Law Number 5 of 2014 concerning State Civil Apparatus mandates that all Government Agencies must implement Merit System-based in HR Management. However, even though Ministry of Youth and Sports received predicate "Good” in Merit System evaluation in 2021, but Ministry of Youth and Sports ranked 29th out of 33 Ministries (within bottom 5). From the results of this evaluation, there were at least 2 (two) aspects that received the lowest scores, career development aspect (40.38%) and promotion and transfer aspect (31.25%). Education has borne the burden of prisoners’ reform since the early days of modern prison. Several studies attest to its transformative potential, taking a short-term perspective. Rarely the experience of being a student, while incarcerated, is examined in the context of the wider biography. This paper uses perspective transformation theory as a point of departure to study how imprisonment influences adult learning. A systematic review of China’s low-carbon policy and paradigm transformation is imperative for establishing a well-designed policy system to achieve the “dual carbon” goals. Based on the theory of policy change, this study constructs an analytical framework of “policy objectives—policy themes—policy fluctuations”. This study uses text mining techniques and policy measurement methods to analyze 1 743 low-carbon policies implemented in China from 2000 to 2021. Education is an important protective factor in preventing involvement in crime. For those young people that enter the youth justice system, and especially youth justice centres, education is a critical, but infrequently explored part of their time in custody following generally disrupted schooling experiences. There are currently six youth justice centres in New South Wales, Australia. Each of these centres have an Education and Training Unit which are schools funded by and staffed with Department of Education personnel. In the United States, an attorney may request a competency to stand trial evaluation if they are concerned that their client is not mentally fit to adequately participate in their case and defense. Patients found incompetent must undergo treatment for restoration of competency, regardless of their willingness. Clinicians and psychiatrists may use vignettes, or hypothetical scenarios, to help restore competency if the patient lacks insight into their mental illness. Redlining, the practice of discriminating against specific neighborhoods based on race and socioeconomic status, leads to persistent environmental hazards and socioeconomic inequalities that have lasting adverse health effects on their populations. Although we do not have robust prevalence studies in the U.S., a recent meta-analysis estimated that 33.6% of individuals with intellectual and developmental disabilities (I/DD) have a mental health (MH) condition. We know that this prevalence may be an underrepresentation because of factors like diagnostic overshadowing. We also know that people with I/DD experience inequitable access to quality MH and preventive care. This highlights the chronic lack of and access to holistic, integrated care for individuals with I/DD, especially those who also have MH conditions.
