The Geography of Manitoba, a wide-ranging look at Canada's Keystone Province, comprises a collection of papers grouped into four sections dealing with the province's physical geography, people, resources and industries, and recreation. Supplementing the major essays are brief case studies (thirty-nine in all) that examine specific topics related to the sections within which they appear. The text is amply supported throughout by excellent black-and-white maps, as well as by illustrations, photographs, tables, and several color plates.

I wish I could recommend this book as a "must read" for anyone interested in the history and development of the Great Plains region; however, I cannot. For one thing, the Great Plains per se are rarely discussed in it, and the subject is certainly not a topic of universal interest. I can recommend the book, however, as a highly readable and well-documented study of the change in our perceptions of the wetlands of the Midwest over time. Prairie Conservation will interest anyone concerned about the current condition and preservation of grasslands, wetlands, and associated wildlife species in the Great Plains of North America. The book contains twenty chapters plus a summary by Paul G. Risser. Forty-four authors contributed to the book with over 700 literature citations. The well-written text is accompanied by forty-six figures and tables. A foreword by Nebraska Governor E. Benjamin Nelson discusses a program called the Great Plains Partnership (GPP), an experiment in environmental problem solving that will strive to bring all stakeholders together by working with and through private landowners.

Agricultural applications of fertilizers and pesticides have increased dramatically in the prairie pothole region since the middle 1960s, and agrochemical contamination of surface and groundwater has become a serious environmental concern. There is growing interest in the potential of prairie wetlands as sinks for excess nutrients in this agricultural landscape. As much as 50% of the fertilizer nitrogen applied to cultivated crops may be lost as nitrate in agricultural drainage water, and prairie wetlands may be especially effective as nitrate sinks. Effects Of Atmospheric Change And Agriculture On The Biogeochemistry And Microbial Ecology Of Prairie Wetlands, Richard D. Robarts, Marley J. Waiser

Relatively little is known about the factors which regulate in water biogeochemical processes and food chains in prairie wetlands. Climatic warming, increased UV-radiation and agricultural activities will have interacting effects on these wetlands. We examined the effects of these processes on prairie wetland functioning and productivity with particular emphasis on production and cycling of organic carbon, especially dissolved organic carbon (DOC). Autotrophic and heterotrophic production are temperature dependent and temperature increases or decreases could affect production under more extreme climate change scenarios. DOC concentrations could decrease with increasing bacterial production and photolysis, leading to increases in UV-radiation penetration. This is …

Campus Racial Climate Policies: The View From The Bottom Up, Michelle Hughes, Rick Anderson, Julie Harms Cannon, Eduardo Perez, Helen A. Moore

We review the debates over campus multicultural goals from the perspective of university officials and again from the perspective of the policy target: students. We then assess a sample of student policy opinions and the role of campus experiences and diverse racial/ethnic and socioeconomic backgrounds in shaping those opinions. Often descriptive, this provides insights on working with diverse student populations. We focus our research on students because student voices are often unheard in education. Administrators are assumed to “know better” because of their years of campus experience or professional training.

Agricultural Productivity In Developing Countries, Lilyan E. Fulginiti, Richard K. Perrin

This paper examines changes in agricultural productivity in 18 developing countries over the period 1961-1985. We use a nonparametric, output-based Malmquist index and a parametric variable coeficients Cobb-Douglas production function to examine, whether our estimates confirm results from other studies that have indicated declining agricultural productivity in LDCs. The results confirm previous findings, indicating that at least half of these countries have experienced productivity declines in agriculture.

Group Rebellion In The 1980s, Ryan Dudley, Ross A. Miller

The authors evaluate the ability of four theoretical approaches to account for the occurrence and severity of group rebellion in the 1980s. These explanations for rebellion are state responses and capabilities, relative deprivation, diffusion, and rational actor. Results indicate that relative deprivation and rational actor explanations were most important in accounting for the occurrence of group rebellion. On the other hand, state responses and capabilities and relative deprivation were the best explanations for the level of group rebellion.

