This report examines student discipline in the Arkansas public schools. Using ten years of de-identified student- and infraction-level data from 2010-11 to 2019-20 provided by the Arkansas Department of Education, our research identifies trends and a number of key student outcomes related to student discipline in the Arkansas public schools. This work builds upon prior editions of this report.1 We assess compliance with recent legislation, passed in 2017, limiting suspensions and expulsions for elementary-aged students. In addition, we continue to report on 2013 legislation banning the use of out-of-school suspensions for truancy. While the data are only limited to the …

This study assesses the effectiveness of gifted programs in Arkansas by leveraging student-level achievement and demographic data of students who scored at or above the 95th percentile on state assessments in third grade. We follow five independent cohorts of these high-achieving students through eighth grade and examine the difference between the longer-term academic performance of the students that were exposed to gifted and talented services compared to similarly high achieving peers that were not identified as gifted. Using regression analyses controlling for student and district characteristics, we find that students who received gifted services demonstrated statistically significantly greater academic growth …

School district consolidation is one of the most widespread education reforms of the last century, but surprisingly little research has directly investigated its effectiveness. To examine the impact of consolidation on student achievement, this study takes advantage of a policy that requires the consolidation of all Arkansas school districts with enrollment of fewer than 350 students for two consecutive school years. Using a regression discontinuity model, we find that consolidation has either null or small positive impacts on student achievement in math and English Language Arts (ELA). Does The Timing Of Money Matter? A Case Study Of The Arkansas Academic Challenge Scholarship, Jessica Goldstein, Jonathan N. Mills, Albert Cheng, Collin E. Hitt

This paper examines the effect of a state-financed merit-aid scholarship—the Arkansas Academic Challenge Scholarship (ACS)—on post-secondary outcomes at a large university in Arkansas. Exploiting scholarship eligibility requirements, we implement a fuzzy regression discontinuity design to identify the scholarship’s causal impacts on college outcomes. The analysis focuses on currently enrolled sophomores, juniors, and seniors who receive the scholarship to investigate the broad impacts of receiving money at nontraditional points in an individual’s college trajectory. Findings indicate small, negative impacts of scholarship receipt on short-run outcomes such as GPA and credit accumulation, but large statistically significant declines in the likelihood of graduating …

This report examines trends in Advanced Placement (AP) course-taking in Arkansas. The AP program allows students to access college-level content while still enrolled in high school. Using de-identified student-level data from 2015-16 to 2017-18 from the Arkansas Department of Education, this research investigates whether students who take AP courses demonstrate better college readiness and examines how these trends vary for different demographic and socioeconomic groups throughout the state. How might we improve gifted and talented (G/T) identification by learning about the process in Arkansas (AR)? In this study, we examined the accuracy of the gifted identification process in AR by comparing the degree to which students who were academically talented in the top 5% on the 3 rd grade state assessment in reading and mathematics in AR were identified for G/T. Across five years of independent cohorts, we replicate the finding that roughly 30% of the students in the top 5% in both reading and mathematics on the 3 rd grade state assessment are not identified as G/T. …

This report examines trends in high school graduation rates for the state of Arkansas. Graduation rates are evaluated at the school level for students overall and for students who face economic disadvantages. Earlier research by the Office for Education Policy (2014) found that larger high schools and schools serving more economically-disadvantaged students have lower graduation rates. We update the report by examining graduation rate trends across the five-year period of 2013-14 through 2017-18. Research shows that students who demonstrate low reading achievement in 3rd grade have trouble catching back up to grade level and being successful in school, compared to their peers who demonstrate early proficiency (Fiester 2010; Hernandez 2011; Juel 1988). This report seeks to investigate what happens to Arkansas public school students who demonstrate low achievement in reading in 3rd grade. Reading scores from three cohorts of students are followed from 3rd grade until high school, beginning with data from the 2008-09 school year and continuing through 2016-17. There have been widespread reports of an impending teacher shortage crisis in the U.S. for more than 30 years. In the U.S., there are claims of a widespread national shortage while research indicates teacher shortages are specific to certain subjects and schools. Part of the reason for the conflicting accounts is how shortage is identified and what information is used to assess it. In this study, we test whether a uniform teacher shortage exists across the state of Arkansas. We hypothesize that, rather than a universal shortage, teacher shortages are more likely to occur in certain regions and subjects. We …

Arkansas created the Succeed Scholarship Program in the spring 2015 legislative session when House Bill 1552 was passed. This program allows students with disabilities to receive state funding for private school tuition up to the foundation funding amount determined by the matrix funding system used in Arkansas.

School funding has been an area of contention in the courts of nearly every state. Many of these court cases have challenged the constitutionality of state funding formulas, arguing the funding system was inadequate or inequitable because poor urban or rural districts often faced a disadvantage in garnering tax dollars for education. Specific to Arkansas, in the 1983 decision Dupree v. Alma School District, the Arkansas Supreme Court declared the state’s funding system was not meeting its constitutional requirements.

This report examines trends in racial and socioeconomic composition of public schools in the Little Rock area between 2008-09 and 2014-15. The Little Rock metropolitan area is characterized by a variety of schooling options for students and families, including multiple traditional public school districts, public charter schools, private schools, and homeschooling. We examine the demographics of each public sector in the area, and whether students who move are representative of the sector they choose to exit. This report is structured around two main research questions.
