“Imagine Being Homophobic In 2022 In This Economy?!”: Bosniak, Croat, And Serb Perceptions Of Social Justice, Mehmet Yavuz

Peace and Conflict Studies Journal Conference

After the three-year war in Bosnia and Herzegovina (BiH), Bosnia, Croatia, and Serbia finally signed the Dayton Peace Accords (DPA) in 1995, thereby ending one of Europe’s most violent conflicts. Although the DPA provided a significant opportunity for communities to construct a new state based on the rule of law, freedom, democracy, and human rights, it failed to create a united civic identity and a well-functioning state with strong democratic policies and the ability to protect people’s human rights. The new generation of youth face unemployment, exclusion, lack of educational opportunities, and poor economic and political conditions while they are …

Reconciling Women, Peace, And Security And Conflict Transformation Through Conflict Transformation Education In Afghan Refugee Communities, Ava Strasser Nov 2023

Reconciling Women, Peace, And Security And Conflict Transformation Through Conflict Transformation Education In Afghan Refugee Communities, Ava Strasser

Peace and Conflict Studies Journal Conference

This research seeks to understand how conflict transformation can be furthered by the inclusion of women in peace processes, as affirmed by the Women, Peace, and Security (WPS) agenda, through engagement with Conflict Transformation Education (CTE). This intervention proposes a community-centered CTE workshop in Afghan refugee communities in Pakistan, following the efforts of displaced Afghan women in conducting community peace efforts, including running schools within and outside refugee camps and the provision of humanitarian aid (Rostami-Povey, 2007; “The Future,” 2021). As such, displaced Afghan women and girls have played a critical role in peace processes and are uniquely positioned at …

What Is Peace For Victims? Understanding The Pitfall Of Liberal Peacebuilding In The Chittagong Hill Tracts From ‘Below’, Tareq Hossain Khan Mr Nov 2023

What Is Peace For Victims? Understanding The Pitfall Of Liberal Peacebuilding In The Chittagong Hill Tracts From ‘Below’, Tareq Hossain Khan Mr

Peace and Conflict Studies Journal Conference

Title of the proposal: What is Peace for Victims? Understanding the Pitfall of Liberal Peacebuilding in the Chittagong Hill Tracts from ‘Below’

Liberal peace settlements are inherently vulnerable since almost 40 percent of ‘peace agreements’ turned into a war over the first decade (Collier, 2008: 105). It has produced a widespread debate on the benefits and approaches of liberal peace-building efforts today as the peace interventions violate central liberal peace-ideas such as adherence to the democratic procedure in decision-making. By posing a moral question of how an organization can promote liberal peace and implement the related practices without including the …

Rachel Carson's Silent Spring: Pioneering Environmental Policy Change, Katherine Hoffsetz

Sustainability Conference

Rachel Carson's groundbreaking book, Silent Spring, published in 1962, serves as a pivotal moment in the history of environmental advocacy. The book exposed the consequences of pesticide use on ecosystems and called for a reevaluation of human impact on the environment. This research project aims to comprehensively analyze the profound and enduring impact of Carson's work on environmental public policy. The research employs a literature review and analysis of legislation to trace the influence of Silent Spring on environmental advocacy in the government. A correlation is revealed between the release of Silent Spring and the enactment of key environmental …

Market-Mediated Effects: What Are They? And Why Are They Important For Geospatial Analysis Of Sustainability Policies, Iman Haqiqi, Zhan Wang, Srabashi Ray, Uris Baldos, Jing Liu, Thomas Hertel Oct 2023

Market-Mediated Effects: What Are They? And Why Are They Important For Geospatial Analysis Of Sustainability Policies, Iman Haqiqi, Zhan Wang, Srabashi Ray, Uris Baldos, Jing Liu, Thomas Hertel

I-GUIDE Forum

Market-mediated effects can mitigate or amplify the intended effects of sustainability policies. They can also have unintended consequences, including inducing new sustainability stresses or threatening food security. It is important to understand these effects when designing sustainability policies. This paper provides prominent examples of market-mediated effects of a variety of sustainability policies in the food, energy, land and water nexus. This paper reviews the empirical evidence on market-mediated impacts of economic policies generally and then provides a review of recent geospatial modeling aimed at capturing these impacts in the context of local and regional land and water sustainability policies. The …

Digital Transformation In Government: A Bibliometric Scoping Of African Aspirations And The Realities, Hossana Twinomurinzi, Sibukele Gumbo Sep 2023

Digital Transformation In Government: A Bibliometric Scoping Of African Aspirations And The Realities, Hossana Twinomurinzi, Sibukele Gumbo

