This preparation concerns the technical implementation of multilateral relations, which have undergone significant changes due to the COVID-19 pandemic. Furthermore, Indonesia needs help hosting the G20 due to the fractured multilateral relations of several G20 member countries caused by the Russia-Ukraine conflict in early 2022. The purpose of this article is to describe the process of the establishment of the Sayap Palace, its role in people’s lives, and its use in the field of education. This article uses the historical method with descriptive analysis techniques and literature studies. The focus of this study is the aspects of cultural diplomacy in Pesnja Ostrova Pal’m, Russian version of Rayuan Pulau Kelapa. This song was translated into Russian in 1957 by Vladimir Korchagin as an editor at the Central Studio of Documentary Film, with language formulation according to Russian perspective. As a major theory, this study uses Norman Fairclough’s three-dimension critical discourse analysis theory approach (1997, 2003, and 2013)—text analysis, discursive practice, and social practice.
