Institutions of higher education (IHEs—colleges, community colleges, and universities) have a mission to provide all students, including those with disabilities (a physical or mental impairment that substantially limits one or more major life activities), with opportunities for a rich, deep, and equitable learning experience, and to provide all researchers with access to a comprehensive and varied collection of information resources to support their work. Data have become the new global currency, and a powerful force in making decisions and wielding power. As the world engages with open data, big data reuse, and data linkage, what do data-driven futures look like for communities plagued by data inequities? Over the last twenty years, a wide variety of resources have been developed to address the rights and licensing problems inherent with contemporary data sharing practices. The landscape of developments is this area is increasingly confusing and difficult to navigate, due to the complexity of intellectual property and ethics issues associated with sharing sensitive data. This paper seeks to address this challenge, examining the landscape and presenting a Version 1.0 directory of resources. Business confidence fell sharply in Nebraska during June 2019 and consumer confidence dropped modestly. The Consumer Confidence Index – Nebraska (CCI-N) fell to 104.4 in June, above the neutral value of 100 but below the May value of 105.3. The Business Confidence Index – Nebraska (BCI-N) fell to 100.3 in June, at the neutral level and down 13 percent from 113.2 in May. When asked about the most important issue facing their business, 35 percent of respondents chose customer demand while 21 mentioned the quality and availability of labor, 16 percent mentioned competition from other businesses and 9 percent flooding …

Rural communities rely on volunteers for many community development activities as well as local leadership positions. In smaller communities in particular, community members often take on multiple roles. Given these challenges, how involved are rural Nebraskans in community and political activities? The Effects Of Economic Factors And Groundwater Policies On The Timing Of Well Drilling, Qianyu Zhang

Understanding the factors that affect farmers’ irrigation decisions is critical for a better groundwater management. This study addresses the question of how economic, agronomic, and policy variables affect the timing of irrigation adoption in Nebraska. The key contribution of this paper is to identify farmers’ strategic responses to a particular type of policy intervention, a moratorium on well drilling. Our results estimate how farmers respond when a moratorium is announced but not enforced yet, and when neighboring areas implement a moratorium, which we refer as pre-regulation effect and policy spillover effect, respectively. Results show that farmers are more likely to …

Since the International Criminal Court (ICC)’s inception, observers have disagreed about how it would affect prospects for peace when it is involved in situations of ongoing conflict. Therefore, I ask, why do some of the civil war peace negotiations involving the ICC end with full peace agreements, while others end with resumed violence? I argue that how the Court affects the occurrence and outcome of peace negotiations is largely a function of the role that it plays in the situation. The topic of mild traumatic brain injury (mTBI) has rapidly gained attention not only in academic science but also in popular media. Unlike severe traumatic brain injury, mTBI is difficult to diagnose. There are no objective diagnostic criteria, and symptoms can vary greatly across individuals. Further, although individuals with mTBI are frequently compared to non-injured individuals, it cannot be concluded with certainty that any differences found between groups can be attributed solely to the head injury and not a more general injury-factor. Japonica Brown-Saracino’s How Places Make Us is an engaging book that illustrates the centrality of cities in shaping understandings of sexuality. She analyzes the identities and lives of lesbian, bisexual, and queer (LBQ) women in four cities: Ithaca, New York; San Luis Obispo, California; Portland, Maine; and Greenfield,Massachusetts. Despite the fact that these cities are home to a high number of female same-sex couples and are imagined as sites of acceptance for LGBTQ people, Brown-Saracino discovers, through her ethnographic fieldwork and interviews, something surprising: the LBQ women in each city offered radically different narratives about sexuality. The younger generation, in some instances, is not that young anymore and have formed knowledgeable opinions about how the farm or ranch should operate. I wrote this article to challenge both the younger and older generations as they move their operation forward as a family.

The increase in the LEI-N, which is designed to predict economic activity six months into the future, implies moderate economic growth in Nebraska through the end of 2019. Strong business expectations were the sole reason for the increase in the leading indicator. Respondents to the May Survey of Nebraska Business reported plans to increase both sales and employment at their businesses over the next six months. Biodiversity offsetting, or compensatory mitigation, is increasingly being used in temperate grassland ecosystems to compensate for unavoidable environmental damage from anthropogenic developments such as transportation infrastructure, urbanization, and energy development. Pursuit of energy independence in the United States will expand domestic energy production. Concurrent with this increased growth is increased disruption to wildlife habitats, including avian displacement from suitable breeding habitat. Recent studies at energy-extraction and energy-generation facilities have provided evidence for behavioral avoidance and thus reduced use of habitat by breeding waterfowl and grassland birds in the vicinity of energy infrastructure. Emerging research points to a valuable role of the monoamine neurotransmitter, serotonin, in the display of maternal behaviors and reproduction-associated plasticity in the maternal brain. Serotonin is also implicated in the pathophysiology of numerous affective disorders and likely plays an important role in the pathophysiology of maternal mental illness. Much of eastern and central Nebraska suffered devastating flooding in March 2019. Much agricultural land, as well as agricultural, residential, industrial and commercial property has been damaged or destroyed. A 2019 bill just enacted— Legislative Bill 512—allows property owners suffering significant flood damage to have the 2019 property taxes on flood damaged property lowered.

Under prior Nebraska law, land and buildings were valued for property tax purposes on January 1 of each year. There were no statutory provisions for changing that property valuation after January 1 due to property damage, although some county assessors have done so in the past. …

Do Schools Promote Executive Functions? Differential Working Memory Growth Across School-Year And Summer Months, Jenna E. Finch

Children’s working memory (WM) skills, which support both academic and social success, continue to improve significantly through the school years. This study leverages the first nationally representative data set with direct assessments of elementary school students’ WM skills to examine whether WM grows more during the school year or summer months and whether WM growth rates differ by household income. Results demonstrate that WM skills grow more during the school-year months compared to the summer months, suggesting that school environments provide children with unique opportunities to improve and practice their WM skills. Staff recruitment, selection, and retention are persistent challenges for many child welfare agencies. Agency directors recognize these challenges but often lack the capacity or strong relationships with human resources (HR) to hire and keep the right child welfare staff. The lack of evidence-based practices to address child welfare workforce issues compounds the situation. The Quality Improvement Center for Workforce Development (QIC-WD) was created through a 5-year cooperative agreement with the Children's Bureau to advance knowledge about evidence-informed workforce interventions, test a variety of interventions in real-world settings, and examine how workforce stability is related to outcomes for children.