African Conference on Information Systems and Technology

African countries have persistently ranked poorly in the United Nations E-Government Development index (EGDI). This study therefore sought to make sense of the nature and form of digital transformation (DX) in African governments. It used a bibliometric analysis and a critical realist lens to explore some of the underlying structures and generative mechanisms that influence DX. The key findings from 606 scholarly publications over the three decades of DX research reveals marked sharp contrasts, with South Africa dominating the research on DX, an underrepresentation of DX research from most African nations, and some influence from non-African nations, particularly the United …

Does Play Belong In The Primary School Classroom?, Bo Stjerne Thomsen, Rachel Parker

2021-2030 ACER Research Conferences

Learning through play has emerged as an important strategy to promote student engagement, inclusion, and holistic skills development beyond the preschool years. If we want to build an education system preparing children for lifelong learning, we can use these strategies and achieve a balance of academic growth, holistic skills and a joy of learning. This presentation addresses the disconnect between policy, research, and practice, by summarising 5 key findings from international studies and 4 challenges to connect policy and practice. The evidence that play supports learning is considerable, and a new framework can create continuity between the early years learning …

The Impact Of School-Based Support Services On Mental Health And Academic Performance, Joshua A. Kent Jun 2023

The Impact Of School-Based Support Services On Mental Health And Academic Performance, Joshua A. Kent

2023 Symposium

Background: There has been a continued presence of mental health issues among high-school aged youth. As a result, many have a diminished ability to be successful in school. It is a societal problem as discussed in the literature. Legislation within the last 23 years has created more access for students but there is still a gap in services. This gap is mostly seen by not having enough personnel to address the amount of students that need assistance. There is also an inconsistent use of school-based health centers and other school-based interventions. Too many schools are using different interventions and …

The Impact Of The "Whistle-To-Whistle" Ban On The Frequency And Placement Of Gambling Advertising On Uk Television, Ellen Mcgrane, Elizabeth Goyder, Rob Pryce, Matt Field May 2023

The Impact Of The "Whistle-To-Whistle" Ban On The Frequency And Placement Of Gambling Advertising On Uk Television, Ellen Mcgrane, Elizabeth Goyder, Rob Pryce, Matt Field

International Conference on Gambling & Risk Taking

Abstract

Introduction:

There are currently no legally enforced restrictions on the broadcast time of gambling advertising on UK television. In August 2019, the Industry Group for Responsible Gambling (IGRG) introduced a voluntary policy which limited advertising around live sports, creating a “safe” window of 5 minutes either side of a match, known as the “Whistle-to-Whistle” period. This policy intended to protect young and vulnerable people from the widespread exposure to gambling adverts on television during pre-watershed (9pm) live sports games.

Methods:

This study will employ panel data statistical models to explore the change in pre-watershed gambling advertising around live sports, …

Can Sports Gambling Become The Fount Of Revenue Consistency?, Richard A. Mcgowan May 2023

Can Sports Gambling Become The Fount Of Revenue Consistency?, Richard A. Mcgowan

International Conference on Gambling & Risk Taking

Critics of legalization of gambling maintain that gambling revenue is at best stagnate or will eventually fall as a source of revenue. The stagnation of Lottery proceeds and casino revenue as sources of revenue seemed validate this criticism. But a new source of gambling revenue has recently been championed, namely sports gambling. So, the question this paper will attempt to answer is: Can sports gambling produce consistent and growing revenue that are needed to sustain public policy initiatives?

The legalization of sports gambling in NJ occurred on June 11th, 2018 and the first bet was placed on June 14th. New …

The Effect Of Television Advertising On Gambling Behaviour: A Quasi-Experimental Study During The 2022 Qatar Fifa World Cup, Ellen Mcgrane, Rob Pryce, Matt Field, Elizabeth Goyder, Luke Wilson May 2023

The Effect Of Television Advertising On Gambling Behaviour: A Quasi-Experimental Study During The 2022 Qatar Fifa World Cup, Ellen Mcgrane, Rob Pryce, Matt Field, Elizabeth Goyder, Luke Wilson

International Conference on Gambling & Risk Taking

Abstract

Introduction:

The pervasiveness of gambling advertising and its relationship with football have been identified as areas of concern in the UK. Following the liberalisation of advertising laws in the 2005 Gambling Act, there has been increasing recognition of its public health impact. To date, there is a lack of evidence of the impact of advertising on behaviour in “real-world” settings.

