The Discursive Construction Of Irish Early Childhood Education And Care Policy: A Critical Discourse Analysis, Rachel Kiersey

Conceptual distinctions between care and early childhood education have influenced and reinforced the construction of knowledge about the early childhood education and care (ECEC) policy area. Discursive constructions in policy texts permeate wider society and become embodied in the broad social domain as “truths”, establishing the status quo about how social issues are perceived. Close scrutiny of the knowledge constructed about key concepts within Irish ECEC policy texts between 1998 and 2008 can shed some light on the ideological perspectives shaping the truths about ECEC in Irish society. Ireland’s second periodic report to the United Nations Committee on the Rights of the Child (CRC) presents the government’s case that it is succeeding in protecting and promoting the rights of all children in Ireland. This article presents a critical discourse analysis of the governments Report to the CRC. Using a refined critical discourse analysis (CDA) model, based on the framework proposed by Chouliaraki & Fairclough (1999); the linguistic structure of the Report is examined alongside consideration of the wider socio-political context in which it exists. The overarching aim of this study was to provide an information base on the transition from preschool to formal schooling in Ireland, and to improve understanding about how best to support children’s learning during this time. The theoretical framework for the project was based on the ecological systems model of development proposed by Bronfenbrenner. Need For Social Policy To Recognise That People Are Excluded When They Cannot Afford To Give Their Children A Holiday, Bernadette Quinn

This research investigated how access to an annual holiday can benefit children living in poverty and their families. It studied children who had the opportunity to avail of a child-centred, structured group holiday provided by three NGOs. Study participants were drawn from a cross-section of disadvantaged areas in Dublin, comprising two inner-city and four suburban areas. Data collection involved 75 children and 35 guardians in the first stage, and 27 children and 16 guardians in subsequent stages. In total, 16 families participated in all stages of the research process, which used qualitative methods, including focus groups, in-depth interviews and observation. …

In 1996, the first legislative control over early education services in Ireland came into place in the form of the Child Care (Pre-School Services) Regulations. The research hypothesis of this study was that the implementation of the Regulations had an impact on quality of early childhood care and education (ECCE) services in Ireland.
