The goal of this study was to assess the joint role of race/ethnicity and a health insurance coverage type (private, Medicare, Medicaid) in current cigarette use among adults in the U.S. Data from the 2019 Tobacco Use Supplement and the 2019 Annual Social and Economic Supplement of the Current Population Survey were merged (n = 39,882). Bivariate associations between each coverage type and smoking prevalence were examined within each of six racial/ethnic groups. In 2023, the State of Nebraska became the 36th state to implement a Pass-Through Entity Tax (PTET) Deduction law. This law is in response to a change made by the federal Tax Cuts and Jobs Act of 2018 which limited the state and local tax deduction eligible for itemized deductions to $10,000. This new state law allows partnerships and s-corporations to pay the state income tax on behalf of their owners which qualifies it for a federal tax law deduction. The individuals will then receive a credit on their individual return for the tax paid on their behalf.

Infrastructure System Obstacles And Technology Adoption By Firms In Transition Countries, John Anderson, Muazzam Toshmatova

This study uses business survey data to analyze firm perceptions of infrastructure systems in transition countries as obstacles to conducting business. Factors that contribute to reported perceptions are modeled, including country macroeconomic conditions, firm characteristics, and measures of overall reforms and infrastructure system reforms. Identified obstacles arise from binding constraints that limit economic growth, reflect implicit shadow costs, and signal areas in need of policy reform or infrastructure investment. The analysis covers electric power, telecommunications, transportation, and water and wastewater infrastructure systems. Also examined is whether transition indicators of reforms, intended to reflect improvements, are associated with perceptions of obstacles. …

The current paper describes rates of recent (past six months) adverse childhood experiences (ACEs) and examines the association of ACEs with cultural connection and depressive symptoms among Indigenous children aged 10 to 14 (N = 177; mean age = 11.8; 48.3% boys; 44.3% girls; 7.4% another gender identity). Children completed baseline surveys as part of a larger evaluation of a culturally grounded, strengths-focused, family-based program to prevent ACEs. Surveys included an inclusive measure of ACEs developed for the current study, an adapted measure of connection to culture, and the Children’s Depression Screener. The Eastern Band of Cherokee Indians (EBCI) is a federally-recognized tribe. The Family Safety Program (FSP) is the child welfare program that serves the Eastern Band of Cherokee Indians, under the tribal Division of Public Health and Human Services. FSP was established in 2015 with around 10 staff members and has grown to about 60 staff, all located in one office in Cherokee, North Carolina. The Louisiana Department of Children and Family Services (DCFS) Child Welfare Division (CWD) is a state-operated child welfare system. Louisiana has 64 parishes statewide organized into nine regions. The local parish offices provide child protective service (CPS), family services (FS), foster care (FC), and adoption services. CWD has approximately 1,500 employees including about 640 frontline caseworkers. In 2017, when Louisiana applied to become a QIC-WD site, CWD estimated its turnover rate across the state to be 24%, with one region having a turnover rate of 51%, while another had a turnover rate of only 8%.

The Division of Milwaukee Child Protective Services (DMCPS) is a state-operated child welfare system and is the only county system in Wisconsin run by the state. The Division is housed under the Department of Children and Families and has just under 200 staff, including: administrative/managerial staff, initial assessment and access (hotline) frontline workers, and fiscal and operations support. In 2016, DMCPS had an external turnover rate of 37% and they applied to be a Quality Improvement Center for Workforce Development (QIC-WD) site, with the goal of strengthening their child welfare workforce.

While the Fair Housing Act prohibits housing discrimination because of race, gender, religion, sex, disability, family status, and national origin, it allows housing providers to discriminate on the basis of criminal history. Prior research shows that housing providers disproportionately deny housing to ex-offender applicants and single parent applicants with young children. An ex-offender parent’s inability to acquire safe and affordable housing decreases the potential for reunification with their children and increases the risk of lost custody or parental rights termination. How can a weaker ally, or ‘protégé’ coerce their stronger partner, or ‘patron’ for greater autonomy? My primary argument is that protégés have agency; they can and do coerce their patron. I ask two interrelated questions within this study. First, when can allied preferences diverge? Second, if allied disagreement is likely, how can a protégé coerce their patron for greater autonomy? I argue that protégés with insecure regimes can threaten their own collapse to get their patron to give into their demands. This dissertation examines public opinions towards public basic needs programs (PBNPs), focusing specifically on differences in attitudes towards spending on assistance to the poor (ATP) and welfare. To do this, I use two different approaches, one focusing on survey methodology and the other looking at social change across time and religious tradition. The first research question addresses potential survey question order effects based upon which question came first, ATP or welfare, and examines how other federal spending priorities may impact opinions towards welfare. To assess the public health impact of the COVID-19 pandemic on mental health, investigators from the National Institutes of Health Environmental influences on Child Health Outcomes (ECHO) research program developed the Pandemic-Related Traumatic Stress Scale (PTSS). Based on the Diagnostic and Statistical Manual of Mental Disorders, 5th Edition (DSM-5) acute stress disorder symptom criteria, the PTSS is designed for adolescent (13–21 years) and adult self-report and caregiver-report on 3–12-year-olds. To evaluate psychometric properties, we used PTSS data collected between April 2020 and August 2021 from non-pregnant adult caregivers (n = 11,483), pregnant/postpartum individuals (n = 1,656), …

In the Fall of 2018, Matthew Hansen monitored the destruction of a parking lot two blocks north of the Capitol Building in Lincoln, Nebraska for the subsequent building of a geothermal system. During this period, and excavation was conducted with the aid of the University of Nebraska-Lincoln Campus Archaeology Project, and 12 features were identified. Five features produced artifacts, with Feature 11, a cistern, being the most fruitful. The collection was named the Capitol Wellfield, and a portion of the artifacts, which includes diagnostic glass and ceramic pieces, are housed on campus for studying.