Methods:

This study employs a natural experiment measuring the impact of television gambling advertising on the frequency of impulsive football bets placed during the World Cup. Longitudinal betting data collected from a sample of men (aged 18-45) will be …

America Without A Minimum Wage: Why The Federal Minimum Wage Should Be Abolished, Zachary Cary May 2023

America Without A Minimum Wage: Why The Federal Minimum Wage Should Be Abolished, Zachary Cary

Helm's School of Government Conference - American Revival: Citizenship & Virtue

Minimum wage policy may be the greatest economic policy issue where the common man has a strong opinion. Nearly every person has a view of how minimum wage policy should be enacted, whether it be in raising the federal minimum wage, changing the scope of authority in the federal government, or another policy. However, in discussing any kind of policy, the key details of the policy must be discussed in the framework of both how it would be affected and how it would impact its stakeholders. In this policy analysis, the Iron Triangle of Public Policy – the key executive …

The Economic Ferocity Of Policy, Giana Depaul May 2023

The Economic Ferocity Of Policy, Giana Depaul

Helm's School of Government Conference - American Revival: Citizenship & Virtue

Each day, as the Dow Jones rises and falls, Congress similarly passes and fails legislation. These two seemingly continuous cycles intersect to the point that the two structures appear affixed. For centuries, this has posed an age-old question: is it policy that influences the economic system or is it the economic system itself that molds policy decision-making? Renowned economist Adam Smith is famous for his works detailing the autonomous nature of the economic system. Smith views policy as only a small roadblock in the master strategy of the economic flow of life. The Great Depression and the 2008 Recession, however, …

The Impact Of The Deinstitutionalization Policies On Homelessness, Henrique Krigner May 2023

The Impact Of The Deinstitutionalization Policies On Homelessness, Henrique Krigner

Helm's School of Government Conference - American Revival: Citizenship & Virtue

Homelessness is a growing issue in America. In 2019 there were 567,715 homeless individuals in the United States, distributed in emergency shelters (63%) or residing unsheltered on streets (27%). In 2021, even though specialists argue that the Covid-19 restrictions greatly harmed an accurate counting, the total number of unsheltered homeless in America increased in 20%. Such increase became a central discussion not only to regular citizens and neighborhood associations, but it also became a great concern within the federal government which has been appropriating billions of dollars each year to “end homeless”.

Specialists point out that the growth of the …

The Ineffectiveness Of The U.S. Strategy For Countering Terrorism In Iraq And Syria, Ann Mullins May 2023

The Ineffectiveness Of The U.S. Strategy For Countering Terrorism In Iraq And Syria, Ann Mullins

Helm's School of Government Conference - American Revival: Citizenship & Virtue

This research paper will explore the strategies of the U.S. when it comes to counterterrorism measures in the Middle East. It will also be exploring the aspects of the strategy that have been ineffective and counterproductive. The current U.S. Counterterrorism strategy in Iraq and Syria is counterproductive to its defined objectives in light of several fundamental elements: the significant U.S. military presence in the region, ineffectual U.S. security programs, and robust financial backing of ISIS by state sponsors of terrorism. The primary sources used throughout this research are listed the following: the Center for Strategic and International Studies, the Department …

The Future Of Integrated Air And Missile Defense (Iamd) Against China, Carl Rehberg May 2023

The Future Of Integrated Air And Missile Defense (Iamd) Against China, Carl Rehberg

Helm's School of Government Conference - American Revival: Citizenship & Virtue

Over the last two decades, China's People's Liberation Army Rocket Force (PLARF) and other PLA entities have provided the Chinese Communist Party (CCP) with a complex array of offensive capabilities, focused primarily on the U.S., allies, and partners in the Pacific. There has been explosive growth in ballistic missiles, cruise missiles, supersonic cruise missiles, hypersonic weapons, HGVs, and other threats. These salvo attacks are explicitly designed to attack theater air bases, seaports, and other facilities critical to U.S. military operations. These PLA weapon systems undermine U.S. security assurances with its allies and partners. They could incentivize China to strike first …

Middle Eastern Defense: The Role Of The Abraham Accords, Graciela H Phillipps May 2023

Middle Eastern Defense: The Role Of The Abraham Accords, Graciela H Phillipps

Helm's School of Government Conference - American Revival: Citizenship & Virtue

Defense organization in the Middle East North Africa (MENA) region has been historically fraught with instability and conflict, rooted in tensions ranging from centuries-old religious disputes to modern geopolitical power struggles. However, two years ago deep-seated status quos in the area were challenged and successfully overcome through the drafting and signage of agreements in which Arab nations normalized ties with the nation of Israel, popularly known as the Abraham Accords. The Accords emphasized the mutual desire for peace and prosperity in MENA between signees with a pointed reference to maintaining security in the traditionally volatile region. These pivotal feats of …
