La Encuesta Nacional de Violencia Organizada (ENVO Élites) fue levantada en otoño del 2013 en México entre seis sectores de élites: gobierno, políticos, academia, medios, empresarios y sociedad civil (N = 629). Indaga en las acciones y actitudes que adoptan las élites mexicanas hacia los actores principales de la violencia organizada criminal: los perpetradores, las víctimas, el Estado y la sociedad civil. El presente informe compara los resultados descriptivos principales entre los seis grupos de élite y entre ellos y la población general.

Standard methodological advice in political science alerts against the distortion of measurement decisions by judgmental elements. Judgment is subjective, common wisdom asserts, it produces opaque, biased, and unreliable data. This article, by contrast, argues that judgment is a critical intersubjective ingredient of political measurement that needs to be acknowledged and rationalized, rather than exorcised.

Concepts are central to the enterprise of political science. The concepts we use shape the world we see. Without solid conceptual foundations, the edifice of political science is insecure. If we fail to develop clear and precise concepts, our theoretical insights and empirical discoveries will fail to be clear and precise, too. This entry reviews major pitfalls for conceptual analysis as well as the fundamental challenges to concept formation and conceptual innovation in the study of politics.

Cuando partidos o candidatos derrotados rechazan el resultado de una elección, casi invariablemente aseveran haber sido víctimas de fraude. La democracia les exige aceptar su derrota, el fraude los libera de esta exigencia. En muchos casos, es difícil para ciudadanos y observadores evaluar la veracidad de sus acusaciones. Como argumenta el presente ensayo, la presencia de inconsistencias en el ámbito de la gobernación electoral tiende a alimentar el fuego del conflicto post-electoral de manera significativa. Distrust Breeds Bureaucracy: Democratization And The Formal Regulation Of Electoral Governance In Mexico, Andreas Schedler

In contemporary Mexico, political parties have subject electoral authorities to tight legal regulation. Their reliance on “bureaucratic” control sheds light on a crucial premise of “post-bureaucratic” approaches: deregulation presupposes trust. The article describes the distrust-driven regulation of three areas of electoral governance: record keeping, the identification of voters and ballots, and time rules. It concludes with reflections on the potential costs of bureaucratizing electoral governance.

Mexico’s Federal Electoral Institute (IFE) suffers from a dualistic and ambiguous internal structure. On the one hand, the electoral codes confers considerable powers to the Institute’s administrative organs. On the other hand, it endows the General Council, IFE’s superior body of governance and oversight, with legal responsibilities so fundamental, comprehensive, and open that they tend to subvert administrative autonomy. According to the institutionalist interpretation offered in the present essay (on the basis of a series of open-ended interviews with leading representatives of the Institute), the General Council tries to resolve these structural contradictions to its benefit by recentralizing decision-making power. …
