Not Quite The Sum Of Its Parts: Public Diplomacy From An Australian Perspective, Caitlin Byrne

While public diplomacy has emerged as the subject of much attention internationally, Australia appears disengaged from the discussions and Australia’s public diplomacy program appears to be lagging behind. Closer examination of Australia’s public diplomacy program, coordinated by the Department of Foreign Affairs and Trade (DFAT) reveals that public diplomacy is not well understood within bureaucratic and academic circles; is lacking in strategic coordination, and is consistently under-resourced. Indeed, when it comes to Australia’s public diplomacy, it appears that the whole may not be greater than the sum of the parts.

This paper investigates the implications of the Australian Government’s proposed Internet filtering system in the light of Australia’s blanket prohibition of ‘child pornography’ (including cartoons, animation, drawings, digitally manipulated photographs, and text) for Australian fan communities of ACG and slash. ACG/slash fan groups in Australia and elsewhere routinely consume, produce and disseminate material containing ‘prohibited content’ (i.e. featuring fictitious ‘under-age’ characters in violent and sexual scenarios). Moreover, a large portion of the fans producing and trading in these images are themselves ‘under age’. Focusing specifically upon the overwhelmingly female fandom surrounding Japanese ‘Boys’ Love’ (BL) manga, the paper argues that …

Studies into arson commonly have two underlying assumptions: 1) that arsonists are in some way different from non-arsonists; and, 2) that repeat arson offenders are quantifiably different from one- time arson offenders. In general these suppositions have remained implicit in the research, with few empirical investigations examining their veracity or otherwise against a sound theoretical model. The current project sought to establish how applicable these assumptions are in the Australian context. Computer and video games are big business in Australia, just as they are in many other developed economies. However, Australia is unique among developed states because there is no R18 or 'Adult' rating for computer game content in Australia. The present case study represents a snapshot of a larger national audience study of 1614 homes and 4852 individuals within those homes. The research presents demographic, behavioural and attitudinal data by which the largely functioning ratings system may be judged. This paper presents the results of original research conducted in New South Wales, Australia, on the planning response of local governments for adapting to the physical impacts of climate change. Prohibitions on the naming of young offenders in criminal proceedings remain a controversial issue both in Australia and abroad. Despite international obligations, like those contained in the UN Convention on the Rights of the Child, to protect the privacy of young people in conflict with the law jurisdictions like the Northern Territory (NT) continue to flout such provisions by placing few restrictions on media reporting of criminal cases involving juveniles.
