A short historic overview of the situation of Romanian University Libraries is the starting point for presenting the actual development of the Technical University’s Libraries. The paper makes a brief presentation on the actual situation of Romanian Technical University Libraries, through some statistical records. Glen Lowry, in his paper "The Representation of 'Race' in Ondaatje's In the Skin of a Lion" bases his discussion on the observation that critics tend to view Ondaatje's writing in terms of a progression towards complex issues of "race" and post-coloniality. In his paper,"From Commonwealth to Postcolonial Literature," Edward O.Ako begins by establishing the link between Empire and English-language literature. Drawing on Elleke Boehmer, Gauri Viswanath, and Terry Eagleton, Ako discusses the ideological uses of literature and argues that the textual forms that emerged as "resistance" to imperial domination were referred to by a multiplicity of terms: Commonwealth Literature, New English Literature, Literature in English, Third World Literature, World Fiction, Minority Literature, Multicultural Literature, or Postcolonial Literature. In her paper, "Monénembo's L'Aîné des orphelins and the Rwandan Genocide," Lisa McNee discusses Tierno Monénembo's L'Aîné des orphelins, a novel that offers a double discourse and a dual memory of the genocide that took place in Rwanda in 1994. McNee argues that L'Aîné des orphelins presents us with an extraordinary kind of fictional testimonial to genocide. Although Monénembo is not from Rwanda and did not participate in the tragedy, only someone who has paid the price of the clarity needed to distinguish between good and bad faith could have written a novel like L'Aîné des orphelins. In his paper, "Asian-American Literature and a Lacanian Reading of Maxine Hong Kingston's Tripmaster Monkey," Fu-jen Chen explores the protagonist's subjective progression into the post-Symbolic Real in Kingston's Tripmaster Monkey -- from subject as Demand, through subject as Desire, to subject as jouissance. As the global economy grew in the latter half of the 20th Century, the demand for the mobility of engineers greatly increased. In the 1980’s and 1990’s, the Accreditation Board for Engineering and Technology (ABET), an accreditation agency serving primarily the United States, began to look at engineering programs outside of the United States with the intent of establishing recognized reciprocity. Through the Washington Accord, first established in 1989, mutual recognition agreements were signed with accrediting agencies in several countries. Key success factors for managing change and transformation in the University Library are discussed. In the three year rolling development plan (3YRDP) the importance of sharing and contracting the underlying library philosophy with university management is emphasized. The rolling development plan covers the strategic intention of the library as well as its social and task dimensions. Under the strategic intention, the strategic base of the library and the importance of preparing strategic points of support are pointed out. In previous papers delivered at IATUL Conferences, I described the TriUniversity Group (TUG) library collaboration. I spoke of the advantages and reported that three academic libraries, large (University of Waterloo) medium (University of Guelph) and small (Wilfrid Laurier University) were working together creatively to address a number of issues: • Remote storage of little used library materials, • Development of a web-based, unified and integrated online “catalogue”, • Joint purchases of online resources, and • Rationalization of information resources This pioneering collaborative undertaking, initiated in 1995, is now widely emulated, with some success. Managing a major project in an academic library can be daunting in the best financial circumstances. However, in the current climate of diminished funding and increased competition, libraries will face the challenge of funding and staffing their initiatives with limited resources. Project management can assist libraries in achieving their projects on schedule and within budget. Griffith University’s Division of Information Services provides integrated library, information technology and flexible learning services to Griffith’s community of approximately 30,000 staff and students. A Division-wide restructure in 2001 led to the creation of InfoServices, a new organisational unit created from members of library and information technology front-line staff. This unit was presented with the challenge of answering the majority of customer inquiries related to the Division’s products and services. InfoServices seeks to resolve 80% of all customer inquiries at first contact, regardless of product. In order to meet this demand, InfoServices implemented a multi-channel multi-tier service delivery model. InfoServices’ …

Digital imaging projects of the G.W. Blunt White Library at Mystic Seaport Museum, funded by the Library of Congress and the Andrew W. Mellon Foundation, are explained and demonstrated with comments on how the Library has incorporated the projects’ outcomes into its workflow. Upon reapplying for additional funds, the Library was asked by the Andrew W. Mellon Foundation to instead reach out to scholars in the field and determine what their actually needs were in developing new scholarship. The Library hosted a conference and developed a survey to measure the scholars’ needs. Methodology and preliminary results are discussed.

This paper reviews three years of data measuring students' immediate reactions to a computer-assisted learning package in information skills and reports on work in progress to establish a more comprehensive programme of evaluation which will assess the medium term impact on learning of both the courseware itself and the way the courseware is delivered to students. The GAELS courseware was developed in the late 1990s as part of a collaborative project between the Universities of Glasgow and Strathclyde, with funding from the Scottish Higher Education Funding Council.
