In 2017, the United States Department of Health and Human Services declared a national opioid epidemic. As a result of widespread prescription and non-medical use, the opioid crisis has had devastating impact on Ohioans, including college aged adults. Bowling Green State University took action in 2018 to address the opioid epidemic by hosting a university-wide Teach-In focused on opioids, “Changing the Story.” The Teach-In included engagement of faculty, community members, administration, staff, and students to increase knowledge of resources and connect the population with secondary prevention and treatment services. On-Duty Police Shootings: Officers Charged With Murder Or Manslaughter 2005-2018, Philip M. Stinson, Chloe A. Wentzlof, Megan L. Swinehart

There were 97 nonfederal sworn law enforcement officers with the general powers of arrest (e.g., police officers, deputy sheriffs, state troopers) arrested in years 2005-2018 for murder or manslaughter resulting from an on-duty shooting where the officer shot and killed someone at incidents throughout the United States. Of those 97 officers, to date, only 35 have been convicted of a crime resulting from the on-duty shooting. This poster presents data on the arrested officers, criminal case dispositions, race of arrested officers and their victims, weapons possessed by victims who were shot and killed by police, and related variables.

This research is part of a larger study of police crime—that is, crime committed by nonfederal sworn law enforcement officers with general powers of arrest—across the United States. In 2014, after several fatal on-duty police shootings garnered national media attention, our principal investigator, Philip Stinson, conducted a joint research project with The Washington Post to count the number of police officers charged with murder or manslaughter resulting from an on-duty shooting where the officer shot and killed someone. Wood County, Ohio Service providers and volunteers came together to serve those at risk for homelessness and under-served populations at the 5th Annual Project Connect. Data were collected from guests, volunteers, and providers to capture the characteristics and satisfaction levels of those in attendance and those involved in carrying out this expansive, one-day event. The results are presented in the report.

There are no official statistics on crime committed by sworn law enforcement officers, and the public is generally without the ability to research the incidence and prevalence of police crime in their own communities. The Police Crime database is designed to fill that gap, and provides internet-based public access to summary information on 8,006 criminal arrest cases during years 2005-2012 involving 6,596 sworn officers who were charged with one or more crimes. The arrested officers were employed by 2,830 nonfederal law enforcement agencies located in 1,302 counties and independent cities in all 50 states and the District of Columbia. This …

This study is part of a larger research project on police crime in the United States. Police crimes are those criminal offenses committed by sworn law enforcement officers who have the general powers of arrest. Profit-motivated police crime involves officers who use their authority of position to engage in crime for personal gain. This study reports the findings on 1,591 cases where a law enforcement officer was arrested for one or more profit-motivated crimes during the seven-year period 2005-2011. Correctional facilities have a discernible "social climate," or collection of contextual properties that derive from perceptions of both staff and prisoners. These properties include the physical, organizational, social, and emotional characteristics of correctional institutions. Ohio's Correctional Institution Inspection Committee (CIIC) requested research assistance to assess the validity of their adult and youth surveys, which are administered during the CIIC's regular inspections of facilities. The purpose of this study was to assess the validity of these instruments and the process by which they are administered. The study builds on the existing line of research on prison social climate surveys.

The Civil Rights Act of 1871 (codified at 42 U.S.C. §1983 and commonly referred to as Section 1983) provides a civil remedy for aggrieved persons to sue state actors who under the color of law violate federally protected rights. Since the 1960s there has been an explosion of Section 1983 litigation in the federal courts against police officers and their employing municipal and county agencies. Due to a lack of official statistics and poor methodologies, research has yet to determine how common Section 1983 actions are against the police nationwide. Dr. Stinson maintains an object-relational research database in OnBase, Bowling Green State University’s enterprise-level content management system. An analysis of the intercoder reliability of the supplemental articles indexed in OnBase during the years 2012-2014 was conducted to determine and promote reliability among research assistants. This project is important because reliability is the hallmark of any research database, and because the institutional memory is short with annual turnover of student research assistants working in Stinson’s research group. The purpose of this research was to assess the services needed by offenders who are soon going to be released. As a result, we recruited all incarcerated persons in jails, prisons and community-based correctional facilities (CBCFs) in Ohio who would be returning to the Wood County area upon release (i.e., we recruited incarcerated individuals who had a Wood County, OH address as their last place of residence prior to their most recent incarceration, or were arrested in and processed through Wood County courts). Violence-Related Police Crime Arrests In The United States, 2005-2011, Philip M. Stinson, Steven L. Brewer Jr, Joelle K. Bridges

This study is a quantitative content analysis of news reports and court records on 3,328 violence-related arrest cases of 2,586 individual sworn law enforcement officers during the years 2005-2011. The arrested officers were employed by 1,445 nonfederal state, local, special, constable, tribal, and regional law enforcement agencies located in 805 counties and independent cities in 49 states and the District of Columbia. Binary logistic regression and classification and regression tree (CART) analyses were conducted to predict criminal conviction in violence-related police crime arrest cases. Project Connect is an outreach and an awareness raising event based on a model endorsed by the U.S. Interagency Council on Homelessness. The event is an opportunity to inform the community about the need that exists, as well as a chance to address that need. This essay examines the criminological conceptualizations and research on police crime, that is, the criminal behavior of sworn law enforcement officers. It starts with an overview of the conceptualization of police crime as it relates to organizational and scholarly perspectives of social deviance. Police deviance is often conceptualized to include various misconduct, corruption, and/or crime committed by police organizations and police officers. Police officers acting in their official capacity are subject to being sued in federal court pursuant to 42 U.S.C. §1983 for violating constitutional rights under the color of law. Using data obtained in a larger study on police crime in the United States, names of more than 5,500 nonfederal sworn law enforcement officers who were arrested during the years 2005-2011 were checked against the civil case party master name index of the federal courts’ Public Access to Courts Electronic Records (PACER) system. Purpose – The purpose of the study is to provide empirical data on cases of police crime arrests during the year 2011. The study identifies and describes incidents in which nonfederal sworn law enforcement officers were arrested for one or more criminal offenses. Research Design & Method – The study is a quantitative content analysis of news articles identified through the Google News search engine using 48 automated Google Alerts queries. The unit of analysis in this study is criminal arrest case (not individual arrested officer). Police sexual misconduct encompasses a range of acts from less serious noncriminal behaviors to more egregious criminal behaviors including police sexual violence. Victims of sex crimes are often reluctant to report sexual abuse when the offender is a police officer. The study provides empirical data on 771 sex-related arrest cases in years 2005-2008 of 555 sworn officers at 449 nonfederal law enforcement agencies across the United States. The study identifies and describes incidents where officers were arrested for sex crimes through a quantitative content analysis of published newspaper articles and court records. Findings focus on arrested officers and their victims.
