In FY2012, an estimated 605,680 individuals received day or employment supports from state IDD program agencies. This number grew from 457,405 in FY1999. The estimated number of individuals in integrated employment services increased from 108,680 in FY1999 to 111,670 in FY2012. State investment continues to emphasize facility-based and non-work services, rather than integrated employment services.

Via of the Lehigh Valley is a CRP headquartered in Bethlehem, PA. Since 2008, Via and local high schools have provided customized employment services so that transition-age students graduate into well-matched, meaningful careers. Via’s transition program is supported by funds from the Pennsylvania Department of Education. The energy of students and their families has also driven the search for innovative employment services. Via’s work with schools began with hosting weekend trainings for families, sponsored by the Pennsylvania DD Council. Progressive Employment Concepts (PEC), a community rehabilitation provider with several locations in northern California, was founded in 1995 to support people with intellectual and developmental disabilities (IDD) to find employment in their communities. PEC currently supports 90 people in individual jobs. A core belief at PEC is that everyone it serves is job-ready and can work in competitive employment in their communities. PEC began Lending Works, a nonprofit organization, in 2007. Lending Works provides loans to people with disabilities interested in self-employment. Wisconsin’s Developmental Disabilities Services agency and Vocational Rehabilitation agency, in conjunction with the Wisconsin Board for People with Developmental Disabilities and Wisconsin’s University Center for Excellence in Developmental Disabilities, implemented a series of community conversations to build dialogue and create a coalition around employment for youth with intellectual and developmental disabilities (IDD). Through this initiative, a range of community members came together in structured forums to discuss ways to improve integrated employment outcomes for youth.

LaunchAbility is a CRP that serves people with IDD in several locations throughout North Texas. LaunchAbility’s employment services program offers placement exclusively in the community. The LaunchAbility Academy Training Program was established in collaboration with the Department of Assistive and Rehabilitative Services (DARS) as a way to engage employers and prepare job seekers for employment. Case management services in Missouri’s Division of Developmental Disabilities underwent a shift from a state structure to a regional structure. Within this structure, 12 regions each serve approximately 12–15 counties. Each region has a technical assistance (TA) position designed to support each of the designated priority work areas. These include self-determination, family supports, individual supports and services, Employment First, and accessible housing. When the change from a state to regional structure occurred, administrators had to look for staff who could support those priorities. Financial markets have been characterized by boom and bust cycles since the 1980s, while the responsibility for managing retirement wealth has increasingly shifted onto individual households at the same time. Policymakers and experts have expressed concern over rising risk exposure among older households, who appear to be increasingly exposed to the growing financial risks just as they near retirement. We consider household data from the Federal Reserve’s Survey of Consumer Finances from 1989 to 2010 to analyze the correlation between age and risk exposure. We test if older households’ risk exposure has indeed grown over time, if it has increased …
