In Search Of Empirical Evidence That Links Rent And User Cost, Dixie M. Blackley, James R. Follain

Most models of the rental housing market assume a close linkage between the level of residential rents and the after-tax user cost of rental housing capital. However, little empirical evidence exists to establish the strength of this linkage or the speed with which rents adjust to changes in user cost or tax policy. This paper develops and estimates an econometric model of the rental housing market in order to shed light on both of these issues. United States annual data for 1964 through 1993 are used to generate two-stage least squares estimates of a four equation structural model. Although the …

A plethora of political autopsies have been performed on the Clinton Administration's failed health care reform of 1994--it was too much; it was too late; there was too much pandering; there was too little pandering. Such critiques of this complex undertaking are at least partially correct. It was probably hubris to believe that such a comprehensive health care reform package could be proposed and passed in a single year. But much of the instant analysis of its failure has repeated the rhetoric of the debate rather than stepping back and placing the events of 1994 in perspective. Here I focus …

Public Policies For The Working Poor: The Earned Income Tax Credit Versus Minimum Wage Legislation, Richard V. Burkhauser, Andrew J. Glenn

This paper first documents the decades-long erosion of the link between low wages and low household income. It then simulates the consequences of this determination on the relative gains of programs designed to help the working poor—minimum wage increases under the Fair Labor Standards Act and increases in the Earned Income Tax Credit (EITC). Using data from the Current Population Survey it is found that increases in the EITC between 1989 and 1992 were far more target-efficient than was the increase in the minimum wage from $3.35 to $4.25 and that the 1993 extension of the EITC is far more …

The theoretical goal underlying the DR-LINK System is to represent and match documents and queries at the various linguistic levels at which human language conveys meaning. Accordingly, we have developed a modular system which processes and represents text at the lexical, syntactic, semantic, and discourse levels of language. In concert, these levels of processing permit DR-LINK to achieve a level of intelligent retrieval beyond more traditional approaches. In addition, the rich annotations to text produced by DR-LINK are replete with much of the semantics necessary for document extraction. Beads of copper are amongst the oldest and most widespread ornament forms known in North America. Native copper was an important material to prehistoric Americans, and certainly the most important metal. It was collected, transported and traded over wide areas from as early as seven thousand years before present, and its for ornaments persisted until it was gradually replaced by European metals over the many years of the contact period. A recently discovered cache of copper beads, bead preforms, awls, a crescent knife and scraps of raw copper at site 20KE20 in northern Michigan offers insight into the process of …

An understanding of beads requires an understanding of the people involved with them. This paper examines three historical aspects of people engaged in beadmaking, especially the production of glass beads. The history of their social relations is considered in regards to the record of their physical movements, the manner in which they organize themselves and pass on their traditions, and their status within society. Information concerning each of these is arranged geographically and chronologically in an attempt to discern the patterns of the social history of beadmakers.

Beads From The African Burial Ground, New York City: A Preliminary Assessment, Cheryl J. Laroche

Excavation of the African Burial Ground in New York City yielded the skeletal remains of more than 400 individuals. This paper is a preliminary discussion of beads associated with seven of the burials. The in situ bead configurations of three of the interments are distinctive and appear to be indicative of cultural practices of Africans in 18th-century New York. The configurations include necklaces and possibly wristlets, as well as waistbeads. The latter represent the first recorded instance of such use by Africans or African descendants in North America. These objects provide insight into the religious or ritual behavior of the …

European Beads From Spanish-Colonial Lamanai And Tipu, Belize, Marvin T. Smith, Elizabeth Graham, David M. Pendergast

Excavation of the contact-period components of the Maya sites of Lamanai and Tipu, in northern and west-central Belize, respectively, have yielded moderate collections of European glass and other beads. The archaeological data are augmented by ethnohistorical documentation regarding the length of Maya/Spanish interaction. Contexts do not provide unequivocal stratigraphic evidence of sequential bead importation, but known dates of bead varieties assist in refining both site chronology and the understanding of bead use. As the first Central American collections to be analyzed, the two assemblages offer an initial glimpse of one aspect of European impact on native material and non-material culture.

In developing health care reform proposals, it is important to recognize that our health care system has evolved over a long period of time and reflects values in which Americans believe deeply--values like pluralism and entrepreneurialism, consumer choice, limited government, and low taxation. Any major reforms will assault, or at least do some violence to, these values. This exchange of letters between Hope Emily Allen and George Bernard Shaw of November 1924 is published here for the first time. The letters reveal Shaw's interest in the Oneida Community and the descendants' apprehensions about public exposure of their historical documents, forty-four years after the breakup of the Community.

The archives were guarded by George Wallingford Noyes, nephew ofJohn Humphrey Noyes and Community historian, until his death in 1941. EFFORTS TO DERIVE contemporary lessons from the past are always fraught with difficulty. Seldom has this been more true than in the case of John Humphrey Noyes and the community he founded in mid-nineteenth-century New York State. The Oneida Community and its system of "complex marriage", which both Noyes and his critics somewhat misleadingly described as "free love", have been the focus of extraordinarily wide and divergent interpretations over the past century and a half. Powdered-Glass Beads And Bead Trade In Mauritania, Marie-José Opper, Howard Opper

BEADS: Journal of the Society of Bead Researchers

Artisans in Kiffa and several other towns in southern Mauritania have produced a unique kind of powdered-glass bead for several generations. Commonly called "Kiffa beads," they generally copy the designs and forms of ancient beads, as well as more recent European examples. This article discusses their history, manufacture and relevance in Mauritanian culture. While production of the beads recently ceased for a time, several women have again begun to make them though the new varieties are not as inspiring as their predecessors.
