While several guides to the Parliamentary Papers exist, they are too lengthy for quick reference, are outdated, use unfamiliar terminology, and assume a previous knowledge of British government. Two other factors can make the guides confusing. First, the use of the term Parliamentary Papers is not always clear. It is sometimes applied, as it is in this article, to the entire range of papers produced by and for Parliament. Sometimes, however, it is applied more narrowly and refers only to a portion of the Papers also known as the Sessional Papers. Secondly, the available guides do not always indicate whether …

Discussions regarding ecological crises often begin by casually identifying anthropocentric traits as responsible for the crises and by briefly explaining the need for holistic or macroscopic modeling. Yet, when modeling begins, policy scientists, philosophers, and social scientists usually are not included, and the models often are not ecological, but are rather narrowly biological or physical. The main purpose of this paper is to emphasize the need for broader and richer modeling and the need to recognize that environmental protection and enhancement is anthropocentric policymaking. Recognizing Multiple Decision-Making Models: A Guide For Managers, Joan Giesecke

Empirical studies of decision making find that the process is more disorderly than described in rational models. New models have appeared that suggest that managers need to accommodate the randomness found in complex organizations. This article examines two approaches for dealing with this disorder: the political-bargaining model and the garbage can model. The essay clarifies the differences between these two approaches and assesses their usefulness to managers for understanding the decision-making process.

As the twenty-first century approaches, Kansas librarians, archivists, genealogists, records managers, and historians are seeking solutions to a crisis.

The crisis is the disintegration of the state's information resources. Documents recording births, deaths, inheritances and laws are all susceptible to the degradation of the materials on which they are recorded.

Neither paper nor optical disk will survive forever—acidic paper becomes embrittled in 50–80 years; optical disks and the equipment to access the information upon them may not last fifteen years.

As the Family Communication Commission in the Speech Communication Association is off to a good start, it seems appropriate to bring attention to the contributions and challenges studying family communication has for the discipline of communication. More than a decade ago, Bochner (1976) outlined several fruitful areas of investigation. Clearly, people heeded Bochner’s persuasive arguments and produced research on family communication problems (e.g., Bochner & Eisenberg, 1987; Fitzpatrick, 1988; Noller & Fitzpatrick, 1988; Petronio, 1982; Sillars, Weisberg, Burggraff, & Wilson, 1987). Tobin and Houthakker's work on consumer behavior under quantity rationing has been extended by many authors, especially through the use of duality theory. This paper uses duality theory to extend the work on demand theory under rationing to the case of producer behavior under quotas. These results permit estimation of otherwise unobservable market supply and demand structures The structure of the farm economy operating under a tobacco quota system is estimated, and the theory is utilized to infer that the supply elasticity of tobacco would be about 70 if the quotas were removed. A variety of undesirable plants pose problems for managers of grazing land and/or wildland because they reduce the land's usefulness for livestock grazing or are detrimental to its other functions, such as wildlife habitat or watershed protection. The purpose of this study was to assess the direct and secondary economic impacts of leafy spurge infestations in North Dakota. This involved estimating the extent of leafy spurge infestations on grazing land and wildland, estimating the effects of the infestation on the outputs of both types of land, estimating the direct economic effects of these changes in outputs, and using input-output analysis …

This volume is both fascinating and frustrating. The work challenges one of the fundamental assumptions of most archaeological research-the existence of archaeological sites. In the preface, Ebert states that his goal is to bring a number of lines of evidence to bear on what I believe is the most critical question in archaeology today: whether we can continue to think in terms of sites, or whether this most basic unit of archaeological discussion rests upon so many untenable, unarticulated, in fact unarticulatable assumptions as to be a liability to the advancement and credibility of our field (p. xiii).

McQuillan reasons that ethnic groups' value systems can be discerned by studying the outcomes of their everyday decisions. Blowout penstemon (Penstemon haydenii S. Wats.) is the rarest plant endemic to the Great Plains and is the only officially endangered plant species in Nebraska. The endangered species recovery plan calls for an increase in viable populations from five to ten and an increase in plant numbers from about 6,000 to 15,000. Research conducted on survival of greenhouse grown seedlings transplanted at three sites in the Nebraska Sandhills showed that transplanting seedlings was feasible. Greatest survival was obtained when blowout penstemon seedlings were transplanted into blowout grass [Redfieldia flexuosa (Thurb.) Vasey] communities in blowout depressions. Plants were not …

These include assessing Western Canada's competitive strengths in international export markets, judging whether the region is able to take advantage of shifts occurring in these trading patterns, as well as viewing effects of the Canadian economic union on Western Canada.
