Competition-Based Environmental Policy: An Analysis Of Farmland Preservation In Maryland, John K. Horowitz, Lori Lynch, Andrew J. Stocking

Policy makers have turned to competition-based voluntary-enrollment programs as a cost-effective way to achieve preferred land uses. This paper studies bidder behavior in an innovative auction-based program in which farmers compete to sell and retire the right to develop their land. We derive a reduced-form bidding model that includes private and common values. This model allows us to estimate the role of bidder competition, winner’s curse correction, and the underlying distribution of private values. We estimate that the auction enrolled as many as 3,000 acres (12%) more than a take-it-or-leave-it offer would have enrolled for the same budgetary cost.

Many capacity development (CD) programs and processes aim at long‐term sustainable change, which depends on seeing many smaller changes in at times almost invisible fields (rules, incentives, behaviours, power, coordination etc.). Yet, most evaluation processes of CD tend to focus on shortterm outputs focused on clearly visible changes. This opinion paper will offer some ideas on how to deal with this paradox, by examining how monitoring and evaluation (M&E) does, or could, make a difference to CD. Child maltreatment victims are at increased risk for a multitude of symptoms, including: internalizing problems (e.g., depression, anxiety), behavior problems (e.g., aggression) and post-traumatic stress symptoms (Paolucci, Genuis, & Violato, 2001). Not all maltreated children present with the same outcomes, and research consistently demonstrates child abuse does not have an inevitable pattern or a unified presentation of symptoms. Some youth may be asymptomatic following abuse; others display a myriad of symptoms at varying levels of severity (Kendall-Tackett, Williams, & Finkelhor, 1993). A small percentage of this group becomes suicidal.

Existing studies aimed at identifying individuals or economic agents that suffer more from crime than others are based on the incidence of crime or the proportion of agents within a group that experience one or more incident of crime during a given period of time. This paper shows that studies based solely on the incidence of crime may provide a misleading picture as to who suffers more from crime. In a sample of about 6,000 manufacturing firms in 14 Latin American countries, we find that large firms are more likely to experience an incident of crime than the small firms …

This study analyses the system of Spanish publicly-subsidised private schools from the perspective of its contribution to the equalisation of opportunities in school choice. The theoretical framework is based on the contributions of researchers into school choice policies, while the empirical application uses a 2005 questionnaire answered by the final-year secondary school students of the Spanish region of Aragon. We conclude that the system of Spanish publicly-subsidised private schools has not entirely facilitated the integration of students from different socioeconomic strata. The Jewish rights movement, as it will be called here, actually involved a coalition of Jews and Christians. During the movement’s initial phase, London Jews, led by Moses E. The role of stakeholders and their voluntary participation in agri-environmental management in general and water resources conservation in particular is a new area of research, at least for a developing country like India. This study attempts to understand the factors influencing farmers’ willingness to adopt agricultural Best Management Practices (BMPs) to protect groundwater from nonpoint sources of pollution. The Mountain West Digital Library regularly harvests nine CONTENTdm repositories in Utah and Nevada, along with two other Open Archives Initiatives (OAI) repositories. The result is a central regional index with over 270,000 records representing 1.2 million digital files, accessible via search and browse in an online portal at http://mwdl.org. The purpose of this article is to contrapose the propositions on power, class and political domination presented by a particular interpretation of Marxism - structuralist Marxism - through a critical dialogue with one of its most paradigmatic authors: Nicos Poulantzas.
