Selected Key Issues In The Development And Drafting Of Public Managed Behavioral Health Care Carve-Out Contracts, Joel B. Teitelbaum, Sara J. Rosenbaum, William Burgess, Leilani Decourcy

Health Policy and Management Issue Briefs

The development of managed behavioral health care carve-out contracts covering a discrete subset of benefits available for use by persons with mental health and/or substance abuse disorders poses major challenges for public purchasers. This Issue Brief explores several key issues that arise when drafting such agreements. Many of the issues that arise in the drafting of carve-out agreements will require the public purchaser to resolve basic policy questions well before the drafting of requests for proposals or contracts can proceed.

Analytics Isomorphism And Speech Perception, Irene Appelbaum

The suggestion that analytic isomorphism should be rejected applies especially to the domain of speech perception because (1) the guiding assumption that solving the lack of invariance problem is the key to explaining speech perception is a form of analytic isomorphism, and (2) after nearly half a century of research there is virtually no empirical evidence of isomorphism between perceptual experience and lower-level processing units.

Class Identity And The International Division Of Labor: Sri Lanka's Migrant Housemaids, Michele Ruth Gamburd

In 1996, 408,000 Sri Lankan women, nearly 10% of the country’s working-age women, worked abroad, many of them in the oil producing countries of the Persian Gulf. In this paper I compare the influence of international migration on local hierarchies of class and gender in two villages in southern Sri Lanka: a Sinhala-speaking Buddhist village where I did my doctoral dissertation research in 1992-4, and a Tamil-speaking Muslim village where I spent some time during the summer of 1997. Two players seek to co-ordinate their behavior in an incomplete information setting. We show that if each player’s preferences over his opponent’s action is independent of his own action or type, then cheap talk cannot expand the set of equilibrium outcomes.

The swiftness and devastating impact of recent financial crises have taken many market participants by surprise, and pose challenges for economists seeking a theory of the onset of a crisis. We propose such a theory based on two features. The actions of diverse economic actors which undermine the currency are mutually reinforcing, while the fragmented nature of the media create small disparities in their information. In such circumstances, the beliefs of market participants can be tracked in the same way as the economic fundamentals, and an attack is triggered when the economic fundamentals deteriorate sufficiently to fall below the minimum …

Narrative Analysis Of Sexual Etiquette In Teenage Magazines, Ana C. Garner, Helen M. Sterk, Shawn Adams

College of Communication Faculty Research and Publications

Expanding on existing research on women's magazines, this essay examines the sexual etiquette developed in advice columns in magazines popular among teenage women. Over a span of 20 years, the advice has changed very little. Serving the rhetorical function of field guides and training manuals, teen magazines limit women's sociality and sexuality within narrowly defined heterosexual norms and practices. The rhetoric of sexual etiquette encourages young women to be sex objects and teachers of interpersonal communication rather than lovers, friends, and partners. Young women are being taught to subordinate self for others and to be contained.

Estimating Yield Curves By Kernel Smoothing Methods, Oliver B. Linton, E. Mammen, Jens Perch Nielsen, C. Tanggaard

We introduce a new method for the estimation of discount functions, yield curves and forward curves for coupon bonds. Our approach is nonparametric and does not assume a particular functional form for the discount function although we do show how to impose various important restrictions in the estimation. Our method is based on kernel smoothing and is defined as the minimum of some localized population moment condition. The solution to the sample problem is not explicit and our estimation procedure is iterative, rather like the backfitting method of estimating additive nonparametric models. We consider a general model of dynamic common agency with symmetric information. We focus on Markov perfect equilibria and characterize the equilibrium set for a refinement of the Markov perfect equilibria. Particular attention is given to the existence of a marginal contribution equilibrium where each principal receives her contribution to the coalition of agent and remaining principals. The structure of the intertemporal payoffs is analyzed in terms of the flow marginal contribution. As a byproduct, new results for the static common agency game are obtained.
