School Choice Demonstration Project

With the passage of the 2005 Wisconsin Act 125, private schools participating in the Milwaukee Parental Choice Program (MPCP) have been required to administer annual standardized tests in reading, mathematics, and science to their MPCP students enrolled in the 4th, 8th, and 10th grades. The law further directs Choice schools to submit copies of the scores from those tests to the School Choice Demonstration Project for processing and reporting to the Legislative Audit Bureau. School And Sector Switching In Milwaukee, Joshua M. Cowen, David J. Fleming, John F. Witte, Patrick J. Wolf

School Choice Demonstration Project

In this report we analyze the movement of students to and from the Milwaukee Parental Choice Program (MPCP) and Milwaukee Public Schools (MPS). We also analyze student mobility between schools within each sector. The analysis rests on two separate sets of data: the administrative records we have collected as part of our separate analysis of academic achievement in MPCP (Witte , Wolf, Cowen, Fleming, & Lucas-McLean, 2010), and the results of an extensive set of surveys collected from parents of private and public school students.

School Choice Demonstration Project

The city of Milwaukee is often called a laboratory for experimentation with parental school choice. Milwaukee is home to the first urban school voucher program, the Milwaukee Parental Choice Program (MPCP), which has grown over the past 19 years to enroll 19,803 students in 127 different private schools in 2008-09. A total of 59 public charter schools operate within the city’s boundaries, enrolling 17,158 students last year. Even students in the Milwaukee Public School (MPS) system have a variety of magnet, community, open enrollment, and inter-district school choice options available to them, so long as transportation funding holds out. School Choice Demonstration Project

This is the third-year report in a five-year evaluation of the Milwaukee Parental Choice Program (MPCP). The MPCP, which began in 1990, provides government-funded vouchers for low-income children to attend private schools in the City of Milwaukee. The maximum voucher amount in 2008-09 was $6,607, and approximately 20,000 children used a voucher to attend either secular or religious private schools. The MPCP is the oldest and largest urban school voucher program in the United States. This evaluation was authorized by Wisconsin Act 125 enacted in 2005.

In Arkansas, students graduate from high school at a relatively high rate – 72% versus the national rate of 69%. However, according to the ACT, only 35% of Arkansas graduates are ready for college-level work (based on Arkansas’ College Readiness Benchmark Scores). Our state's rate of completion from college also ranks below the national average (See Table 3.5 in OEP’s report card here). There is a strong correlation between the successful completion of an algebra course and readiness for college-level work. Promoting the consumption of new energies, particularly of biogas, in rural areas is a strategic initiative of the Chinese government. The government has incorporated this initiative into many of its rural development plans. Likewise, Tongwei Evergreen Libraries (TEL, 通渭青树图书馆) has also integrated ideas of the initiative into its library services. This paper describes the Biogas Promotion Program (BPP) that TEL implemented, discusses the BPP model and roles of TEL in the program, and analyzes the initial results of the program through surveying local farmers. In an attempt to gauge the educational progress of the nation and each state, Education Week has published state report cards since 1997 in its annual Quality Counts series. The 14th annual report - Quality Counts 2010 - was released in January. Four of the six categories (Chance for Success, School Finance, The Teaching Profession, and Standards, Assessment and Accountability) were updated to reflect the most current (2010) data. Arkansas received the highest possible grade (A) in the Standards, Assessments & Accountability category, receiving perfect scores in the subcategories for Standards and School Accountability. At the most recent State Board of Education meeting, State Education Commissioner Tom Kimbrell addressed the need for more monitoring of charter schools to ensure that these schools meet their stated goals, including the types of students they intend to serve and the scope of the schools’ curricula. Additionally, he noted that the current process for reviewing applications for charter schools is inadequate, and acknowledged the need for a more systematic review process. Ralph Bunche Agape Neighborhood Vision Plan, Community Design Center

Project Reports

The Ralphe Bunche Neighborhood Vision Plan provides a general design framework to spur reinvestment in this 100-year old historic African-American neighborhood in Benton, AR. The plan aggregates attainable housing (under $100,000/unit) around two neighborhood parks―one existing, and one proposed. Since the city cannot afford comprehensive street and drainage improvements to accommodate redevelopment, the proposal retrofits streets and open space with Low Impact Development (LID) landscapes to remediate urban stormwater runoff. Housing unit types between 1,000 and 1,750 square feet are amassed around these LID landscapes and amenitized with screened rooms, balconies, terraces, and multiple-height living spaces.

