In this paper we utilized a panel data set from 2004 to 2010 to identify and determine the demographic and economic drivers of food deserts in both urban and rural areas in Arkansas. We defined food deserts as areas where access to healthy foods such as fresh vegetables and fruits are limited. More specifically, separate distance measures from the census block centroid to the nearest supermarket or grocery store were used to determine if the area is an urban food desert (1 mile) or rural food desert (10 miles). Despite the vast scholarship that exists discussing why Democrats sought restrictive suffrage laws, little attention has been given by historians to examine how concern over local government drove disfranchisement measures. This study examines how the authors of disfranchisement laws were influenced by what was happening in Crittenden County where African Americans, because of their numerical majority, wielded enough political power to determine election outcomes. In the years following the Civil War, African Americans established strong communities, educated themselves, secured independent institutions, and most importantly became active in politics. Following World War I and the Bolshevik Revolutions, America's Red Scare began, inciting fanatical patriotism and an alleged threat of anarchy that gripped a nation with fear. Paranoia about communists, Socialists, and anarchists divided the country and resulted in many states, including Arkansas, passing criminal anarchy laws. Since a majority of those accused of anti-American activities were involved in labor disputes, Arkansas makes for an interesting case study; not only did it have a relative lack of labor disputes, it still passed anti-Bolshevik laws. The purpose of the study was to explore the impact of the Baby Boomer Generation on the future services provided by Senior Centers in Northwest Arkansas, specifically in Benton, Madison, and Washington counties. The study was a mixed methods design utilizing both qualitative and quantitative methods. Three research groups were used: Nine Senior Center Directors, which were interviewed; one focus group composed of four Baby Boomers; and a print survey distributed to ninety-two Baby Boomers. In 2010, the University of Arkansas Agricultural and Extension Education Department received grant funding for the development of curriculum relating directly to visual communications technology and its role in agricultural communications. Starting in the 2010-11, administrators at the Fountain Lake School District implemented the Cobra Pride Incentive Program (CPIP), a merit pay program designed to financially reward all school employees with year-end bonuses primarily for significant improvements in student achievement. At the conclusion of the 2010-11 school year, over $800,000 in bonuses were distributed to school personnel. Because of the substantial investment in this program, it was important to determine how the CPIP impacted the school counselors, teachers, and students of Fountain Lake, to see if any of the potential benefits of a merit pay program were realized.

Converting from a dry county to a wet county would have a number of tangible and intangible economic benefits for Benton County. Legal retail alcohol sales are a signal of a contemporary economic development environment. Quantifying the value of that perception is quite difficult, but it is entirely possible to estimate sales effects and tax implications of becoming a wet county for the residents of Benton County. The study's purpose was to define and identify Social, cultural, and human capital variables relevant to understanding community expectations of postsecondary attainment. The study sought an operational model of community expectancy that would allow policymakers and higher education leaders to recognize the community-level factors affecting student outcomes and then to make appropriate policy adjustments to encourage better outcomes.

The purpose of this report is to evaluate the current underlying economic conditions in Benton County, Arkansas as they relate to the growth in the valuation of residential property values. First, the economic section provides some details of employment and population growth during the last two years. The second section discusses residential sale values and how they have changed from 2007 to 2008. Data from the Office of the Benton County Assessor and from the Arkansas REALTOR Association are used to demonstrate the change in property valuation.

Over the last half century, more than forty states across the nation have experienced school finance lawsuits as a consequence of funding gaps between rich and poor districts. Arkansas is one such state, with a long history of school funding battles in the courts. The legal challenges began in 1983, when the Arkansas Supreme Court initially found the state's school funding system unconstitutional under the equal protection clause of the state constitution1 . The court found “no legitimate state purpose” and “no rational relationship to educational needs” in the state's method of financing public schools. This initial finding set the …

In the Lake View v Huckabee school funding lawsuit, the Arkansas Supreme Court found the state’s school funding system unconstitutional because it did not provide an “adequate and equitable” education to all students. In light of the court’s ruling, this paper addresses the adequacy of the Arkansas system by examining levels of expenditure, teacher salary levels, and school performance. Further, this paper highlights the level of equity within the state of Arkansas as compared to other states in the nation using the Federal Range Ratio, the Coefficient of Variation, and the McLoone Index. Providing a reasonable education for all students in Arkansas is a legal responsibility explicitly mandated by the state’s constitution. Consistent with the long-standing American tradition of “grassroots” control of education, public schools in all states are funded and managed first and foremost at the local level. The federal government can and does enact legislation with which schools must conform. Directly or indirectly, federal mandates provide significant amounts of monies to support particular types of school services and programming. We begin by discussing the state of the state in terms of income measures and measures of educational attainment levels. This manuscript provides an empirical portrait of emergent trends in the growth, distribution, and racial and ethnic composition of Arkansas’ resident population. Particular attention is given to variation in the racial and ethnic composition of the estimated population among different regions of the state. During the 1990’s, racial and ethnic diversity increased statewide due in large part to Hispanic population growth in all regions. Black population growth was greatest in central Arkansas while Asian and Native American population growth increased most rapidly in the northwest metropolitan regions of the state. Overall, both metropolitan and non-metropolitan Arkansas communities have a more …
