Most Common Bundles Of Public Assistance Benefits For Low-Income Massachusetts Families: A Technical Research Brief, Caitlin A. Carey

This report analyzes the most common bundles of public assistance benefits for low-income residents of Massachusetts. The findings can be used to better understand the relative success of these public assistance programs at reaching low-income target populations. Furthermore, the combination of benefits received can help provide insights regarding where families might experience cliff effects; data that can be used to inform policy changes to help ameliorate cliff effects.

This report describes collaborative efforts undertaken by the Town of Marshfield Council on Aging (COA) and the Center for Social and Demographic Research on Aging (CSDRA), within the Gerontology Institute at the McCormack Graduate School, University of Massachusetts Boston. Research shows that families are essential in the employment process for people with intellectual and developmental disabilities (IDD). Frequently, however, messages they receive about employment are conflicting and can vary between service systems, often due to a lack of coordination across these systems. These conflicting messages can frustrate families and negatively affect their employment expectations and their efforts to support employment outcomes. The present study examines how a well-planned and individualized engagement strategy could improve families’ expectations about employment for their family member with IDD, and how those improved expectations impact the employment planning process. On June 28, 2018, Massachusetts became only the sixth state in the country to provide partial wage replacement to workers that need to leave work for a serious health condition, the birth of a child, to bond with a new child, or to care for a seriously ill family member. Stratford Hall Plantation’s Oval Site was once a dynamic 18th-century farm quarter that was home to an enslaved community and overseer charged with growing Virginia’s cash crop: tobacco. No documentary evidence references the site, leaving archaeology as the only means to reconstruct the lives of the site’s inhabitants. This research uses the results of a macrobotanical analysis conducted on soil samples taken from an overseer’s basement and a dual purpose slave quarter/kitchen cellar at the Oval Site to understand what the site’s residents were eating and how the acquisition, production, processing, provisioning, and consumption of food impacted their daily lives. …

Atypical attention has long been implicated in Autism Spectrum Disorder (ASD) yet our understanding of the early development of this ability has been limited by methodological factors. This dissertation investigates how a non-western country engages with global private governance architecture. Although the term private governance appears to suggest a transnational and international context, some authors emphasize that private governance is concentrated in specific regions, such as the industrialized world or their hosting developing countries. Little is yet known of the circumstances conditioning the participation in private governance from non-western countries. In this context, this dissertation addresses how national political structures constrain or enable the participation of actors from South Korea in the International Organization for Standardization (ISO). Conducted by the Sustainable Solutions Lab at the University of Massachusetts Boston and supported by the Boston Green Ribbon Commission, the study evaluates two primary configurations: an Outer Harbor Barrier (OHB) and an Inner Harbor Barrier (IHB). Using hydrodynamic modeling, economic cost-benefit analysis, and social vulnerability assessments, the study finds that while both barrier systems may reduce risk from extreme storm events, they do not mitigate regular tidal flooding without frequent gate …

The aim of this study is to provide the City of Boston with a preliminary assessment of the feasibilities and potential benefits, costs, and environmental impacts of three harborwide barrier configurations.

While this study is not comprehensive, and there are many ways that further research could refine and extend its findings, those findings were clear enough to justify making recommendations for next steps. The authors recommend that the City continue to focus its climate resilience strategy for the next several decades on the shore-based multi-layered approach described in Climate Ready Boston. Interviews with 16 employment consultants-triangulated with job seekers, family members, and supervisors-revealed a model of employment supports aligned with the elements described in the literature, although with an added emphasis on (a) building trust as a key element starting from day one; (b) a circular process converging on the job match; (c) and flexible intensity of supports. The model can be used for improving clarity in communication with employment consultants about effective employment support practices for assisting job seekers with intellectual and developmental disabilities.

Analysis to describe the relationship between state employment system characteristics and employment outcomes for individuals with intellectual and developmental disabilities (IDD).

Why?
To better understand higher-performing state employment systems.

How?
Researchers included individual indicators from 2013 for each state from its IDD and vocational rehabilitation (VR) agencies. We also used American Community Survey data that looked at employment outcomes and education for individuals with cognitive disability between the ages of 22 to 30, i.e. individuals who recently aged out of eligibility for services under IDEA. The resulting composite indicator (CI) represents overall state employment system performance.

This article, originally published in 1985, is based partly on the author’s experience with the Boston school desegregation case, but goes beyond it. It chronicles some of the events that occurred when a state and a federal court attempted to disengage from active jurisdiction over two Boston public systems: the Boston Public Schools and the Boston Housing Authority. It makes three proposals, which, if enacted, would help to keep the courts out of day-to-day management of municipal operations.
