Like leaders of so many administrations before them, Richard Nixon and Bill Clinton, both lawyers, surrounded themselves with an inner circle composed mainly of lawyers-turned-political advisers and policy bureaucrats.

Some would argue that lawyers and politics are a bad brew. But lawyers trust lawyers so much that some will steadfastly defend their political bosses, even if that means being key players in the potential cover-up of a crime. In their skewed minds, accusations of crimes by leaders of the opposing political party are merely biased power politics.

Layoffs, Top Executive Pay, And Firm Performance, Kevin F. Hallock

This paper examines the connection between layoffs, executive pay, and stock prices. Firms that announce layoffs in the previous year pay their CEOs more, and give their CEOs larger percentage raises than firms which do not have at least one layoff announcement in the previous year. However, the likelihood of announcing a layoff varies dramatically along with other dimensions, for example firm size, which are also correlated with CEO pay. Once firm-specific fixed effects are controlled for, the CEO pay premium for laying off workers disappears. In addition, there is a small negative share price reaction to layoff announcements.

The Effect Of The Mail In Voter Registration Form On Voter Turnout In The Commonwealth Of Virginia, Leroy O. Pfeiffer

Over the years, many states have undertaken different approaches to increase voter registration and stimulate voter participation in the electoral process. One such approach was the Commonwealth of Virginia's Voter Registration Extension Form, which was instituted in 1989. Using statewide voter registration statistics and a survey of state voter registrars, this paper attempts to measure the impact that this form had on voter registration and turnout in the electoral process from 1989 to 1994. This thesis finds that the registration extension form was reasonably successful in terms of increasing registration. Yet, easing registration requirements does not significantly increase voter turnout.

Continuity Of Emotions Across Pre-Sleep State And The Content Of Dreams, Teresa M. Picciocchi

The relationship between unmanipulated pre-sleep states and the affective composition of dreams was investigated. Sixty college students completed the State-Trait Personality Inventory (STPI) prior to retiring for the night and the Differential Emotion Scale {DES-IV) focusing upon any dream recalled upon awakening. In support of the Continuity Theory, which states that our personalities and experiences are reflected in our dreams, significant positive correlations were found between pre-sleep curiosity and the presence of interest in the dream, pre-sleep anger and anger in the dream and pre sleep depression and sadness within the dream. Prior research has shown that people often self-enhance to protect their self-concept from harm. The present research was designed to investigate situational and dispositional determinants of people's tendency to make self-enhancing attributions to a partner to whom they either do or do not feel psychologically connected to. In Experiment 1, participants who had been induced to self-extend to a partner made greater attributions of causality to the partner when the partner's fate was positive than when it was negative. Experiment 2 provided evidence for a dispositional component of self-extension, and indicated that perceivers' attributions to a partner are further influenced …

A growing body of research suggests that the game of soccer causes neurophysiological damage and neuropsychological deficits in its players. This research project evaluated player characteristics, including aggression, position, heading frequency, and head injuries in an attempt to delineate the effect of traumatic head injuries from the possible detrimental effects of heading the ball. Fifty-three male, amateur soccer players participated in a brief neuropsychological evaluation and a structured interview. Findings revealed that the number of years played (r=.30, p=.03) and an index score representing the number of competitive seasons (r=.44, p=001) were the only player characteristics that correlated with test …

Researchers in the field of both first and second language acquisition have been studying the mechanisms underlying the marking of past tense in English, and have identified verb saliency, grammatical aspect, and proficiency level as some of the factors influencing the process. This study tests these factors by comparing 60 Chinese English learners' correct marking of English past tense under various conditions using analysis of variance. I found that Chinese learners of English are more likely to mark irregular verbs and aspectual perfectives than regular verbs and aspectual imperfectives for past tense. Bulgaria's economy began a deep and prolonged collapse in 1989, exactly one hundred years after the noted Bulgarian novelist Ivan Vazov published his stirring novel opposing the tyranny of the Ottomans and warning of the mistaken road of socialism. The 1989 collapse was partially a reflection of the external political upheavals among Bulgaria's trading partners in Eastern Europe, which were rejecting socialist principles. But it was also a reflection of the weaknesses imbedded in the economy after 30 years of central planning. In this chapter I present an alternative response to Sawerigading. Among the Central Sulawesi Lauje who live in the Kecamatan Tinombo on the Tomini Bay, Sawerigading is not a Bugis hero, but a native son. In what follows I explore his transformation from Bugis into local Lauje hero and what this transformation reveals about the extent of Bugis influence in a Central Sulawesi coastal kingdom which is at the political periphery of South Sulawesi. Rarely is significant financial assistance "conditional" on holding elections, although it does improve a regime's image abroad to do so. In his State of the Union address in January, 1998, President Clinton won thunderous applause for threatening to force Iraq "to comply with the UNSCOM regime and the will of the United Nations." Stopping UN chemical and biological weapons inspectors from "completing their mission," declared the President, defies "the will of the world." In the next three weeks, the White House ordered a massive show of force in the Gulf. Even traditional hawks, however, realized that a bombing mission could undermine American hegemonic interests in the Gulf that are served by a continuation of the sanctions regime.

Among the nations of the Arabian Peninsula, Yemen is the most populous, the poorest, and the most politically liberal. It is the only republic where sovereignty theoretically rests with its 16 million inhabitants, not with a monarch. The constitution promulgated in 1991 and amended in 1994 guarantees many basic rights and liberties to all adult citizens, including rights to vote, run for office, and join political parties. Since Yemeni unification in 1990, two rounds of contested, multiparty parliamentary elections in 1993 and 1997 involved women as well as men in the political process as voters, candidates, volunteers, and reporters. Transformational leadership has become one of the dominant paradigms of leadership studies since its fist articulation by James MacGregor Burns in 1978. In recent years, however, this formulation of leadership has come under criticism, to include the critique of its ethical implications. One of the most innovative and provocative of such critiques is on by Michael Keeley in this book, grounded in his close study of the political theory of James Madison. Keeley argues that Madison provides a model of leadership that opposes transformational leadership and that avoids many of its ethical pitfalls. This article focuses on the period from 1928 to 1935, Depression years, when Harold Jowitt was director of native development. During these years, debates over the Jeanes teacher program, and specifically over the careers of Matthew Magorimbo and Lysias Mukahleyi, exposed both the needs that drew the administration and missions toward community-based development, and the questions of power, authority, and resources that blocked community development, and more specifically the Jeanes teacher program, from achieving its stated aims.

The discovery doctrine is one of the baseline legal concepts that has worked to seriously disadvantage the land rights of indigenous nations in the United States because it asserts, as one of its definitions, that the "discovering" European nations and their successor states, gained legal title to Indian lands in North America. The author argues, using comparative colonial and early American treaty, legislative, and other historical data, that this definition is a legal fiction. In historical reality, discovery was merely an exclusive and preemptive right that vested in the discovering state the right of first purchase.

The history of tribal-state political relations has been contentious from the beginning of the republic. As a result of these tensions, the relationship of tribal nations and the federal government was federalized when the U.S. Constitution was ratified in 1788. Thus, a number of states, especially in the West, were required in their organic acts and constitutions to forever disclaim jurisdiction over Indian property and persons. Most nonheterosexuals want to be guaranteed civil rights without regard to sexual practices; nevertheless, quite often, gay and lesbian activists formulate demands in ways that de-emphasize practice and emphasize identity. For example, instead of saying, "My having sex with women is irrelevant to the question of whether I should have custody of my child," a lesbian activist might say, "My lesbian identity is as moral and healthy as heterosexual identity and therefore should not prevent me from having custody of my child."
