One of the few beneficial effects of the recent business depression has been the focusing of an increased amount of attention on taxes and tax systems. Research agencies, tax commissions and citizens tax organizations have given the matter thorough study. As a result of increased knowledge of the widespread havoc caused by excessive taxation of general property, many states which formerly obtained most of their revenue from general property taxes, have resorted to supplementary forms of taxation, such as income taxes, sales taxes, corporation taxes, and others. Although considerable information had been gathered concerning long time credits, no investigation had been made in the short time credit field; consequently the study of short time credits was regarded merely as an extension of the previous field of study. An investigation in this field was expected to be valuable since the efficient operation of the farming business depends in many instances on ready access to a cheap supply of short time credit.

Millet surveys the history of financial panics and depressions from the eighteenth century through 1929, distinguishing among the terms "crisis," "panic," and "depression" as used in economic literature, and reviewing recurring patterns across historical episodes in the United States, England, and other countries.
