This paper offers suggestions for climate change policies advancing technological changes necessary for sustainable development. It first explains why relentless pursuit of cost effectiveness through broad environmental benefit trading does not maximize long term technological advancement and explores options for narrowing trading's design. Writing Information Literacy Assessment Plans: A Guide To Best Practice, Megan Oakleaf

Academic librarians throughout higher education add value to the teaching and learning missions of their institutions though information literacy instruction. To demonstrate the full impact of librarians on students in higher education, librarians need comprehensive information literacy assessment plans, composed of instructional program-level and outcome-level components, that summarize the purpose of information literacy assessment, emphasize the theoretical basis of their assessment efforts, articulate specific information literacy goals and outcomes, describe the major assessment methods and tools used to capture evidence of student learning, report assessment results, and highlight improvements made as a consequence of learning assessment.

The Missing Instrument: Dirty Input Limits, David M. Driesen, Amy Sinden

This article evaluates an environmental protection instrument that the literature has hitherto largely overlooked, Dirty Input Limits (DILs), quantitative limits on the inputs that cause pollution. DILs provide an alternative to cumbersome output-based emissions trading and performance standards. DILs have played a role in some of the world's most prominent environmental success stories. They have also begun to influence climate change policy, because of the impossibility of imposing an output-based cap on transport emissions. We evaluate DILs' administrative advantages, efficiency, dynamic properties, and capacity to better integrate environmental protection efforts. This article presents a proposal to broaden the right to acquire capital with the earnings of capital as a means of promoting sustainable economic recovery and growth. It would open the markets for real and financial capital acquisition more fully and competitively to poor and working people (1) to distribute more broadly the earnings of capital and (2) to profitably employ more capital and labor. Although HIV care providers are strategically situated to support their patients’ alcohol reduction efforts, many do not do so, sometimes failing to view this support as consistent with their roles. Using data collected from 112 HIV providers in 7 hospital-based HIV Care Centers in the NYC metropolitan area, this paper examines the correlates of providers’ role legitimacy as patients’ alcohol reduction supporters. Results indicate that providers (1) responsible for a very large number of patients and (2) with limited confidence in their own ability to give this assistance, but high confidence intheir program’s ability to do so, were less likely …

This is the first article to assess the importance of Luciano Bianciardi’s last novel, Aprire il fuoco [Open Fire!](1969), a work often overlooked, that offers crucial insights into Bianciardi’s commitments to social causes. A so-called “irregular” of 20th-century Italian literary panorama, Luciano Bianciardi (1922-1971) in his Aprire il fuoco discusses his idea of literature as an activity that must aim at assuming the role of ethical guide in societies. In my article, I gloss the often obscure historical and literary references of the novel, and provide a critical assessment of its impact.

Use Of Multi-Modal Media And Tools In An Online Information Literacy Course: College Students' Attitudes And Perceptions, Hsin-Liang Chen, James Patrick Williams

This project studies the use of multi-modal media objects in an online information literacy class. One hundred sixty-two undergraduate students answered seven surveys. Significant relationships are found among computer skills, teaching materials, communication tools and learning experience. Multi-modal media objects and communication tools are needed to strengthen course interactions and student engagement.

Desecrations of books of scripture appear regularly in media coverage of religious and political conflicts. Twenty-first century news media have reported scripture desecrations in various Western, Middle Eastern, African, and South Asian countries. Though political tensions also arise from the desecration of sacred sites, objects, and persons, books of scripture have emerged as particularly potent objects of contestation. That is because, as a (very) old form of media themselves, scriptures encapsulate the religious experiences of many people who are used to handling the physical book with veneration. This article addresses the problem of how to set caps for a cap-and-trade program, a key problem in pending legislation addressing global climate disruption. Previous scholarship on emissions trading programs focuses overwhelmingly on trading’s advantages and sometimes wrongly portrays environmental improvement as an automatic byproduct of adopting a cap-and-trade approach. A trading program’s success, however, depends critically upon timely and effective cap setting.

