the geographic coverage has been further expanded t o include a total of 108 communities.
