Complex systems models for urban and regional simulation are increasingly being used as tools within decision-making processes underscoring the need to involve stakeholders in the modeling process. Stakeholder participation can serve both learning and community-building purposes, improving model legitimacy, saliency and accuracy and resolving conflicts over competing interests. However, the complex and highly technical nature of modeling activities has the potential to serve as an important barrier to stakeholder engagement. To gain a better understanding of how regulated municipalities in northern New England are addressing current stormwater rules and anticipating future stormwater rules, detailed questionnaires were administered through interviews to eleven MS4 communities in Maine, New Hampshire and Vermont during the winter of 2010 – 2011.

The State of Maine faces a troubling financial situation. Per capita personal income levels have lagged behind the national average for years.1 It is no secret that Maine residents have been over burdened by the state’s revenue system for some time. Taxes regularly claim a larger portion of individual income than in other states around the nation. Since 1993, tax burden in Maine has ranked among the top ten in the nation in every year but one.2 Despite the heavy burden of the revenue system on Maine residents, the state faces regular budget shortfalls.

Among the many tough choices states must make is how to address funding shortfalls in public employee pension systems. In public sector employment, pensions have long been a key component of the compensation system and an integral way to attract and retain talent in public service positions. After the recent Great Recession of 2008, state budgets are facing increased scrutiny in every area of spending. Every day, municipalities around Maine are faced with decisions about the types of services to provide their residents and how to pay for those services. Some communities have an easier time of this than others. Hub communities that draw commuters and visitors must provide a broad array of services with an often limited property tax base. In many cases, communities are faced with difficult tradeoffs between cutting services or increasing property tax rates.

The purpose of this research is to consider the efforts made by municipalities to revitalize their downtowns and improve community livability. Our primary focus will be on Maine municipalities, but we will include two case studies outside of Maine to provide a comparison.
We are also including communities in both northern and southern Maine, as well as both coastal and inland communities. By using this approach, we can identify common indicators of success, independent of geographic location.

In recent years the Georgian health care system has been undergoing fundamental reforms aimed at improving the population’s health status by increasing financial and geographic access to high-quality health care. To address limited financial access to health services of the poor, and protect them from catastrophic expenditures associated with illnesses and improve equity, the government restructured the centralized, financially and administratively unsustainable social security system, with a liberal welfare system focusing on providing a safety net for the poor.

Since the passage of the antidiscrimination law LD 1196 in 2005, Maine schools have been encouraged to utilize new language outlined in the law which protects gay, lesbian, bisexual, and transgender students from discrimination. This study evaluated antidiscrimination language in a sample of Maine’s school administrative unit policies and individual school handbook policies to determine to what extent LD 1196’s protections were incorporated to the policies. The evaluation found that school administrative units were much more likely than individual schools to have antidiscrimination policies with the protections outlined in LD 1196. Eight case studies across New England offer understanding of the role of the creative economy in the community and economic development of rural towns and small cities. The cases include Providence and Pawtucket, RI; Burlington, VT; and Portland, Bangor, Norway, Dover-Foxcroft, and the St. John Valley, ME. Ten elements or “building blocks” are observed to be important, leading to an explanatory model for the development of the creative economy in small communities. These elements include creative people, education centers, cultural and natural amenities, business engagement, infrastructure, leadership, networks, strategies, time, and money. The Community Forest Collaborative seeks to expand community ownership and management of forestland in northern New England and has documented the value of community forests both as a community investment strategy and as a component of regional landscape conservation strategies.
Research conducted over the last three years has determined that there needs to be a concerted effort to develop an infrastructure of support communities that want to acquire own and manage forestland. Two principle actions were recommended:
Expand resources for acquisition and management
and
Expand formalize and institutionalize technical assistance

Moldova is the poorest nation in Europe and the Moldavian society has one f the highest degrees of economic inequality among the Soviet states. Official statistics as well as the World Bank poverty reports suggest that the number of people who live below the absolute poverty line is around 30%. In reality poverty is a massive phenomenon in Moldova and the real poverty rate exceeds 70% for both rural and urban areas.

In keeping with his promise to make government work better for the people of Maine, Governor Angus King commissioned the Task Force on Regional Options for Better Government. The Governor charged the task force with recommending some alternative regional arrangements for the delivery of government services currently provided by state or local government. The task force evaluated three services in which regionalism offered some advantages: economic development; demand response transportation; and municipal management information systems.

The writing of Maine's transportation policy represents an innovative approach to broad based citizen participation in a policy arena (transportation) where public involvement has traditionally been limited. Through consensus building and shared stakeholder power, environmental concerns were integrated into transportation policy planning at the state level. The process offers a possible alternative to the gridlock and high expense associated with the use of litigation to resolve conflict.

The issue of campaign finance reform presents a complex problem for policy analysis; fortunately an understanding can be developed through statistical analysis of the variables involved in campaign spending. Multivariate statistical analyses are often a crucial element for use by a policy analyst to evaluate the relationship among variables affecting the particular problem being addressed.
