When the 2018 Farm Bill was signed last December, producers could look ahead to implementation and the coming decision between enrollment under the Agricultural Risk Coverage (ARC) program or the Price Loss Coverage (PLC) program. While the ARC and PLC programs carried over from the 2014 Farm Bill with relatively modest changes, the substantial drop in market prices and outlook since 2014 pointed toward a widespread shift in enrollment away from ARC and toward PLC due to the increased relevance of the price safety net.

Nebraska Annual Social Indicators Survey (NASIS)
Using NSF ERC Planning Grant funds ($7,500), we added X number of survey items to the 2019 Winter Nebraska Annual Social Indicators Survey (NASIS) conducted by the Bureau of Sociological Research (BOSR). In 2019 NASIS was conducted by mail. BOSR mailed surveys to a random sample of Nebraska households using Address Based Sampling. The CAFE ERC planning team added questions to NASIS along with other researchers at the University of Nebraska who shared the cost of the “core” questions (e.g. level of education, age, race/ethnicity, depression, religion, political orientation, quality-of-life topics, etc). The Quality Improvement Center for Workforce Development (QIC-WD) partnered with the Virginia Department of Social Services (VDSS) in 2017 to conduct research examining the efficacy of technology interventions aimed at reducing child welfare staff turnover and improving child welfare outcomes. Virginia is a state-supervised, countyadministered child welfare system. The state elected to study the implementation of and outcomes from job modernization technology interventions in 18 localities. These 18 localities represent a workforce of approximately 450 of the state’s 2,200 frontline staff. The intervention is occurring in multiple phases: (1) transcription services; (2) a mobility technology application; and (3) a Comprehensive …

Farmers in Nebraska and the surrounding area have been slow to adopt accrual accounting methods. This is no surprise; the alternative, cash accounting, is simple, provides a real-time analysis of the cash position of the firm, and works well with income tax preparation. However, cash accounting has no methodology for the special timing of agricultural production or specific processes to evaluate profitability, liquidity, or solvency. Accrual accounting, GAAP (Generally Accepted Accounting Principles), and finally the FFSC (Farm Financial Standards Council) rectify these shortcomings. Adoption of GAAP, and subsequently the FFSC “tweaks” will allow farmers and ranchers in Nebraska to make …

Nonpoint pollution control. The federal Clean Water Act (CWA) regulates point sources of water pollution (such as municipal and industrial wastewater discharges to river and streams) but not nonpoint sources (NPSs), like farm runoff. EPA has provided financial incentives to states to develop and implement NPS programs but does not regulate NPSs itself. Clean water groups have sued to force states to implement wasteload allocation under the CWA on streams not meeting water quality requirements and to require cities and idustries to clean up their wastewater discharges to improve water quality. States can elect to regulate NPSs under this total …

Racist experiences and internalized racism may lead to poorer mental health outcomes for African Americans born and socialized in the United States (Graham, West, Martinez & Roemer, 2016; Mouzon & McLean, 2017). Self-compassion has been shown to protect against poor mental health outcomes, but limited research exists with respect to African Americans specifically (Lockard, Hayes, Neff and Locke, 2014). The present study explored whether self-compassion could serve as a protective factor between the relations of internalized racism and racist experiences, and the negative mental health outcomes of anxiety, depression, and stress among (N = 230) African American adults. Understanding the spatial ecology of highly mobile marine vertebrates is necessary for informing conservation and management strategies aimed at protecting such species. Buck Island Reef National Monument (BIRNM), off the coast of St. Croix, US Virgin Islands, harbors critical foraging habitat for Critically Endangered juvenile hawksbills Eretmochelys imbricata that exhibit high site fidelity until sexual maturation. Using an array of fixed passive acoustic receivers that covered over 20.2 km2 at its largest configuration and in-water biannual sampling, we analyzed residency patterns and habitat use of 29 hawksbills. High recapture rates allowed for long- term data collection for some individuals, with …

“Money Helps”: People Who Inject Drugs And Their Perceptions Of Financial Compensation And Its Ethical Implications, Roberto Abadie, Brandon Brown, Celia B. Fisher

This study documents how people who inject drugs (PWID) in rural Puerto Rico perceive payments for participating in HIV epidemiological studies. In-depth interviews were conducted among a subset (n = 40) of active PWID older than 18 years of age who had been previously enrolled in a much larger study (N = 360). Findings suggest that financial compensation was the main motivation for initially enrolling in the parent study. Then, as trust in the researchers developed, participants came to perceive compensation as part of a reciprocal exchange in which they assisted researchers by providing a trustful account of their experiences …

The decades-long increase in obesity in the U.S. has inspired multiple policies aiming to improve individuals’ food choices, which play an important role in diet-related diseases. Early policies—which have continued to be implemented and refined—took the view that providing consumers with information would give them the tools needed to choose a healthy diet. Both nutrition facts panels, which are provided on the side or back of nearly all packaged food products in the U.S, and calorie labeling in restaurant chains with 20 or more locations seek to address a lack of information among consumers.

