On April 8, 2009, the Nebraska Department of Natural Resources (DNR) determined that the Lower Platte River Basin was not fully appropriated. On April 6, 2009, Nebraska Governor Heineman signed LB483, which established procedures to limit new irrigation development in areas like the Lower Platte Basin. This newsletter discusses these developments.

On my way from England to AAS 2010, I stopped in New York for two nights and visited the Chinatown in Manhattan. This prosperous area sprawls beyond the boundary shown in the tourist map towards the shoreline of the East River; it also encroaches on neighboring Little Italy, which is increasingly like an island in a sea of Chinese shops and restaurants. The density of the shops and their gaudy commercialism, it seems to me, exceed those in Chinese cities and are quite similar to those in Won Kok, Hong Kong.

Nonprofit organizations are important to the quality of life in communities. They exist in complex variety and include church congregations, private schools, service clubs, business leagues, social and recreational clubs, labor unions, farm bureaus, community theaters, neighborhood organizations and many more. Only the largest of nonprofits are likely to have employees, with most relying upon volunteers to meet their human resource requirements. They obtain their financial resources through donations, investments, grants and fee based activities, such as festivals and educational programs.

Intimate partner violence is prevalent in contemporary society and certain groups of individuals such as college students are particularly at high risk for becoming involved in aggressive relationships. Despite the detailed body of literature that examines the risk factors for in-person partner violence, researchers have been criticized for their lack of attention to other behaviors that may be considered abusive. One new area of research is cyber aggression, which refers to the use of newer forms of technology (e.g., cell phones and computers) to facilitate repeated harassing behavior with the intention of harming others. On Wednesday, April 7, the China Beat was pleased to co-host (with the Humanities Collective) a talk at UCI by Nicolai Volland, who teaches Chinese Studies at National University of Singapore. Volland spoke on “Socialist Cosmopolitanism: China’s Other ‘Age of Openness’ in the 1950s.” ReferencingFrank Dikötter‘s recent book on Republican China, The Age of Openness: China Before Mao, Volland argued that 1950s China can also be seen as “open,” if not to the U.S. and Western Europe. In his review of Andrew Walder’s Fractured Rebellion: The Beijing Red Guard Movement, John Gittings discusses the July 1966 murder of Bian Zhongyun, deputy principal of the Beijing Normal Girls’ High School. Gittings mentions that Bian’s story has been told in a moving documentary that features interviews with her husband, who shares photographs that he took at the time of her death. The entire movie, Wo sui siqu (我虽死去 Though I Am Gone), is available on YouTube; below, we’ve embedded the first section of the film (in Mandarin with English subtitles).

Communicating and negotiating boundaries can be a challenge to family members who have experienced a divorce and remarriage. In particular, stepchildren and their nonresidential parent‘s family must manage potential changes and challenges to their communication and relationship as the stepchild transitions into stepfamily life. Centered in the interpretive paradigm and Communication Accommodation Theory (CAT), the researcher interviewed 29 current and former stepchildren about their transition into stepfamily life to address six research questions: (1) What are the turning points in stepchildren‘s communication with their nonresidential parent‘s family? Web communications has become a critical component of mass communications and media today. Web sites must be user-friendly if they are to communicate effectively. This study examines the relationship between user motivation and the likability and usability of web sites. Web designers, stakeholders, and web site owners need to pay close attention to the likability and usability of a web site since these are key components of its credibility.

The Green Revolution was initiated in the 1960’s to address the issue of malnutrition in the developing world. The technology of the Green Revolution involved bio-engineered seeds that worked in conjunction with chemical fertilizers and heavy irrigation to increase crop yields. The technology was readily adopted in many stated in India and for some was a great success. However, there were many farmers who could not afford the inputs necessary to participate in the Green Revolution and gaps between social classes widened as wealthy farmers got wealthier and poor farmers lagged behind. Taiwanese Industry Competitiveness When Outward Fdi Is Defensive, Ling Sun, Lilyan E. Fulginiti, Yo-Chan Chen

The main purpose of this study is to examine the links between outward FDI and the competitiveness of Taiwanese industries. This is done by emphasizing the difference between ‘defensive’ versus ‘expansionary’ outward FDI. The empirical study is based on a panel data of 15 industries over the period 1991–2001. The results indicate that outward FDI of the defensive type, in particular that destined to China, while increasing industry efficiency has had a significant negative influence on competitiveness of the Taiwanese industry through its effects on innovative activity. While outward FDI has impacted the industry’s productivity growth it has not decreased …
