Most people consider the proper distribution of their property on death a vitally important matter. For those who are elderly, ill or engaged in risky occupations, it is often urgent to get such things settled fast. But some people may be in circumstances where they cannot comply with the formal requirements for a valid will. The law has long recognized this concern in the case of soldiers and sailors by allowing them to create privileged wills. Many jurisdictions, including Singapore, have legislation to this effect. An Eclectic Approach To Turning Points In Migration, Eng Fong Pang

The eclectic approach to migration transition presented in this article emphasizes that a country's net migration position evolves as it develops, but in ways that reflect its initial economic and sociocultural conditions and subsequent policies and economic progress. Not one but several turning points exist, influenced by economic factors such as level of development, wage differentials, and trade and investment ties, as well as social and institutional factors such as a nation's homogeneity and its migration policies. To exemplify, the migration experiences of various Asia-Pacific countries are compared.

George Perkins Marsh has successfully highlighted the importance of the subjective in "seeing". Without precisely labelling the process as a "cognitive" one, Marsh nevertheless recognised that people's perceptions and evaluations are significant filters in the understanding of any social "reality". In the same vein, Gailey (1982:ix) has also pointed out that people are not "mere reflections of a period. They impose their own order and vision upon their times". The UNCTAD Code of conduct for Liner Conferences entered into force in 1983. The Code's cargo allocation scheme or '40-40-20 rule' aims to provide shipping lines of developing countries with a fair change to compete for the carriage of their seabourne trade. However, the Code has not been effective in meeting its stated objectives for a variety of reasons. Amongst the administrative difficulties are (i) the complications introduced by the EEC's Brussels Package, (ii) the definition of national lines, (iii) the unit of measurement for cargo allocation purposes, and (iv) the monitoring of cargo movements. International Trade And The Equilibrium Rate Of Unemployment In A Heckscher-Ohlin World Economy, Hian Teck Hoon

This paper develops a (stylized Asia-America) Heckscher-Ohlin world economy in which the equilibrium rate of unemployment is endogenous. We examine the impact of various economic shocks on unemployment in the global economy. Harrod-neutral or Hicks-neutral technical progress across all industries in Asia leads to a terms of trade improvement for America but raises America's unemployment rate. Introducing a third country such as the block of former socialist economies results in higher unemployment for both Asia and America. Protection in America lowers American equilibrium unemployment but raises Asia's unemployment.

'Environment' As A Social Concern: Democratising Public Arenas In Singapore?, Lily Kong

This paper explores the question of who defines the agenda of environmental concerns in Singapore. It argues that the state plays an inordinately large role in defining the agenda and implementing the solutions. Few other competing environmental agendas have been set in alternative public arenas. While this has worked generally well in Singapore, there are larger roles for environmental groups, businesses and industries, and other bodies to play. It is in the enlarged roles of these bodies that the hope for a greater democratization of public arenas in Singapore lies.

The term 'landscape" embodies multiple levels of meaning: it articulates the ideological intent of the powerful who plan or shape the landscape in particular ways and at the same time reflects the everyday meanings implicit in the daily routines of ordinary people associated with the landscape. Through an analysis of four themes constituting the landscape of Singapore's Chinatown, we unpack two different but interdependent versions of landscape reality: the construction of social meanings from the state's perspective and those derived from the lived experiences of Chinatown's inhabitants. A critical review of the literature on security-price-changes-volume research suggests that the published studies in the United States and one each in Hong Kong and Japan have largely ignored the impacts on the results from autocorrelation, non-normality of distributions, heteroscedasticity and non-linear functional forms. Therefore, the reported findings are not robust. In testing for this relation from a small sample of continuously traded shares in the Singapore share market, we find that consistent results may not be obtained because of violations of basic test conditions. Many articles and books have been written to extol the advantages and virtues of flags of convenience (FOC) shipping, argue its necessi ty, and defend the practice. However, from the earliest days there has been opposition to FOC shipping, and lately the disenchantment over this questionable form of open registry has led to the potentially rapid growth of what can be termed as quasi-FOC arrangements. Auctions For Transferable Objects: Theory And Evidence From The Vehicle Quota System In Singapore, David K. C. Lee, Winston T. H. Koh

This paper studies the hypothesis that auctions with resale markets result in higher prices. The vehicle quota system introduced in Singapore in May 1990 provides the setting. The Certificates of Entitlement (COEs) necessary to purchase new cars were initially transferable for all quota categories. After October 1991, COEs for four major categories became non-transferable. Our results indicate that while the conversion to non-transferability eliminated speculation, it has also intensified competition among car distributors. Auctions for non-transferable COEs in fact led to higher COE prices in three of the four categories.

What lies at the heart of the continuing efforts at social education and engineering? We argue that they stem from a political elite which recognises the constraints facing Singapore and the need to deal with them at national level. Specifically, the government in Singapore has recognised the spatial constraints of an island-state and the dangers of a burgeoning population, particularly in relation to the need to sustain a viable urban ecosystem. This paper reviews recent developments in motor vehicle policy in Singapore, viz. the motor vehicle quota and weekend car schemes as well as regulations on cars entering and leaving Singapore. The adoption of a vehicle quota system over and above tax restraints on car ownership has made the job of the planner easier but has resulted in a great deal of price uncertainty in the motor vehicle market. The attendant result of price uncertainty has been speculation or rent seeking, necessitating several adjustments to the rules for the vehicle quota scheme in an attempt to counter speculation. Livia Kohn's book is a work of considerable scholarship. It offers much more than an analysis of an early Taoist scripture. Not only does it present a careful reading and translation of the Xisheng jing (Scripture of Western Ascension), but it also provides significant insights into the rela- tionship between "Philosophical Taoism" and "Religious Taoism," the nature and development of Taoist mystical philosophy, and the socio- political and intellectual context, the concrete "life-world," of Taoism in early medieval China.

Findings from a content analysis of newspaper articles are reported to uncover the rhetorical visions of men and women managers portrayed by the media in Singapore and to unfold the inherent conflicting forces that women managers face. The vision of women managers that was portrayed by the press emphasized the dilemmas and role conflicts that the women managers face, whereas the vision emphasized for the men managers was their managerial abilities. In this paper, I approach the study of religious place from a re-theorized cultural geographical stance. Using multi-religious Singapore as a case study, I examine the tensions which arise over the meanings and values associated with religious buildings because of the conflict between state hegemony on the one hand and the oppositional meanings and values of religious groups and individuals on the other. I also examine the ways in which individuals negotiate their conceptions of sacred space in order to cope with changes imposed on their religious places by the state. A Model Of The Link Between The Fiscal System And Singapore's Central Provident Fund In General Equilibrium, Hian Teck Hoon, Kai Lin Teo

This paper demonstrates a channel through which the fiscal system interacts with the choice of CPF contribution rates to affect total savings, and hence, capital accumulation and the current account. It is shown that in the presence of a wage income tax, raising either the employee's or employer's contribution rates raises the total private earnings. On the other hand, in the presence of a capital income tax, raising the employee's or employer's contribution rates lowers total private savings. However, when we introduce a productive role for government spending, we show that an increase in CPF contribution rates under a balances …

While the constitutional injunction to independence is general, specific legislative provisions do not directly preclude the overall governance of the Party. In fact, the initial articles of the 1982 Constitution celebrate the 'dignity of the socialist legal system' (Article 5), and as the preamble confirms, the construction and maintenance of Chinese socialism remains under the leadership of the Communist Party of China. Therefore it might be argued that the protection of judicial power from the 'interference by administrative organs, public organisations or individuals' (Article 126) does not envisage the intervention of the Party.
