State Institutions In Northeast Thailand: Lao Ethnics And The Thai Identity, Jacob Ricks

In this last chapter on state representation, we focus on a case where there has been an absence of demands. In Northeast Thailand, the large ethnic Lao population has not demanded cultural concessions from the state. In fact, not only have the demands been absent, but most people in the region see themselves as Thai (the broader national identity) or Isan (a moniker meaning “northeast”)—as opposed to ethnically Lao. The absence of the Lao identity has less to do with the absence of civic associations from the bottom up than with the absence of political representation from the top down. …

The Move Forward Party’s victory in Thailand’s 14 May 2566 (2023 CE) election surprised most observers, defying widespread predictions of a Pheu Thai win. Departing from traditional vote-mobilization strategies, Move Forward’s campaign focused largely on social media and broad calls for political reform while eschewing the vote-canvassing networks and economic policy promises that had delivered victory after victory for Pheu Thai. Does Move Forward’s win indicate changes in Thai voting behaviour? Language is one of the quintessential markers of ethnicity. It allows co-ethnics to easily identify one another and underscores in-group and out-group boundaries. Recognizing this, politicians frequently employ ethnic tongues to enhance their political appeal. To what extent does this shape the opinions of their audiences? Utilizing a survey experiment, I test the impact of an ethnic tongue against that of the common political language among the Javanese in Indonesia, the Tagalog in the Philippines, and the Isan people in Thailand. Since the 1990s, scholars and international organizations such as the World Bank have recognized the centrality of institutions for development. While important, this “institutional turn” has generally minimized the diversity of development challenges and the corresponding need for different institutional capacities. Yet distinguishing among developmental tasks is a critical step in understanding the kinds of institutions necessary to accomplish policy tasks. We identify five dimensions of task difficulty that affect the degree and nature of policy challenges and, as a result, the institutional capacities necessary to accomplish such challenges. Over the past twenty years, Thailand’s rice farmers have become one of the country’s most important and active political constituencies, a sharp contrast from the previous decades wherein they were treated with neglect or even derision by the Thai political elite. These “political peasants” now actively advocate for and successfully receive extensive subsidies from both authoritarian and democratic governments. What has driven this change? In this essay, we draw on theories of the policy feedback loop wherein policies yield both material and cognitive benefits, which change the political behavior of populations. Politicians have long engaged in marketing themselves by employing distinct speaking styles to signal social standing, competence, or a shared background with their audience. What effect does this use of different language appeals have on voter opinion? Utilizing a survey experiment in Thailand, I test a set of hypotheses about the effect of language on respondent opinions. Relying on three distinct treatments, a formal language register, an informal language register, and an ethnic language, I demonstrate the multiple effects of language on political appeal. Thailand’s March 2019 ballot was the first for the country since 2011, and for many it signaled the potential end of the military junta’s five-year rule. But was it truly a return to democracy? This essay argues that the election was far from a democratization event. Instead, it was a highly orchestrated exercise to ensure authoritarian longevity. The junta employed techniques of institutional engineering as well as managing the election’s outcomes in an effort to extend the premiership of Prayuth Chan-ocha despite increasing pressure for a return to civilian rule. Underneath the veneer of a homogenous state-approved Thai ethnicity,Thailand is home to a heterogeneous population. Only about one-thirdof Thailand’s inhabitants speak the national language as their mothertongue; multiple alternate ethnolinguistic groups comprise the remainderof the population, with the Lao in the northeast, often called Isan people,being the largest at 28 percent of the population. Ethnic divisions closelyalign with areas of political party strength: the Thai Rak Thai Party and itssubsequent incarnations have enjoyed strong support from Isan people andKhammuang speakers in the north while the Democrat Party dominatesamong the Thai- and Paktay-speaking people of the central plains and thesouth. In the runup to Thailand’s 2019 national elections, the country has been awash with election posters. This simple form of campaign communication remains a staple of Thai campaigns, despite the advent of various Internet platforms and communication devices. But although election posters are often discussed by journalists and the general public, they are rarely analyzed in academic research. The aim of this study was to examine the effects of alcohol and tobacco control policies on sales performance when two central elements of marketing, communication and promotion programs, are significantly restricted. The study took place in Thailand, which has some of the strongest tobacco control regulations in the world, along with moderately strong alcohol control regulations. Under these regulations, tobacco firms operate in a dark market, with near-total regulatory prohibition on advertising, promotion, and even the display of their products. Objective: To provide a situation analysis of recent long-term care (LTC) needs among older persons in Thailand. Method: The 2014 Survey of Older Persons in Thailand (SOPT) provides data to assess patterns of caregiving,whether care needs are met, and who are main caregivers for older Thais. We examine how types of familial and non-familial caregivers are associated with the wellbeing of older persons. Results:The need for LTC increases sharply with age and is more common among women than men. Spouses and children constitute approximately 90% of main caregivers. The association of a family member as the main caregiver and education …