Russia’s Internet Research Agency (IRA) launched an extended attack on the United States by using computational propaganda to misinform and polarize US voters. This report provides the first major analysis of this attack based on data provided by social media firms to the Senate Select Committee on Intelligence (SSCI).
This analysis answers several key questions about the activities of the known IRA accounts. In this analysis, we investigate how the IRA exploited the tools and platforms of Facebook, Instagram, Twitter, and YouTube to impact US users. Some recent national polls have shown a decline in confidence in higher education. The cited reasons for this decline are concerns about affordability, access and the political culture on campuses. Special Collections: While rare books and manuscripts have been acquired since the University of Nebraska Libraries were first established, it was some time before a separate Rare Books and Special Collections unit was created. During the 1970s, librarians identified rare books or special collections within the existing general collections, identified new space for these materials, cataloged them, created collection development criteria, and began providing services through the assignment of the first full-time special collections librarian. In 2016, Russian operatives associated with the St. Petersburg-based Internet Research Agency (IRA) used social media to conduct an information warfare campaign designed to spread disinformation and societal division in the United States. Masquerading as Americans, these operatives used targeted advertisements, intentionally falsified news articles, self-generated content, and social media platform tools to interact with and attempt to deceive tens of millions of social media users in the United States. This campaign sought to polarize Americans on the basis of societal, ideological, and racial differences, provoked real world events, and was part of a foreign government's covert support of Russia's …

Rangeland managers face challenges to adapt to climate extremes, and research is needed on how to support their adaptive capacity for managing climate risk. This study evaluates adaptive capacity using an integrated vulnerability and resilience conceptual model and three cognitive behavioral models. Overarching research questions focus on the relationship between protective action and impacts and the best predictors of taking action in response to drought. Three studies address these questions, using quantitative data collected from two post-drought surveys of rangeland-based livestock managers in the Northern Great Plains of the U.S. The studies find evidence of the roles of social-ecological sources …

The campus climate literature obscures the complexity of individuals’ perspectives in relation to multiple dimensions of the broader learning environment. Unexamined are the ways students from marginalized backgrounds may respond to oppressive dimensions of the campus climates in unique ways that moderate observed outcome differences. Human genomic data are large and complex, and require adequate infrastructure for secure storage and transfer. The NIH and The Wellcome Trust have funded multiple projects on genomic research, including the Human Heredity and Health in Africa (H3Africa) initiative, and data are required to be deposited into the public domain. The European Genome-phenome Archive (EGA) is a repository for sequence and genotype data where the data access is controlled by access committees. Nitrogen fertilizer (N) is commonly used as a production input to increase crop yields. It is included as one of the six Testing Ag Performance Solutions (UNL TAPS) program decision choices and contributes much to productivity as well as costs. Its use however is not without controversy. The over-application of N gets into the groundwater and nearby waterways becoming a pollutant. The role of farm size in crop insurance has been a reoccurring U.S. political issue with multiple attempts at legislation proposing to limit premium subsidies to large producers. For instance, in 2015 bill S.2244, amongst other items, proposed to cap crop insurance premium subsidies at $40,000 per year1. The most recent attempt was made by the current administration in mid-2017, where they introduced the same premium subsidy cap of $40,000 per year. The first mention of the $40,000 figure emerged from a report sanctioned by the Government Accountability Office in 2012 (GAO-14-700, 2014)2. Eventually no premium subsidy caps were included …

Objective: To determine whether the association between changes in life satisfaction and becoming a mother (or not) depends on fertility problem identification status.
Background: Evidence and symbolic interactionist theory suggest that, for women who initially perceive a fertility barrier, gaining the valued identity “mother” should be associated with increases and continuing to face a blocked goal (i.e., not becoming a mother) should be associated with decreases in life satisfaction.
Method: This study used the nationally representative two-wave National Survey of Fertility Barriers to conduct a change-score analysis with chained multiple imputation. The focal dependent variable was change in life satisfaction. …
