On Mandatory Deposits, Fines, And The Control Of Litter, Dwight R. Lee, Philip E. Graves, Robert L. Sexton

PHILIP E GRAVES

Mandatory deposits on beverage containers have received enthusiastic support among environmentalists as a means of controlling litter. In modeling the fficts of a deposit on litter generation and recovery it is found that this enthusiasm is well iustified. Interestingly enough, few supporters of deposits seem to realize how justified their support is, as evidenced by their lack of enthusiasm for eliminating the littering fine which serves to dilute the effectiveness of the deposit. The most efficient solution possible when a fine is combined with a deposit is shown to require less littering, but more litter, than is an efficient solution …

Feature Geometry And Dependency: A Review, John J. Mccarthy Jan 1988

Feature Geometry And Dependency: A Review, John J. Mccarthy

John J. McCarthy

A fundamental problem in phonological theory is the fact that processes often operate on consistent subsets of the distinctive features within a segment, like the features that characterize place of articulation. Recent research has responded to this problem by proposing a hierarchical organization of the features into functionally related classes, grouped under nodes of a tree structure. This ‘geometry’ resembles earlier theories that accomplish the same thing with multivalued features. This article reviews and expands the evidence for feature geometry. Within the segment, it is argued, the major dichotomy is between a Laryngeal node and a Place node. The manners …

Book Review Of Communities On The Way: "Rebuilding Local Economies In The United States And Canada, John Mullin Jan 1988

Book Review Of Communities On The Way: "Rebuilding Local Economies In The United States And Canada, John Mullin

John R. Mullin

Many planners caught up in the everyday struggle of preparing zoning bylaws, subdivision regulations, and goverment grants-in-aid often wonder what is happening with that dedicated group of what seem to be counter-culturists across town who are attempting to bring increased prosperity to the community through community-based economic development (CED) initiatives. Rarely communicating with them, perceiving them as outside the political mainstream, infrequently helping them, and often treating them with disdain, too many planners see them as little more than the last vestiges of the grassroots movements of the 1960's. That is a mistake for, as Stewart Perry, president of the …

Turbulent Transition And Organizational Change: Relating Policy Outcomes To Strategic Administrative Capacities, Herman L. Boschken Jan 1988

Turbulent Transition And Organizational Change: Relating Policy Outcomes To Strategic Administrative Capacities, Herman L. Boschken

Herman L. Boschken

A competitive public economy places greater burden on agencies to cope with uncertainty and change, especially in periods of "turbulent transition." As transition provides new opportunity, we find great variance in the ability of agencies to defend, enlarge or change their public domains. Administrative adroitness seems to be related to both adequate perception concerning change and the capacity to process reliable information, plan innovative programs, and manage conflicting demands. This article looks at critical variables which show promise in explaining how public organizations enlarge their discretion in policy formulation and service delivery during transitional periods. It assesses them empirically using …

Regional Security Organizations And National Interests: Analyzing The Nato-Greek Relationship, Constantine P. Danopoulos Jan 1988

Regional Security Organizations And National Interests: Analyzing The Nato-Greek Relationship, Constantine P. Danopoulos

Constantine P. Danopoulos

This article analyzes the reasons which account for Greece's continuing membership in the Atlantic Alliance, even though NATO has not lived up to expectations and has failed to protect the nation's security against threats from Turkey. Following a brief examination of Greek attitudes toward NATO and the nature of dissatisfaction, the article argues that strategic concerns are, at best, of secondary importance. Instead, Greece's continuing membership in the Alliance is a result of the nation's economic ties to the West and the dependency of its military on NATO and Washington for advanced training, arms, war materiel, and other professional considerations. …

A Charisma Model Of Telepathic Communication, James M. Donovan Jan 1988

A Charisma Model Of Telepathic Communication, James M. Donovan

James M. Donovan

This paper opened by making some general criticisms of the state of parapsychological research: that it suffered from a lack of external validity and from uncritical acceptance of a flawed paradigm. The charisma model was offered as an attempt to rectify these problems. It allows for laboratory experiments to be designed which closely approximate genuine human interactions by shifting the paradigm for telepathy from that of energy transfers to one of communication events.

In the report, we tried to go through concepts and organization of the database to provide an understanding of the system. Details of operation of the INMAGIC program itself have been left to the instruction manual which accompanies the software. The report includes information on getting started using the INMAGIC program with the literature database, on organization of the database, and on print formats useful with the reference data. The species list and subject lists are those that we now use for work on the database. Note that this is a very comprehensive database management system that permits sorting, searching, …

Stressors In The Learned Helplessness Paradigm: Effects On Body Weight And Conditioned Taste Aversion In Rats., Clinton Chapman, Nancy Dess, John Garcia, Jeffrey Raizer

Clinton D Chapman

In Exp 1, 44 male rats drank saccharin or a control solution, followed by 100 inescapable shocks or simple restraint. Ss were weighed daily and were tested for saccharin aversion 2 days after the stress session. Shocked Ss gained less weight than restrained controls. Saccharin aversion was apparent only among Ss that had consumed saccharin before the stress session. In Exp 2, 72 Ss drank saccharin solution, followed by shock, restraint, or no treatment. Half of each group was injected with saline; the other half was injected with lithium chloride. Shock reduced body weight relative to restraint or no treatment …
