Hybrid Organizations And The Alignment Of Interests: The Case Of Fannie Mae And Freddie Mac, Jonathan Koppell

This article explores the political influence of government-sponsored enterprises (GSEs). Using Congress's overhaul of the regulatory infrastructure for Fannie Mae and Freddie Mac as a case study, the article presents two principal findings: (1) The characteristics that distinguish government-sponsored enterprises from traditional government agencies and private companies endow Fannie Mae and Freddie Mac with unique political resources; and (2) the alignment of interest groups around Fannie Mae and Freddie Mac is subject to strategic manipulation by the GSEs. The immediate consequence of its introduction would be a radical change in bidding behavior that would introduce new inefficiencies, weaken competition in new generation, and impede expansion of capacity.

The 1997±1999 East Asian crisis is an interesting case for studying the determinants of distress and closure of ®nancial institutions. Of a sample of 283 ®nancial institutions from Indonesia, Korea, Malaysia, the Philippines, and Thailand, 120 experienced distress, and by July 1999, 38 were closed. We ®nd that traditional, CAMEL-type ®nancial data for 1996 help predict distress and closure. ``Connections''Ðwith industrial groups or in¯uential familiesÐincreased the likelihood of distress, however, suggesting that supervisors had granted selective prior forbearance from prudential regulations. This paper provides a report of work in progress to implement integrated access to multiple digital collections that are described using a variety of metadata formats. Using the emerging resource discovery and digital library management system, ENCompass, a team at Cornell University Library is experimenting with the principle of modularity–as described by Lagoze–in which a metadata format tailored for simplicity (Dublin Core) is used alongside other, more complex metadata formats.

Moreover, commercial marketers are aggressively promoting brand image and brand character to differentiate their products and services. However, there is a paucity of research on the marketing of a university's brand character. This exploratory research examines parental assessment of college character , its conceptual components and hierarchical factor structure. A discussion highlights practical implications for the marketing of a college's brand character.

The paper examines the link between technological change and demand and their impact on employment in manufacturing industry. The specific nature of innovation, mainly oriented towards product or process innovations, is considered, in the light of the competitive strategies of firms and industries. An interpretative model is proposed and an empirical analysis is carried out, using the data of the European Innovation Surveys for five countries. The results of cross-industry regressions show that demand, structural change and orientation toward product innovations have a positive impact on employment change in the 1990s, while the intensity of innovative expenditure (including R&D, design, …
