Hybrid Organizations And The Alignment Of Interests: The Case Of Fannie Mae And Freddie Mac, Jonathan Koppell

This article explores the political influence of government-sponsored enterprises (GSEs). Using Congress's overhaul of the regulatory infrastructure for Fannie Mae and Freddie Mac as a case study, the article presents two principal findings: (1) The characteristics that distinguish government-sponsored enterprises from traditional government agencies and private companies endow Fannie Mae and Freddie Mac with unique political resources; and (2) the alignment of interest groups around Fannie Mae and Freddie Mac is subject to strategic manipulation by the GSEs. A triangular model of this alignment is proposed and employed to analyze the legislative outcome. The case has implications for students of …

The Return Of Assimilation? Changing Perspectives On Immigration And Its Sequels In France, Germany, And The United States, Rogers Brubaker

This article argues that the massive differentialist turn of the last third of the twentieth century may have reached its peak, and that one can discern signs of a modest “return of assimilation”. The article presents evidence of this from the domain of public discourse in France, public policy in Germany, and scholarly research in the US. Yet what has “returned” is not the old, analytically discredited and politically disreputable “assimilationist” understanding of assimilation, but a more analytically complex and normatively defensible understanding. The article concludes by specifying the ways in which the concept of assimilation has been transformed.

Diplomacy of Conscience traces Amnesty International's efforts to strengthen both popular human rights awareness and international law against torture, disappearances, and political killings. Drawing on primary interviews and archival research, Ann Marie Clark posits that Amnesty International's strenuously cultivated objectivity gave the group political independence and allowed it to be critical of all governments violating human rights. Its capacity to investigate abuses and interpret them according to international standards helped it foster consistency and coherence in new human rights law. This paper presents a theory of the invisible hand in homogeneous spontaneous orders. It does so by answering three fundamental questions: How do spontaneous orders arise? How are they consolidated? Why do they last? Spontaneous order is conceptualized as a solution to problems of cooperation (i.e., state-of-nature and coordination problems) within variable-sum games in decentralized environments. The processes which solve such cooperation problems must be effective in overcoming various obstacles deriving from limited information, uncertainty, and transaction costs.
