Summary Report: Workshop On International Environmental Governance: Grounding Policy Reform In Rigorous Analysis, Center For Governance And Sustainability At Umass Boston

From June 27 to 28, 2011, the Federal Office for the Environment of Switzerland, the Global Environmental Governance Project of the Center for Governance and Sustainability at the University of Massachusetts Boston, and the World Trade Institute at the University of Bern hosted a workshop on International Environmental Governance: Grounding Policy Reform in Rigorous Analysis. The workshop started a dialogue between academics and researchers on one hand and policymakers on the other in order to provide analytical input to the political negotiations on institutional reform in the run-up to the UN Conference on Sustainable Development in 2012.

Finding The Right Fit: How Alternative Staffing Affects Worker Outcomes, Françoise Carré, Brandynn Holgate, Helen Levine

This report reviews our findings from two and one-half years of monitoring and evaluating the activities of four alternative staffing organizations (ASOs). ASOs are worker-centered, socialpurpose businesses created by community-based organizations and national nonprofits. These fee-for-service organizations use the model of temporary staffing services to help job seekers who face labor market barriers access work experience and potential employers. They place job seekers in temporary and “temp-to-perm” assignments with customer businesses, charging their customers a wage-based markup fee. This field of practice first emerged in the 1970s and grew rapidly in the 1990s; it now includes over 50 ASOs. Alternative …

This report presents process evaluation findings and recommendations regarding the collaborative stakeholder process engaged in by the Longfellow Bridge Task Force, facilitated by the Massachusetts Office of Public Collaboration, and sponsored by the Massachusetts Department of Transportation under its bridge rehabilitation and restoration program. The purpose of the Task Force was to provide stakeholder and public input on the design of the Longfellow Bridge span cross-section, with particular focus on serving transit, roadway, bicycle and pedestrian needs effectively and safely.

The United Nations was created in 1945 without an environmental body. Almost thirty years later, in 1972, governments established UNEP. Twenty years later, in the early 1990s, when rethinking the institutional arrangements, they created the Global Environment Facility and the Commission on Sustainable Development, as well as several core conventions (on climate, biodiversity and desertification). Despite the attempts to bring about further governance reform over the last decade, however, progress has been limited. Archaeogeophysical surveys were carried out in October 2010 over a 30 x 50 m grid that was established immediately to the north and west of the north end of the Great Friends Meeting House (GFMH) in Newport, RI. The surveys were conducted using a Geonics EM-38 RT ground conductivity meter and a Malå X3M Ground Penetrating Radar (GPR) system that was equipped with 500 and 800 MHz antennas. In addition, a resistance survey was performed over a much smaller central area using a Geoscan RM15 resistance meter. Community-based operations research is the name of a new sub-discipline within operations research and the management sciences. CBOR synthesizes previous practice and research traditions within OR/MS to address problems within the public sector that are often of a localized nature, that address the concerns of citizens affiliated through characteristics of race, ethnicity and class and other ties and that are solved using diverse qualitative and quantitative methods. Solutions to these problems are developed and implemented by formal and informal organizations, and embody a critical perspective towards traditional notions of decisionmakers, stakeholders and analytic methods. Offshore outsourcing of administrative and technical services has become a mainstream business practice. Increasing commoditization of business services and growing client experience with outsourcing have created a range of competitive service delivery options for client firms. Yet, data from the Offshoring Research Network (ORN) suggests that, despite increasing market options and growing client quality and cost efficiency expectations, clients typically renew provider contracts and develop longer-term relationships with providers. Based on ORN data, this paper explores drivers of this phenomenon. After declining in the 1990s (laubacher, 2006), the Massachusetts film and television industry reached a nadir with the closing of the Massachusetts film office in 2002. To revitalize this once-thriving local creative industry, in 2005 the state legislature passed a tax incentive plan that provided a bankable tax credit for qualifying motion picture and television productions in Massachusetts. As updated in 2007, the Massachusetts film tax credit (FTC) provides a refundable/transferrable tax credit for 25% of qualifying wage and non-wage production expenses and a sales tax exemption for qualifying in-state spending. Driving is related to our identity and independence as well as allowing us to get needed goods, services, and social opportunities that enrich daily life. Yet with increasing age, the risk for developing threats to medical fitness to drive increases. Driving cessation is related to a long list of negative outcomes, such as: depression, social isolation, diminished access to health care, and diminished quality of life. We investigated risks for driving cessation, paying close attention to racial differences. This study used data from the Health and Retirement Study (HRS), 1998-2008. While youth with autism represent a small percentage of all vocational rehabilitation (VR) closures, the number who closed out of VR more than tripled between 2003 and 2008 (see Institute for Community Inclusion Data Note 26). As increasing numbers of youth with autism are accessing VR services, it is important to understand how they are using these services and the relationship of these services to outcomes and costs.

