Place Distress And Job Growth: Are Recent Job Growth Trends Significantly More Favorable For Distressed Counties?, Timothy J. Bartik, Kathleen Bolter, Kyle Huisman

This paper examines whether recent job growth trends have become more favorable toward counties with greater baseline economic distress. Job growth trends are “competitive job growth,” which is defined as growth that exceeds what would be expected based on how a county’s industries are growing nationally. Baseline county distress is measured by the county’s “prime-age employment rate,” the employment to population ratio for 25–54-year-olds. The core findings are fourfold. First, for the most distressed counties, job growth trends have become more favorable since 2019, compared to the 2001–2007 and 2007–2019 periods. In recent decades, many local labor markets—especially those in former industrial areas—have experienced lagging employment rates, hourly wages, and annual earnings. Even in places that have thrived, disadvantaged racial and ethnic groups and those with less education have often fared poorly, and long-term growth has bypassed many Americans at the middle and bottom of the income distribution. This report examines the relative economic success over the past two decades (prior to the COVID pandemic) of different local labor markets throughout the United States, both for residents overall and for those of different demographic groups. In response to recent reports and noted issues of prison crowding, NDCS (Nebraska Department of Correctional Services) contracted with NCJR (Nebraska Center for Justice Research) to investigate the impacts of crowding. Going beyond the CSG, CJI, and Master Plan reports (Council of State Governments, 2015; Criminal Justice Institute, 2022; Dewberry, 2023; JFA, 2020), NDCS requested NCJR identify which facilities and populations are impacted greatest via crowding. Further, findings provide areas of recommended changes needed to ease growth and help maintain safety and functionality of NDCS institutions. Employment, Income, And Poverty In Kalamazoo City Core Neighborhoods, Val Klomparens

This report employs a traditional methodology using American Community Survey data to examine employment, income, and poverty in three neighborhoods in Kalamazoo, Michigan: Eastside, Northside, and Edison. These neighborhoods are studied with an emphasis on eligibility status for the Distressed Area Recompete Pilot Program, administered through the U.S. Economic Development Administration. Eastside residents are unique in that a larger share earn income through wages or employment than do Michigan residents, yet their median income falls below those at the county and state levels in a statistically significant way. Study Goal – Increase the volume of water saved by the Utah State University (USU) Extension landscape Water Check program because outdoor water use is the largest component of residential use with the largest opportunity to reduce use. We used 5-second water use data collected with Flume Smart Home Water Monitoring devices (Figure 1) at residential homes before and after a Water Check (Box 1; Figure 2) to answer four questions:

  1. How much water did households save?
  2. Which Water Check recommendations did participants implement?
  3. Why did participants implement some recommendations and not others?
  4. How to further reduce landscape water use?

This analysis employs a traditional methodology to reproduce American Community Survey (ACS) data as those data would be if neighborhoods within the city of Kalamazoo were recognized by the U.S. Census Bureau. By aggregating publicly available ACS information from recognized census geographies, rates of home ownership and home values within three city neighborhoods are estimated. Home ownership rates by race are approximated. Rates of homeownership in the Eastside neighborhood are similar to those across Kalamazoo County and the state of Michigan. This report uses the 2019 and 2021 Canadian Election Study (CES) to explore how political issues and social cleavages are perceived by the electorate in the 2019 and 2021 federal elections. We focus more specifically on three dimensions: first, what issues were most important in electors’ minds (which we refer to as issue salience); second, which parties were seen as best able to handle various issues (which we refer to as issue ownership by parties); and finally, the social bases of party perceptions.

These incentives include tax breaks provided by state and local governments to business, to encourage local job growth. Previous research shows a link between abuse histories and negative outcomes, including a relationship between abuse victimization and mental illness and/or substance use disorder and between such victimization and criminal behavior. The relationship between abuse and offending or reoffending is likely indirect, working by way of mental illness and/or substance use disorder. The relationship between abuse and offending is likely indirect, by way of mental illness and/or substance use disorder. However, the effects of abuse experiences prior to incarceration, as well as the impact of abuse perpetrator type and abuse timing on mental health and substance use outcomes, are underexplored in jail populations. The current analysis addresses this gap. In 2017, an assessment with 79 questions was administered to 4,713 individuals admitted to a large, Midwestern jail. The majority of the population (72.3%) reported no history of abuse, but 17.5% indicated a history of physical abuse, 3.2% a history of sexual abuse, …

The proliferation of digital technologies presents a potential avenue to transform the freight logistics industry by streamlining the information flow, increasing the flexibility of transportation routes, and creating a more effective and efficient freight logistics system. In an endeavor to gain a comprehensive understanding of the industry’s needs/challenges and to formulate a proficient policy framework to address them, a pre-study was undertaken at the World Maritime University (WMU).
