Highlights: Accomplishments Of Portland's Downtown Plan, Central City Plan, Albina Community Plan, Outer Southeast Community Plan, Portland (Or.). Bureau Of Planning

Portland Regional Planning History

All four plans were comprehensive. Their scope included transportation, housing, economic development, parks and open space, natural resources, urban design, and land use. Large scale planning efforts had previously focused on a limited set of concerns, such as parking, commercial revitalization, or housing. The Downtown Plan, Central City Plan, Albina Community Plan, and Outer Southeast Community Plan, on the other hand, evaluated, balanced, and integrated the different elements so that each action was taken in light of its effect on others. Extensive citizen involvement shaped the content of these plans and contributed to their success.

The Portland metropolitan region is growing rapidly, as are accompanying environmental impacts which threaten livability. An efficient linkage between transportation and land use planning through transit oriented development has been identified as an important tool for managing growth-related problems. Implementation of this linkage is difficult to achieve.

A transit oriented development (TOD) is a compact, mixed-use community within short walking distance of a transit stop. Significant investment has been made in local TODs, particularly within the Westside corridor station areas of the Portland Metro Area Express (MAX) light rail line. The City of Bend enters the new millennium following an unprecedented decade of development. Population was estimated at 47,635 in May of 1999. The city more than doubled its area with its 1998 annexations. Many public and private projects were built during the past decade, and many are in planning stages or under construction at this time. Given this history, it is prudent for city government to determine how well Bend’s citizens feel public services are performing, how they feel about communication with their government, and what their concerns are about Bend’s future course.

The residents of the St. Johns and Cathedral Park neighborhoods regard the St. johns Town center as a tremendous amenity. It has successfully served as a destination retail and employment district since the early 1900s but deterioration and a lack of infrastructure improvements are increasingly visible. As a Metro designated town center, the City of Portland is required to conduct a comprehensive planning effort similar to what occurred in the Hollywood Town Center. The Portland Community Land Trust (PCLT) is a newly formed nonprofit organization implementing a community-based model for providing affordable housing in the city of Portland, Oregon. In the initial research for this project it became evident that the PCLT needed an outreach strategy in order to become a successful community-based organization. Students enrolled in the 1999-2000 Master's of Urban and Regional Planning Workshop at Portland State University spend six months developing the following outreach strategy under the direction of the PCLT Interim Board.

The Kenton Connection is a proposed trail in the North Portland neighborhood of Kenton, connecting the future Interstate MAX light rail station in downtown Kenton to the 40-Mile Loop.

Confluence Consulting worked with a five member advisory committee, with members from Portland agencies and organizations, to assist in developing trail route alternatives. Confluence Consulting also conducted public outreach and education in the Kenton neighborhood to assess residents' preferences on route alignments and trailside amenities. Additionally, businesses and industries in the area were contacted and queried about their concerns and preferences for a connection.

Through its Office of Standard Reference Materials, NIST is authorized to certify and sell standard reference materials (SRMs) that help users engaged in commerce or research link their measurements to NIST. Developed by NIST’s Technical Laboratories, SRMs are materials certified for their chemical composition or physical properties. The Lloyd District is a high-density commercial and residential district located a short distance from downtown Portland, Oregon. Parking and transportation problems in the District have been a source of increasing contention for nearly a decade. As a result. in September of 1997. the City of Portland implemented a Lloyd District Partnership Plan, which consists of a number of elements aimed at curbing SOY use for the commute to and from the District. This analysis examined the historical relationship between land use changes and the location of capacity increasing highway projects in the State of Oregon from 1970 to 1990. Aerial photography for 18 cities was used to delineate the extent of urban development in each time period. A geographic information system (GIS) was used to assemble the data. Using this data, a logit regression model tested the significance of geographic variables such as proximity to highway projects, land use zoning classification, city size, and other spatial characteristics. Oregon s weight-mile tax was amended in 1990 to provide for a lower tax rate for trucks weighing more than 80,000 pounds if they added axles. The additional axles within a weight class reduce the amount of road damage. The tax break was largely based on equity considerations, since trucks within a weight class tend to do less road damage if they have more axles; however, the tax reductions also created an economic incentive to add axles and thus reduce road damage. This project evaluated the recent construction of a public skatepark located in Tualatin Community Park. The skatepark is unique because a group of underrepresented youth initiated the idea of constructing it and helped bring it to fruition. The city has expressed a desire to see this level of energy and commitment duplicated in other youth-oriented initiatives, but needs to have a better understanding of how the skatepark project served as a positive youth development tool. In support of young people, the Tualtin City Council recently named youth issues as a "first tier" priority.

Reviews the literature on the role played by coping efforts in fostering psychosocial adaptation to spinal cord injury. Following an introductory discussion of coping in general, and coping with chronic illnesses and disabilities more specifically, the review focuses on the research literature (1980?1999) regarding coping with spinal cord injuries. The paper continues with a summary of findings based on over 30 empirical studies focusing on coping with this disability. Among the prominent findings are the following: (1) More successful psychosocial adaptation is generally associated with higher levels of ego strength and internal locus of control and (2) better adaptation is …

The purpose of this study was to determine if differences existed in acceptance of disability scores between individuals with internal locus of control and external locus of control orientations. Ninety-seven out of 200 randomly-chosen participants with disabilities from a southern California community college completed the Reactions to Impairment and Disability Inventory (RIDI), Rotter's I-E Locus of Control Scale, and a demographic profile sheet. Acceptance of disability was defined as both acknowledgment and adjustment to a disability. Adjustment scores were found to be higher among those with an internal locus of control orientation but only among participants with mental/psychiatric disabilities. Also, …

Mental health services in the United States were designed for European American consumers, but with burgeoning multicultural populations these services have proven inadequate and underutilized. This paper examines research on cultural competencies of agencies and clinicians relevant to a mental health practice model, the Multicultural Assessment-Intervention Process model (MAIP). This model was modified for systematic application in a California agency, the Tri-City Mental Health Center, to provide a flexible blueprint for major alterations in agency practice and programs that affect the entire system of care. MAIP begins with intake process including client-clinician/ethnicity-Ianguage|match, client acculturation/racial identity status, and clinician cultural competence, …