Massachusetts policy makers decided to go beyond existing ARRA federal reporting requirements and collect additional data in order to gauge the effectiveness of ARRA’s fiscal policy by counting the number of individuals who have received an ARRA-funded paycheck. In addition, policy makers wanted to look at some of the demographic characteristics of this population. This report provides an in-depth analysis of the data that the MA Recovery Office collected during the first and second quarters of 2010, with a particular focus on job creation and retention by race, ethnicity, gender, disability status, and geographic location.

Economists are often called on to help address pressing problems of the day, yet many economists are uncomfortable about disclosing the values that they bring to this work. This essay explores how an inadequate understanding of the role of methodology, as related to ethics and human emotions of concern, underlies this reluctance and compromises the quality of economic advice. The tension between caring about the problems, on the one hand, and writing within the existing culture of the discipline, on the other, are illustrated with examples from U.S. policymaking, behavioral economics, and the economics of climate change and global poverty. …

The effects of childbearing patterns on the timing of men's and women's retirement were examined. The data for this study come from the Health and Retirement Study, waves 1-7: 1992, 1994, 1996, 1998, 2000, 2002, and 2004. A proportional hazard model (Cox regression) was chosen for this study. Two measures of retirement were considered: labor force exit and self-defined retirement. The results indicated that men with dependent children are more likely to postpone the timing of labor force exit and their self-definition as retired. Despite substantial evidence that women suffer from depression at twice the rate of men, the etiology for this difference remains unclear. Prior to puberty, the difference in depression is negligible; however, when adolescence begins, a precipitous rise in female depression occurs that persists across the lifespan. While no definitive biological change has been linked to this phenomenon, objectification theory (Frederickson & Roberts, 1997) can be used to gain insight into the social influences at play during that transitional period. Thomas Richardson household rose to prominence in Newport, Rhode Island during the community’s golden age of prosperity in the 18th century when Newport quickly became one of the leading seaports in the New World. However, all prosperity halted due to the hardships and damage Newport suffered during the American Revolutionary War. Much of the city’s property and economic success was destroyed at the hands of occupying British troops, and the Rhode Island community was never able to fully recover. The recent housing foreclosure crisis has had devastating impacts on individuals, communities, organizations and government. In response, several community development corporations (CDCs) have sought new ways to assist neighborhoods suffering from the myriad effects of high foreclosures, including neighborhood instability, increased vandalism and crime, lower property values, and economic disinvestment. This research project focuses on activities of community-based organizations that acquire and redevelop foreclosed properties to support neighborhood stabilization and revitalization. An archaeogeophysical survey was carried out in May 2010 using Geonics EM-38 RT and a Malå Ground Penetrating Radar (GPR) system with a 500 MHz antenna over an 28x26 m grid immediately northeast of the Loring-Greenough house in Jamaica Plain, MA. Three major anomalies were identified. These anomalies have not been ground truthed, but they appear to be archaeological features. The author identifies eight workplace trends that are increasing individual isolation and destroying workplace-based social networks. The forty-four Fellows in the 2010 Emerging Leaders Program worked in collaboration with the Center for Social Policy at UMass Boston on their “reshaping poverty policy” initiative. The Fellows used their professional skills to analyze data and create awareness campaigns, in turn getting a deeper view of how their civic engagement can make a difference in addressing social issues that affect both businesses and communities. The Fellows examined factors that affect housing and family homelessness, working closely with three organizations, whose participation was made possible by the Hyams Foundation: Boston Tenant Coalition, Greater Boston Fair Housing Center, Homes for Families.

This essay explores the profoundly gendered nature of the split between the disciplines of economics and sociology which took place in the late 19th and early 20th centuries, emphasizing implications for the relatively new field of economic sociology. Drawing on historical documents and feminist studies of science, it investigates the gendered processes underlying the divergence of the disciplines in definition, method, and degree of engagement with social problems. Economic sociology has the potential to heal this disciplinary split, but only if the field is broadened, deepened, and made wiser and more self-reflective through the use of feminist analysis.

The effectiveness of the Forest Futures Visioning Process, a collaborative process sponsored by the Massachusetts Department of Conservation and Recreation to develop policy recommendations for the future stewardship of Massachusetts forests, is evaluated. The evaluation, based upon a logic model used to assess collaborative environmental governance projects, generally found that goals were met.