The Stock Exchange of Thailand provides an ideal platform for comparing the trading characteristics of warrants and their underlying stocks since both of them trade in the same market under identical trading rules. If their patterns diverge significantly, it may be possible for an astute trader to devise profitable arbitrage strategies during the life of the warrants. We find that both their patterns are downward-sloping for spreads, U-shaped for flow toxicity, volatility, depth concentration, and trading volume; and upward-sloping for depth and market order flow ratio. This implies that trading under identical market structures leads to similar trading characteristics. We …

In the aftermath of the 2006 and 2014 Thai coups,observers declared the resurrection of the bureaucratic polity. Bureaucrats,though, remained influential even during the period of 1992-2006, when electedpoliticians were thought to command the Thai state. Bureaucratic involvement inpolitics poses a challenge for dominant political science theories ofpolitician-bureaucrat relationships, which draw heavily from principal-agentframeworks. I apply agency theory to Thailand, testing three differenthypotheses derived from the theory. Examining legislative productivity andcontrol over bureaucratic career trajectories, I find that elected politiciansincreasingly acted as principals of the Thai state from 1992 through 2006, andto a lesser degree from 2008 to 2013. In recent decades election campaigns have shifted their focus from the local to the national level, increasingly featuring party leaders, labels, and national platforms. Despite this trend, there remains significant variation in the local/national orientation of campaigns across countries and parties. This article tests several propositions on why campaigns adopt a local or national orientation by analyzing a unique collection of more than 12,000 geocoded Thai election posters. Specialized software was used to measure the spatial proportions of visual and textual content on each poster. Despite the Thai state’s long record of rice market interventions, historically politicians failed to leverage rice subsidies in their pursuit of political support, notwithstanding the large number of farmers in the country. Since Thaksin Shinawatra’s election in 2001, though, each government has subsidised rice producers, although at varying degrees. What explains this change? This article traces the four-decade history of rice price support programmes. It is proposed that these policies be interpreted through the dual lens of institutionalism and public choice theory, demonstrating how political institutions have shaped incentives for politicians to cater to different constituencies. Policy reforms are difficult for developing states, especially when they are meant to improve cooperation and collaboration between private citizens and state officials, such as in the case of education, health care provision, business-state relations, and policing. A large part of this challenge is that the policy reforms required for coproduction of services necessitate development of state capacity in new directions. Using the substantive issue of irrigation reforms, especially those aimed at improving service provision and farmer participation, I identify three lessons for reformers regarding the implementation of policy for the coproduction of services. Under what conditions does economic growth benefit the poor? One way to answer this question is to identify and compare positive and negative outlier areas, those that experience greater and lesser poverty reduction, respectively, compared to what was anticipated given their levels of economic growth. The more similar these areas, the more leverage there is to unearth the factors that allow the poor to benefit from growth. In this paper, we employ an inductive approach to glean possible pathways out of poverty from two highly similar underdeveloped neighboring provinces in northeastern Thailand. Thailand's military has recently reclaimed its role as the central pillar of Thai politics. This raises an enduring question in civil-military relations: why do people with guns choose to obey those without guns? One of the most prominent theories in both academic and policy circles is Samuel Huntington's argument that professional militaries do not become involved in politics. We engage this premise in the Thai context. Thailand is experiencing more acute population aging than most developing Asian countries. Its population aged 60 and older is anticipated to grow from 10% in 2000 to 38% by 2050. Meanwhile, the oldest-old population that is most likely to require long-term care (LTC) is estimated to increase tenfold during the first half of the 21st century. Population ageing and the well-being of older persons are major emerging challenges for families, communities and government in Thailand as in much of Asia. The Thai government has been giving very serious attention to ageing issues. This was clearly indicated by the adoption of the Second National Plan for Older Persons covering 2002-2021, the prominence of ageing issues in the 2012-16 National Economic and Social Development Plan, and a 2015 establishment of the Department of Older Persons with expanded authority to carry out programs to support elderly Thais. This study examines the components of trading costs incurred in trading large and liquid stocks listed on the Stock Exchange of Thailand. We find that aggressive orders pay an immediacy price measured by price impact, whereas executed passive orders gain the immediacy price. We also find a sizable opportunity cost from the unexecuted portion of a limit order that more than offsets the benefit obtained from the partial fulfillment of the order. The total trading cost, which includes price impact and opportunity cost, is positively related to order size and stock price volatility, but negatively associated with firm size, stock …
