Hybrid Organizations And The Alignment Of Interests: The Case Of Fannie Mae And Freddie Mac, Jonathan Koppell Jun 2001

Hybrid Organizations And The Alignment Of Interests: The Case Of Fannie Mae And Freddie Mac, Jonathan Koppell

Jonathan GS Koppell

This article explores the political influence of government-sponsored enterprises (GSEs). Using Congress's overhaul of the regulatory infrastructure for Fannie Mae and Freddie Mac as a case study, the article presents two principal findings: (1) The characteristics that distinguish government-sponsored enterprises from traditional government agencies and private companies endow Fannie Mae and Freddie Mac with unique political resources; and (2) the alignment of interest groups around Fannie Mae and Freddie Mac is subject to strategic manipulation by the GSEs. A triangular model of this alignment is proposed and employed to analyze the legislative outcome. The case has implications for students of …

Buffalo's "Prophet Of Protest": The Political Leadership And Activism Of Reverend Dr. Bennett W. Smith, Sr., Sherri Wallace

Sherri L. Wallace

Recently voted as one of Western New York's most influential people for the twentieth century (Gallivan 1999), the Reverend Dr. [Bennett W. Smith, Sr.] Sr.'s own electoral and political activism clearly emanate from the ethical expressions of the social justice ministry of his late friend and comrade, the Reverend Dr. Martin Luther King, Jr. King characterized social justice in terms of "comprehensive social empowerment." He believed that freedom for African-Americans without empowerment (i.e. "Civil Rights"), land and/or other social/economic resources, was not "true" freedom (Walker 1991, 24). King's philosophy, similar to Stokely Carmichael's view of "Black Power," articulated a "call …

The Return Of Assimilation? Changing Perspectives On Immigration And Its Sequels In France, Germany, And The United States, Rogers Brubaker Jun 2001

The Return Of Assimilation? Changing Perspectives On Immigration And Its Sequels In France, Germany, And The United States, Rogers Brubaker

Rogers Brubaker

This article argues that the massive differentialist turn of the last third of the twentieth century may have reached its peak, and that one can discern signs of a modest “return of assimilation”. The article presents evidence of this from the domain of public discourse in France, public policy in Germany, and scholarly research in the US. Yet what has “returned” is not the old, analytically discredited and politically disreputable “assimilationist” understanding of assimilation, but a more analytically complex and normatively defensible understanding. The article concludes by specifying the ways in which the concept of assimilation has been transformed.

Diplomacy Of Conscience: Amnesty International And Changing Human Rights Norms, Ann Marie Clark Dec 2000

Diplomacy Of Conscience: Amnesty International And Changing Human Rights Norms, Ann Marie Clark

Ann Marie Clark

Diplomacy of Conscience traces Amnesty International's efforts to strengthen both popular human rights awareness and international law against torture, disappearances, and political killings. Drawing on primary interviews and archival research, Ann Marie Clark posits that Amnesty International's strenuously cultivated objectivity gave the group political independence and allowed it to be critical of all governments violating human rights. Its capacity to investigate abuses and interpret them according to international standards helped it foster consistency and coherence in new human rights law. Generalizing from this study, Clark builds a theory of the autonomous role of nongovernmental actors in the emergence of international …

The Rise Of The Classical Gold Standard: The Role Of Focal Points And Synergistic Effects In Spontaneous Order, Giulio M. Gallarotti Dec 2000

The Rise Of The Classical Gold Standard: The Role Of Focal Points And Synergistic Effects In Spontaneous Order, Giulio M. Gallarotti

Giulio M Gallarotti

This paper presents a theory of the invisible hand in homogeneous spontaneous orders. It does so by answering three fundamental questions: How do spontaneous orders arise? How are they consolidated? Why do they last? Spontaneous order is conceptualized as a solution to problems of cooperation (i.e., state-of-nature and coordination problems) within variable-sum games in decentralized environments. The processes which solve such cooperation problems must be effective in overcoming various obstacles deriving from limited information, uncertainty, and transaction costs. In the emergence or origin of spontaneous order, certain rules will be selected over others because of social-psychological dispositions (i.e., focal points) …

75 Years Of Turkish Diaspora: A Republican Family On The Move, Ibrahim Sirkeci Dec 2000

75 Years Of Turkish Diaspora: A Republican Family On The Move, Ibrahim Sirkeci

Ibrahim Sirkeci

Modern Turkey has been founded on internal and international migrations. During the early Republican period (1920s and 1930s), large populations of Turkish nationals and Muslims were living outside the borders of the new country. After the First World War and the War of Independence, they were brought into the country and were involved in the reconstruction process of the new Turkish Republic, marking the beginning of this century’s Turkish Diaspora. Since then, Turkey has witnessed important population movements in 20th Century. Jewish scholars came from Germany and then went to the United States and Israel; remaining Greek population after the …

The Right And The Righteous? European Norms, Domestic Politics And The Sanctions Against Austria, Cas Mudde, Michael Merlingen, Ulrich Sedelmeier

Cas Mudde

In February 2000, fourteen EU member states collectively took the unprecedented step to impose bilateral sanctions on their Austrian EU partner. How can this be explained? Was it, as the fourteen governments argued, because the inclusion in the Austrian government of Jörg Haider’s extreme right FPÖ opposes many of the ideas making up the common identity of the EU? Or, were the sanctions motivated, as the Austrian government argued, by narrow-minded party political interests that lurked beneath the rhetoric of shared European norms and values? Our analysis suggests that without the particular concerns about domestic politics of certain politicians, it …

How Many Deaths? Problems In The Statistics Of Massacre In Indonesia (1965-1966) And East Timor (1975-1980), Robert Cribb Dec 2000

How Many Deaths? Problems In The Statistics Of Massacre In Indonesia (1965-1966) And East Timor (1975-1980), Robert Cribb

Robert Cribb

The chapter critically examines the scanty evidence for the number of people to die in the massacres carried out by the Indonesian army in Indonesia during the suppression of the Indonesian Communist Party in 1965-66 and in East Timor duting the first five years after the indonesian invasion and occupation (1975-80). The chapter concludes that the death toll in Indonesia lay between 200,000 and 800,000, with a figure of 500,000 the current most plausible estimate. It concludes that the common estmate of 200,000 deaths by violence in East Timor is likely to be a significant exaggeration and that the likely …
