This article describes a multi-method research project examining the use of various freely available online collections and projects, such as Project Gutenberg, the Internet Archive, and Creative Commons-licensed ebooks, by public libraries. This research begins with the questions: what are libraries doing with freely available materials? Are there barriers to incorporating them into the collection? What role are librarians playing in expanding access and awareness of these resources?

We need not wait for the wholesale redesign of metadata and workflows to semantic web and linked data technologies in order to begin taking advantage of their design principles. This talk will show how metadata organized and presented in ways that encourage sharing, widespread reuse, and broad collaboration organized around community "hubs" can significantly improve resource discovery as well as other library services and information needs. Examples will be shown from systems designed around linked data standards and technologies and systems not so designed. Why does the scientific community need a simple method for letting each of us know that we are allowed legally to build on the work and data products of each other without asking permission? Does merely following the traditional practices of science and giving credit now make me a lawbreaker? What's the problem, how did we get here and what's the solution? Why does the solution for creative works not apply to geographic and other utilitarian data and databases? This presentation addresses these questions and approaches for arriving at solutions.
