This paper explores the role of ICT proliferation in rural development, specifically in terms of improving public services within the South African rural context. The South African setting provided an opportunity to reflect on a people-centric approach that prioritizes social inclusion and public participation to balance a local government landscape historically skewed against rural areas. Interviews were conducted in rural municipalities to determine the development priorities of households and the impact of ICTs on rural development. The findings highlight that the economics of service delivery tend to favour service providers and those who are socio-economically advantaged. This results in varying …

Social media (categorised as Web 2.0 platforms) has been reported to significantly impact and improve organisational learning (OL), but there seems to be a lack of systematic literature reviews (SLR) covering the use of social media to facilitate OL. Thus, this article conducted a SLR for both social media and OL by presenting the significant concepts, models and frameworks from literature. This paper examines how Kenya's Generation Z (Gen Z) used digital technologies and platforms in a leaderless political and digital activism against the 2024 Finance Bill. Using post-digital theory and critical realism as analytical lenses, the paper examines how the embedded digital technologies and platforms were used for mass grassroots mobilisation. The paper adopted both qualitative content analysis with quantitative data scraping from social media and online news sources to reveal the main trigger as the deep economic grievances, which then triggered a demand for government accountability. Design science research (DSR) generates knowledge that informs problem-solving and has emerged as a viable research paradigm in Information Systems doctoral research. Doctoral research students are, however, confused by the number of options available when selecting an appropriate literature review method for design science research. To inform the selection of an appropriate literature review method, we analyzed the literature review types from 35 design science theses and dissertations in Information Systems. Digitalization of administration, teaching and learning in public universities began before the pandemic. The pandemic however challenged public universities to speed up digitalization in order to create efficient platforms for administrative, teaching and learning environments. Literature suggests that Zimbabwe’s public universities have not kept pace with technological trends since they are faced with a myriad of challenges. Financial cybercrime is growing in South Africa. The elderly population are a particularly vulnerable demographic to financial cybercrime. This research explores the factors contributing to financial cybercrime vulnerabilities among elderly citizens in disadvantaged communities in South Africa. A theoretical model based on Routine Activity Theory (RAT) was constructed. Findings from in-depth interviews show that cybercriminals take advantage of the elderly’s technology inexperience, using clever social engineering tactics and deceit to access personal and financial information. The study establishes a direct connection between low technology literacy and increased exposure to financial cybercrimes in South Africa, showing a dependence on younger family …

This paper examines the architecture of Dresden in the era of East/West reunification. Traditional theories of German national development have identified three foci for post-World War II development, the Geopolitics of Nostalgia that seeks to return German national identity to an era prior to World War II, Zero Point thinking that seeks to build a new Germany from the ashes of World War II and critical preservation has sought to preserve some Nazi landscapes in an effort to facilitate discussion on the controversial era. Assessing Climate Changein Alabama Using Climatenormals, Jonathan Herbert, Jeffrey A. D. Caudill

This paper uses climate normals to assess historic changes in temperature and precipitation in Alabama. Changes in temperature and precipitation are calculated between climate normals periods at 18 weather stations across the state and for the state as a whole. The earliest climate normals period for which data are available is 1931-60 and the most recent is 1981-2010. Results show that Alabama has gotten cooler and wetter over the whole period of record, particularly in the fall and winter. However, changes between climate normals periods show these trends are reversing

A number of recent studies suggest that in light of anthropogenic climate change, sugar maple (Acer saccharum) may not be adapted to persist over much of its current range. We consider variation in the species’ photosynthetic properties across its range. Seeds from Tennessee, Illinois, and Michigan were grown under laboratory conditions and in two experimental plots in Illinois and Michigan forests. In the Michigan forest, seedlings derived from Michigan seeds had significantly higher rates of carbon assimilation than those from Illinois. In the Illinois forest, seedlings from Tennessee had significantly greater carbon assimilation rates and light saturation points than seedlings …

This paper analyzes the relationship between weather patterns and bird migration to determine the feasibility of a site-specific migration forecast. Autumn migration data from Hawk Mountain Sanctuary, Pennsylvania for ten species were correlated with individual weather variables. Stepwise multiple linear regressions revealed a positive relationship with raptor migration to northwesterly winds and wind speed and an inverse relationship to sea level pressure. Composite maps were created using data from days with the greatest migration counts for each species and categorized by synoptic situations. The most enduring and contentious public policy issue in Indiana history may be the seemingly prosaic matter of “what time is it?” This analysis focuses on the implications of the State of Indiana’s recent change to daylight-saving time in conjunction with near-statewide Eastern time . I argue that the economic and commercial basis for the new temporal regimen is erroneous, and that its educational and humane implications are substantial . Finally, I outline a proposal for resolution of these issues . Drawing on the idea of the right to the city, this paper focuses on the challenges facing the transportation disadvantaged in Syracuse, N .Y . This paper will begin by focusing on two programs aimed at transporting welfare recipients to work: the Rides for Work and Wheels for Work programs . This paper will then examine transit activism in Syracuse as it emerged, first in debates over wheelchair lifts on public buses in the 1980s and second as it has emerged in more contemporary organizing efforts aimed at promoting transit awareness . Many conflicts are enabled by environmental instability . This has been especially problematical in sub-Saharan Africa where non-sustainable practices and environmental change have combined with the proliferation of failing governments, enabling longstanding ethnic and religious antagonisms to erupt into violent conflicts . History has demonstrated that environmental stress can result in conflict, frequently along ethnic lines . Jason Dittmer is from Jacksonville, Florida, received his PhD from Florida State University in 2003, and has taught at University College London in the United Kingdom since 2007. He is the author of Popular Culture, Geopolitics, and Identity (Rowman and Littlefield, 2010) and the co-editor of Mapping the End Times: American Evangelical Geopolitics and Apocalyptic Visions (Ashgate, 2010). He is married to the lovely Stephanie and has two cats. They all live in southeast London.

Municipal solid waste (MSW) presents environmental, social, and economic problems. Enlisting the public in reducing MSW has proven to be difficult in a variety of cultures and economies. Stress is prevalent among graduate school students. Many universities and departments place a heavy burden upon their graduate students to complete large amounts of coursework, teach labs, grade student work, present at conferences, perform research for faculty, and many other responsibilities.
