In recent decades, many local labor markets—especially those in former industrial areas—have experienced lagging employment rates, hourly wages, and annual earnings. Even in places that have thrived, disadvantaged racial and ethnic groups and those with less education have often fared poorly, and long-term growth has bypassed many Americans at the middle and bottom of the income distribution. This report examines the relative economic success over the past two decades (prior to the COVID pandemic) of different local labor markets throughout the United States, both for residents overall and for those of different demographic groups. This memo estimates the main economic benefits of tuition-free college in Illinois. These economic benefits are compared with the costs of making tuition free. In addition, we consider possible fiscal benefits of tuition-free college and whether these fiscal benefits for Illinois will offset the fiscal costs of making tuition free. This memo is based on cost estimates presented to the State of Illinois in an August 2020 memo entitled “Estimated Cost of Tuition-Free College in Illinois” and should be considered in conjunction with that memo.

This brief report presents a 10-year cost forecast for three possible Rockford Promise Scholarship programs: (1) A program that provides full, two-year, tuition scholarships for all Rockford Public School graduates who select to attend the Rock Valley College; (2) The scholarship is available for eligible students who enroll full-time at a partnering college or university in the fall following their high school graduation; and (3) The provision of an annual $4,000 scholarship for all Rockford Public School high school graduates for up to 4 years of college. This is the first report from the evaluation of Generations II and III of the Workforce Innovations in Regional Economic Development Initiative... The Upjohn Institute conducted an economic impact study of a universal, place-based scholarship program for La Crosse, Wisconsin. This study examines the possibility of developing a program similar to the Kalamazoo Promise for the La Crosse area. The La Crosse area is facing a population decline, growing concentrations of low-income students, an aging infrastructure in the region’s largest school district, and regional sprawl that is consuming farmland and natural assets while creating new challenges of congestion and service delivery. As a response to these issues, this study explores the potential impact of a universal, place-based scholarship program.

The Davenport Promise would provide college scholarships for students living in the City of Davenport. The scholarship can be used to attend any accredited vocational training institute, college, or university of the student's choice.
