In 1986 the Wisconsin Legislature authorized the Department of Health and Social Services to implement pilot programs to test the effectiveness of two approaches aimed at reducing AFDC (Aid to Families with Dependent Children) dependency and increasing the economic self-sufficiency of Wisconsin families. Two types of county level programs were established: a Work Experience and Job Training program (WEJT) to test the effectiveness of a “workfare” requirement combined with an extensive array of services, and a "workfare" program (called the Community Work Experience Program, CWEP) which would require county AFDC recipients to participate in unpaid community service jobs. In June 1988 the Wisconsin legislature authorized that an independent evaluation of the state’s “Learnfare” experiment be conducted, and in July 1989 the Employment and Training Institute secured the contract for this evaluation after a competitive bidding process. This report meets the requirement of the contract to provide a report on the state’s activities during the first two years of the “Learnfare” federal waiver. The “Learnfare” evaluation design approved by the state and federal governments in December, 1989, for completion on June 30, 1993, is testing four main hypotheses: that “Learnfare” increases the total school attendance of teenage AFDC recipients, …

This research study provides empirical data on the employment experience of young African American men who entered the Wisconsin labor force in the late 1980s and early 1990s. Its goal was to examine the early labor force experience of 17,216 young men from poor families, matching state wage databases against individuals identified in the state income maintenance system (i.e., households applying for or receiving food stamps, AFDC or medical assistance, 1987-1989). The target population for this study is 5,800 young African American males living in households where one or more members applied for public assistance. Their employment records are tracked for 39 months. The critical question was to examine what happened to these youths upon reaching maturity. n 1990 Milwaukee County created a “Youth Initiative” to improve the delivery of services to youth. The Youth Initiative Committee made significant recommendations for altering the delivery of county social services and targeting "multiple-problem" families in Milwaukee zipcode areas 53204 and 53206. The Employment and Training Institute was asked to identify those families most in need of county social service intervention, to identify those children most at risk, and to provide measures of accountability which could be applied to government and private programs aimed at assisting these children and their families. In April 1990 as part of its evaluation of the Wisconsin “Learnfare” experiment for the Wisconsin Department of Health and Social Services and the U.S. Department of Health and Human Services, the Employment and Training Institute surveyed the district administrators of the 429 public school districts in Wisconsin to solicit information on the implementation of “Learnfare” in their districts. In all, 351 school districts responded to the survey (82% of the total), including all districts in the state with forty or more AFDC teens under the “Learnfare” requirement. In July, 1987 the State of Wisconsin enacted legislation implementing a "Learnfare" policy for families with teenagers receiving Aid to Families with Dependent Children (AFDC) and who have not completed high school or obtained a GED. Under the policy families are denied AFDC support for teens (or teen parents) not attending school regularly. In August, 1990 as part of its evaluation of the Wisconsin “Learnfare” experiment for the Wisconsin Department of Health and Social Services and the U.S. Department of Health and Human Services, the Employment and Training Institute surveyed the directors of the 72 county departments of social services regarding the implementation of Learnfare in their area. All counties completed the survey. In July, 1987 the State of Wisconsin enacted legislation implementing a “Learnfare” policy for families receiving AFDC (Aid to Families with Dependent Children). In 1985 the Employment and Training Institute surveyed the sixteen Vocational, Technical & Adult Education (VTAE) districts in the state to determine admissions requirements for each associate degree, diploma program, and certificate program operated by the VTAE districts throughout Wisconsin. This technical assistance guide is designed as a convenient resource manual for Private Industry Councils and Service Delivery Area staff in implementing the youth employment competencies requirements of the federal Job Training Partnership Act (JTPA). The curriculum and set of competency tests developed by ETI originally for juvenile offenders in the Wisconsin correctional facilities (and adopted by the Wisconsin Job Training Coordinating Council for the state JTPA system) are available for use at low or no cost. This follow-up study examined the educational experiences of 759 youth released during 1979 from Ethan Allen and Lincoln Hills Schools, Wisconsin’s two state correctional institutions for juveniles. Ethan Allen and Lincoln Hills school records for each youth were reviewed as well as transcripts from schools attended before and after release. (105 public and 16 private schools provided student transcripts to the Department of Public Instruction.) In addition, forty-three parole officers were contacted for further information on youth whose school records were in question. In 1980 the Milwaukee School Board considered a 1980-90 School Building and Sites Plan which recommends policies for school closings and construction projects for the 1980's. This report by Lois Quinn and Kenneth Robinson of the Metropolitan Integration Research Center discusses the proposals of the School Building and Sites Commission and provides analysis of the three factors which the Commission stated were most important in planning school closings: impact on desegregation, declining enrollments, and budgetary constraints.

In March 1976 the Milwaukee Board of School Directors adopted an Affirmative Action Policy Statement for the school system. The statement lists goals designed to achieve a school staffing pattern which is reflective of the Milwaukee community. This report by the Metropolitan Integration Research Center examines the current employment profile of the central administration of the Milwaukee Public Schools to determine what progress has been made in changing minority staffing patterns among administrative staff. School desegregation was initiated in Milwaukee in the 1976-77 school year through a court-ordered city desegregation program and a state-financed city-suburban pupil transfer program. This pilot study by the Metropolitan Integration Research Center explored three dimensions of the complex interrelationships between these school desegregation programs and housing patterns in Milwaukee County. First, a field study explored the attitudes of minority families participating in the innovative city-suburban school desegregation program. The survey found high satisfaction with the educational program and relatively strong interest in possible integrating housing moves to suburban areas where children were busing to school. Migration of African American families to developing suburban areas in the Milwaukee metropolitan area was inhibited by both governmental actions and private discrimination. A study by Lois Quinn of the Metropolitan Integration Research Center in 1979 found racially restrictive covenants operating in at least sixteen of the eighteen Milwaukee County suburbs. Subdivisions established in 1927, for example, in Cudahy, Shorewood, West Milwaukee, Whitefish Bay and Wauwatosa excluded all non-Caucasian families. In the 1930's subdivisions created in Bayside, Fox Point, Glendale, Greenfield, Hales Corners, St. Francis and West Allis were still using covenants to exclude African Americans. As late as 1958, …