This article shows that often regulators have employed a best available technology (BAT) approach to cap setting for trading programs, i.e., setting the cap at a level that regulated polluters can achieve with government-identified technology. This descriptive …

Jonathan Gruber was a key architect of Massachusetts’ ambitious health reform effort, and in 2006 became an inaugural member of the Health Connector Board, the main implementing body for that effort. He delivered this lecture on October 2, 2009, and his references are to Congressional bills that were under consideration on that date. He laid out the universal coverage debate that’s gone on for a long time in the United States; described a new solution that he think they found for Massachusetts; described how the Massachusetts reform works; and how it can be extended nationally. A Generalized Spatial Panel Data Model With Random Effects, Badi H. Baltagi, Peter Egger, Michael Pfaffermayr

This paper proposes a generalized panel data model with random effects and first-order spatially auto correlated residuals that encompasses two previously suggested specifications. The first one is described in Anselin's (1988) book and the second one by Kapoor, Kelejian, and Prucha (2007). Our encompassing specification allows us to test for these models as restricted specifications. In particular, we derive three LM and LR tests that restrict out generalized model to obtain (i) the Anselin model, (ii) the Kapoor, Kelejian, and Prucha model, and (iii) the simple random effects model that ignores the spatial correlation in the residuals. Hedonic Markets And Explicit Demands: Bid-Function Envelopes For Public Services, Neighborhood Amenities, And Commuting Costs, John Yinger

Hedonic regressions with house value as the dependent variable are widely used to study the value of public services and amenities. This paper builds on the theory of household bidding and sorting to derive a bid function envelope, which provides a form for these regressions. This approach uses a general characterization of household heterogeneity, yields estimates of the price elasticities of demands for services and amenities directly from the hedonic with no need for a Rosen two-step procedure, and provides tests of key hypotheses about household sorting. An application to data from Cleveland in 2000 yields precise estimates of price …

In 2008, Syracuse University Library, in conjunction with Moon Library (SUNY Environmental Science of Forestry) and the Barclay Law Library, searched for a Next Generation Online Patron Access Catalog (OPAC) that would work with the current Voyager OPAC.

"In this current phase of library automation, all eyes are focused on developing and deploying Web-based interfaces better suited to meet the expectations of the current generation of Web-savvy users," notes Marshall Breeding in the "Introduction" to "Next-Generation Library Catalogs," the fourth issue of Library Technology Reports in 2007. Public Long-Term Care Insurance And The Housing And Living Arrangements Of The Elderly: Evidence From Medicare Home Health Benefits, Gary V. Engelhardt, Nadia Greenhalgh-Stanley

We provide empirical evidence on the extent to which long-term care insurance affects the housing and living arrangements of the elderly by examining plausibly exogenous changes in the supply of long-term care insurance through the Medicare program that occurred in the late 1990s. Prior to 1997, Medicare reimbursed home health care agencies on a retrospective-cost basis. Then, starting in October, 1997, as a result of the Balanced Budget Act of 1997 (BBA97), Medicare switched to a system of prospective payments for home health care, which induced state-by-calendar-year variation in the supply of this type of public long-term care insurance. Interest On Bank Reserves And Optimal Sweeping, David D. Vanhoose, Donald H. Dutkowsky

This paper utilizes a profit maximizing banking model to analyze sweeping behavior. Comparative statics results indicate that sweeping responds positively to increases in bank loan rates and reserve ratios and negatively to increases in the interest rate on reserves or to exogenous increases in bank deposits or equity. Sweeping generates greater responsiveness in lending to changes in loan rates or the interest rate on reserves and lower responsiveness to exogenous changes in reserve ratios or equity. Empirical analysis of an explicit condition that we derive relating sweeping to the interest rate on reserves suggests with an unchanged reserve requirement, the …