“Know Thy Neighbor,” a public interest group established in 2005, has grabbed headlines in recent years for making public (or threatening to make public) the names of hundreds of thousands of registered voters who signed petitions qualifying anti-gay rights measures for state general election ballots in Massachusetts, Florida, Arkansas, Oregon, and Washington. Evaluating performances of the fish and invertebrate Indices of Biotic Integrity (IBIs) for a region is important to maintain rigorous assessment of the environmental quality of streams, especially with increasing urbanization. Timing of the assessment is considered important, with the critical season (low flow, high temperature) preferred, but the primary season (spring– summer) may be as efficient. In 1992, the Federal Trade Commission created the Guides for Use of Environmental Market Claims, with revisions made in 1996 and 1998. The Guides designate how the Commission applies Section 5 of the FTC Act, which prevents unfair or deceptive practices, to environmental claims. Based on the increased proliferation of environmental marketing claims, the FTC has decided to again revise the Guides. The purpose of this study was to examine whether the environmental claims present in print advertisements are included in the current FTC Guides and whether the qualifying language surrounding claims is acceptable, poorly explained, not explained, or meaningless. …

The purpose of this study was to determine the prevalence of Cytauxzoon felis and gastrointestinal helminth infections in bobcats (Lynx rufus) of Northwest Arkansas, an area known to have numerous cases of cytaux in domestic cats. Sixty bobcat carcasses were collected from trappers located in Mulberry and Decatur, Arkansas. Blood samples from the hearts were used to isolate Cytauxzoon DNA. Next, a polymerase chain reaction ( PCR) procedure coupled with gel-electrophoresis assay for the 18s region of extracted DNA were used to determine the presence of the protozoan in the bobcats at the time of harvest. Organizations and governmental agencies continue to refocus energies on improving crisis communication plans in an effort to lessen economic impacts of unanticipated events. This study brought together an advisory team of agricultural communications professionals to gather perceptions of crisis communications educational needs for new professionals and to identify the best practices for using Second Life© (SL), a 3-D virtual world, simulations for training. Digital Elevation Models (DEMs) represent the elevation of the earth’s surface. Scientists and decision makers have used DEMs to address questions relating to the earth’s landscape. This study assessed the vertical accuracy of Arkansas 5-meter raster DEM dataset produced in 2006 photogrammetrically, for three physiographic regions that represented a variation of elevations. The vertical accuracy of the DEM datasets was assessed by comparing their elevations to elevations collected using a surveying carrier phase Global Position System (GPS). Emotional intelligence and narcissism have an influence on the overall relationship satisfaction people have with their significant others. Researchers have reported that as emotional intelligence increases, so does relationship satisfaction. However, researchers have also reported that as narcissism increases, relationship satisfaction decreases. No previous study has examined all three concepts together, which is the purpose of this study. Female college students (N = 169) were given a questionnaire comprised of measures to assess emotional intelligence, narcissism, and relationship satisfaction. Correlation analysis determined there was a weak relationship between emotional intelligence and narcissism (r = 0.28). Regression analysis found no relationship …

A study was conducted to determine the effects of a probiotic (Eubios 1090), in the presence of two different antibiotics, on performance in nursery pigs. A total of 216 pigs were weaned at an average of 21 d, blocked by initial body weight (BW = 6.79 kg), and distributed into 32 pens of 6 to 7 pigs per pen in an offsite nursery facility.
