In Colorado, counselors from the Division of Vocational Rehabilitation are housed on-site in Community Centered Board1 offices so they can provide direct services to individuals with intellectual and developmental disabilities (ID/DD). The goal of the project was to serve 240 customers with ID/DD and provide 134 successful employment outcomes over a two-year period2. Streamlined services and enhanced communication emerged through a unique collaborative effort between the two entities.

One-Stops Career Centers (One-Stops) were established under the federal Workforce Investment Act to provide a full range of job seeker assistance under one roof. One-Stops are located at a variety of locations in each state, with more than 3,200 centers across the country. More than 13 million people per year use the One-Stop system. Many of these are people with disabilities.

One-Stop Career Centers serve a diverse range of customers. These include individuals with a variety of educational and work backgrounds, people from diverse racial, linguistic and ethnic cultures, as well as individuals with a wide range of disabilities and support needs. One way of addressing the needs of this diverse customer base is to develop services and systems that respond to the needs of each of these groups. However, this can be expensive and labor-intensive. Maturing Subsidized Mortgages: The Next Frontier Of The Expiring Use Crisis, Emily Achtenberg

Over approximately the next decade, close to 17,000 affordable housing units could be lost in Massachusetts as their federally- and state-subsidized mortgages mature, terminating all associated use and affordability restrictions. Most of this housing, developed 30-40 years ago under various federal and state mortgage subsidy programs, is only partially assisted with project-based Section 8 rental subsidy; but 100% of the units are affordable due to budget-based (and tiered) rent restrictions.

This paper describes a Public-Private Partnership that brings together: Al-Balqa’ Applied University/Al-Huson University College (AHUC); Consolidated Contractors Company and the Morganti Group Inc. (CCC/MORGANTI); Al-Huson Career Development Center (CDC); and USAID Jordan Economic Development Program (SABEQ). The Partnership enhances CCC/MORGANTI with its corporate responsibility initiative in Jordan as well as addressing CCC/MORGANTI’s labor force needs from Jordan and in the MENA Region. This paper focuses on low-wage work and single mothers. I begin with a typical example of early 20th century research on low-wage workers as it helps provides both an historical explanation for women’s earnings and employment situation over much of the 20th century and important insights into new directions for research and advocacy. Following that, I tease apart the distinctions between having low wages and being low income, particularly as these apply to single mothers. An article by Luigino Bruni and Robert Sugden published in this journal argues that market relations contain elements of what they call ‘fraternity’. This Response demonstrates that my own views on interpersonal relations and markets – which originated in the feminist analysis of caring labour – are far closer to Bruni and Sugden's than they acknowledge in their article, and goes on to discuss additional important dimensions of sociality that they neglect.

Lao Health And Adjustment In Southern New England Three Decades After The Secret War, Patrick F. Clarkin

This study explored Lao life histories, health, and social adjustment in the southern New England states of Rhode Island and Connecticut. In addition, it sought to examine whether there was a correlation between war experiences early in life and health in adulthood, a finding reported in previous research on the Hmong, another ethnic group from Laos. Overall, 99 Lao adults born in Laos or Thailand (mean age 43.5 +/- 10.8 years) completed orally administered questionnaires and were measured for blood pressure and various anthropometric markers. Alternative Staffing Organizations (ASOs) are social-purpose businesses created by community-based organizations and national nonprofits to “broker up” job seekers, starting with temporary assignments and forming bridges to better jobs. Funded by the C. S. Mott Foundation, the Alternative Staffing Demonstration examined four ASOs around the country for a three-year research project, with 18 months of close monitoring, exploring, and assessing the ASO model. The Center for Social Policy studied how ASOs structure the services they provide, handle day-to-day management issues, and sell their services. Gore Place is the early 19th-century house and estate of Massachusetts governor Christopher Gore and his wife Rebecca. The Gores were active in scientific agriculture and cultivated grains, fruits, and vegetables on the property. As part of the landscape restoration, the Gore Place Society wished to know the exact location and preservation status of Gore’s stable and greenhouse. To determine these, we recursively combined historic map georeferencing, ground penetrating radar (GPR) survey, and excavation. This paper addresses the employment environment within which poor single mothers and other low-wage earners work, and identifies policies to foster economic advancement. Low-wage status, often resulting from minimal education and skills, is reinforced by irregular work schedules and more frequent unemployment periods. Despite recent rises in national productivity, low-wage advancement opportunities remain limited and inequality in family income distribution is growing. New policies are needed to extend low-earner career potential.

The Benchmarks initiative has collected data, analyzed in this report, on a significant portion of the state workforce. Guided by Stephen Crosby, dean of the McCormack Graduate School of Policy and Global Studies at UMass Boston, Commonwealth Compact has conducted newsmaking surveys of public opinion and of boards of directors statewide. In addition, it has convened ongoing coalitions with its higher education partners, and established a collaborative of local business schools aimed specifically at increasing faculty diversity. Gaming In Massachusetts: Can Casinos Bring 'Good Jobs' To The Commonwealth?, Marlene Kim, Susan Moir, Anneta Argyres

This study examines the quality of jobs in the United States gaming industry and analyzes enabling legislation in five states that have legalized gaming. The authors find that the gaming industry -- particularly the unionized sector of the casino hotel industry -- provides good jobs with good wages and benefits for workers with less than a high school degree. The authors conlcude that workforce development efforts in Masschusetts must include strategies to address improving the quality of entry-level jobs.

It has been known for decades that individuals with autism spectrum disorders (ASD), including those with significant impairment or who have behaviors that others find challenging, can work when they are given appropriate supports. It is also clear that individuals with ASD can benefit from employment. Benefits include improved emotional state, greater financial gain, decreased anxiety, greater self-esteem, and greater independence. Nonetheless, employment outcomes for individuals with ASD have traditionally been poor. Even those who do find work are often underemployed or do not hold onto jobs for a long period of time.

The U.S. social policy framework has always relied on private employers to fill in the gaps for workers, rather than the state. U.S. workers have neither a strong social safety net outside of the labor market, nor an extensive social welfare structure supporting the labor market. For the most part, adequate provision of social benefits depends critically on employers’ voluntary adoption of support policies. For those concerned with job quality in the United States, the retail industry commands attention. Retail is not only the largest low-wage industry in the country’s economy; it is the largest industry, period. It generates numerous entry level jobs for those with limited formal training. Hourly wages of nonsupervisory workers in retail languish at about three-quarters the national average. Retail is a very important employer of young workers. Its workforce is also disproportionately female. Women are concentrated in particular retail sub-sectors and some minority groups seem to remain employed in retail over time. When we talk about the “gloves-off economy,” we are identifying a set of employer strategies and practices that either evade or outright violate the core laws and standards that govern job quality in the U.S. While such strategies have long been present in certain sectors, such as sweatshops and marginal small businesses, we argue that they are spreading. This trend, driven by competitive pressures, has been shaped by an environment where other major economic actors—government, unions, and civil society—have either promoted deregulation or been unable to contain gloves-off business strategies. As a part of the FY2007 National Survey of Day and Employment Programs data was requested from state Intellectual Disabilities and Developmental Disabilities (ID/DD) agencies regarding the sources of information used to report the total number of individuals served in the following services categories: integrated employment, facility-based work, community-based non work, and facility-based non work. Data on sources is an important factor to note when comparing each state’s service outcomes over time.