Gender-Based Pay Gaps: Methodological And Policy Issues In University Salary Studies, Myra Marx Ferree, Julia Mcquillan

Methodology is often a point of contention in gender-based salary studies. Although this debate seems at first to be merely about technical issues, it also has an important conceptual dimension. We argue that there are two competing implicit conceptions of discrimination, one institutional and the other individual, that underlie many such debates. We first contrast the preferred methodologies advanced by each side, the policy capturing approach and the flagging approach, and explore the theoretical meaning of their statistical models. We then describe a practical application of both methodological approaches in one specific salary inequity study. In conclusion, we reflect on …

The United States and Canada are largely in agreement on food safety regulation issues. So, let me set up the debate between several parties not in the room. The debate at the time the Sanitary & Phytosanitary (SPS) Agreement was concluded was between the Office of the United States Trade Representative (USTR) and some consumer advocates, like Ralph Nader, and expresidential candidates, like Pat Buchanan. Numerous commentators claim that globalization is injuring U.S. federalism. However, it is the strategies that governments in the United States are pursuing in response to globalization that are diminishing the values of federalism rather than any aspect of globalization itself.

The analysis and critique of the U.S. federal and state government strategies reveal that the United States is in danger of adopting a misguided notion of "new federalism." The enactment of the Health Insurance Portability and Accountability Act of 1996 (HIPAA) and its related legislation, the Newborns' and Mothers' Health Protection Act of 1996 (NMHPA) and the Mental Health Parity Act of 1996 (MHPA) (hereinafter collectively referred to as "HIPAA and its related legislation") signals a possible new role for the Employee Retirement Income Security Act of 1974 (ERISA), the federal law governing private health care plans. The Securities and Exchange Commission ("SEC") recently adopted a novel exemption from the registration requirements of the Securities Act of 1933. This new exemption, Regulation CE, contains a single rule, Rule 1001, that exempts from registration "[o]ffers and sales of securities that satisfy the conditions of paragraph (n) of Sec. 25102 of the California Corporations Code ...." California section 25102(n), in turn, exempts offerings to "qualified purchasers" and includes a "test-the- waters" provision that allows issuers to solicit purchasers in writing, even if non-qualified investors receive the solicitation.

Thomas Scheff describes and endorses community conferences intended to develop dispositions of some criminal cases that promote individual and community interests in a manner consistent with Restorative Justice (RJ). He suggests that the research program known as Therapeutic Jurisprudence (TJ) might provide a useful structure for RJ, but he does not provide detailed discussion of the proposed integration of RJ and TJ. This comment clarifies and examines some potentially interesting aspects of such an integration. Section II sketches some central features of TJ and of RJ, and section III considers potential applications of the former to the latter.

Methylenetetrahydrofolate Reductase And Methionine Synthase: Biochemistry And Molecular Biology, R. G. Matthews, Christal A. Sheppard, C. Goulding

Methylenetetrahydrofolate reductase and cobalamin-dependent methionine synthase catalyze the penultimate and ultimate steps in the biosynthesis of methionine in prokaryotes, and are required for the regeneration of the methyl group of methionine in mammals. Defects in either of these enzymes can lead to hyperhomocysteinemia. The sequences of the human methylenetetrahydrofolate reductase and methionine synthase are now known, and show clear homology with their bacterial analogues. Mutations in both enzymes that are known to occur in humans and to be associated with hyperhomocysteinemia affect residues that are conserved in the bacterial enzymes. The dual-gender marriage requirement does not treat men and women unequally. Instead, it recognizes and celebrates the physical differences between men and women and their obvious sexual complementarity. Traditional marriage laws do not discriminate on the basis of gender; rather, they recognize the equal indispensability of both genders to the institution of marriage. The dual-gender requirement, like the decision in Loving, is animated by a moral sense that discerns the true nature of marriage. Justice White's landmark opinion in Hardwick has survived both the test of time and the many slings and arrows of outraged scholarship launched at it by law professors who believe the Constitution should be interpreted as codifying the Kama Sutra. The eminent respectability and rightness of Justice White's methodology and reasoning in Hardwick was completely vindicated in Glucksberg, the Supreme Court's latest--and one of its most significant--decisions on the meaning of fundamental rights protected by substantive due process.

Checklist and ‘‘Pollard Walk’’ butterfly survey methods were contemporaneously applied to seven public sites in North Dakota during the summer of 1995. Results were compared for effect of method and site on total number of butterflies and total number of species detected per hour. Checklist searching produced significantly more butterfly detections per hour than Pollard Walks at all sites. Number of species detected per hour did not differ significantly either among sites or between methods. Many species were detected by only one method, and at most sites generalist and invader species were more likely to be observed during checklist searches …
