Crisis Management In Public School Districts, Barbara S. Gainey

Faculty Articles

School districts, as public institutions serving kindergarten through high school students and their communities, can improve their crisis-ready status by strengthening crisis response strategies. Crisis management offers strategies and processes for preparing for, preventing, responding to, managing, recovering from, and learning from crisis events. Proactive steps can be taken to improve crisis readiness before, during, and after a crisis event. In the crisis-rich environment of the new decade, education systems need to continue to evaluate current crisis plans, modifying them to address emerging issues, incorporate new communication methods, and respond to diverse stakeholder groups.

The Journal of Public Management and Social Policy, beginning its sixteenth volume, aims to continue bringing together a collection of articles and research that review polices and cases underscoring the area of social policy and management throughout the United States and around the world. The issue’s contributors provide contemporary analyses of public management and social policies in areas ranging from perceptions of diversity and law enforcement to health care policy and issues. The issue brings together four general articles, and a book review to begin the first issue in this sixteenth volume of JPMSP.

It notes that the application of the basic principles of art such as emphasis, harmony and movement is important for a successful composition of the page. This capstone provides a survey of personally expressive writing approaches in psychology and composition and rhetoric, followed by an overview of symptoms and treatments of autism, Asperger's Syndrome, and ReH Syndrome. A series of graduated expressive writing exercises is proposed to facilitate communication in individuals with autism spectrum disorders. These exercises are intended to serve as a complement to traditional autism therapies.

One in five Americans lives with a disability, yet this group has one of the highest unemployment rates. Over the years, many surveys have been conducted to understand the reasons for the high unemployment rate facing this group. Nearly all these studies have concentrated on the private sector, indentifying various barriers to employment including: lack of knowledge and awareness among employers, legal and safety concerns, financial issues, lack of recruitment strategies, limited social relationships among people with disabilities, potential attendance problems, and conflicting government programs. Cobb County, Georgia is a rapidly growing, upscale, suburban county in the metro-Atlanta region. However, the County lacks the ability to provide a comprehensive array of services to family members of homicide victims and other non-natural death cases. While various counseling and service programs exist in the area, there is no singular focus on the delivery of services to homicide survivors, families, and friends. Financing remains one of the greatest challenges facing public parks and recreation managers in the United States. Managers are confronted with the challenge of providing more services for a growing population with dwindling public financial support (Fretwell and Frost, 2006). Adequate funding has been described as the most important factor in the delivery of recreation at the local level (Gladwell, Anderson, and Sellers, 2003). While public recreation funding originally came primarily from general tax revenues at the federal, state and local levels, shrinking appropriations over the last few decades have caused agency managers to experiment with alternative funding sources.

Existing research explains reasons why nonprofit organizations and local governments collaborate in both formal and informal partnerships to increase the volume or speed of service delivery, reduce overhead costs, and maximize the efficient use of taxpayer dollars. In this focus, the author examines two methods utilized by Cobb County government to supply funding to local nonprofit organizations. Based on interviews with department and program directors of partnering agencies, the study found that Cobb County delivers between $15 and $17 million annually to nonprofit agencies via two unique partnerships. The Location Decisions Of Foreign Investors In China: Untangling The Effect Of Wages Using A Control Function Approach, Xuepeng Liu, Mary E. Lovely, Jan Ondrich

There is almost no support for the proposition that capital is attracted to low wages from firm-level studies. We examine the location choices of 2,884 firms investing in China between 1993 and 1996 to offer two main contributions. First, we find that the location of labor-intensive activities is highly elastic to provincial wage differences. Generally, investors' wage sensitivity declines as the skill intensity of the industry increases. Second, we find that unobserved location-specific attributes exert a downward bias on estimated wage sensitivity. Using a control function approach, we estimate a downward bias of 50% to 90% in wage coefficients estimated …

As Frank Burke noted in 1981, evidence-based practice rather than theory tends to dominate professional literature about archives. The papers presented at archival conferences and published in journals often concern themselves with the quotidian functions of archives: processing, description, access, preservation, reference, education, and (in the decades since Burke wrote) digitization. This situation is hardly surprisingly given the fundamentally practical – indeed pragmatic – thrust of archival work. The field is often referred to as a science, not a theory, and abstract concepts neither offer concrete solutions to the immediate questions of daily practice nor provide new techniques for managing …

The Rise Of 144a Market For Convertible Debt, Ronging Huang, Gabriel G. Ramirez

We document and study the migration of convertible debt offerings from the public to the 144A market during 1991-2004. Over 88% of the 144A convertible debt issues are subsequently registered. An analysis of financing costs (gross spreads, yields, and stock price announcements) and issue characteristics indicates that convertible debt issues in these two markets are essentially the same. We find evidence that the 144A market allows firms to better time equity market conditions. Our findings are consistent with the hypothesis that the 144A market is attractive because it allows firms to issue convertible debt more quickly.

We show the impact of technology licensing on optimal patent policy. Strong patent protection that eliminates imitation may not be the equilibrium outcome in the presence of licensing. Depending on the cost of innovation, licensing may either increase or reduce the strength of the patent protection.

Low-staffed and often under-funded, academic libraries have traditionally relied upon student labor to maintain library services and to complete a seemingly unending workload. The use of students within the archival or special collections setting is no different. Special Collections departments often use students to complete tasks that could be reserved to the realm of professional staff. These include processing collections, preservation and conservation work, digitizing, and providing reference assistance.
