The Multidimential Impact Of Proportionality: Electoral Districts And Deficit Spending, Charles Robert Hankla

Why might a democratically elected government choose to run a sustained fiscal deficit in the face of many potential drawbacks? In this paper, I contribute in two important ways to our understanding of the political causes of fiscal outcomes. First, I develop a theoretical argument that democracies with a few large districts will have greater political incentives to provide balanced budgets than democracies with many small districts. Second, I test my theory (and, preliminarily, other theories) with a much broader empirical model than those generally used in the literature. The Life Of A Wiki: How Georgia State University Library's Wiki Enhances Content Currency And Employee Collaboration, Sarah Steiner, Joel Glogowski

In recent years, the ease of use and collaborative nature of the wiki has made it a popular tool in many libraries. Georgia State University Library has hosted an internal wiki since 2003, and since its inception it has been utilized in many different and innovative ways. This article will provide an overview of some of the more interesting uses of the GSU Library wiki, specifically, its life as a reference guide, training manual, committee meeting and planning ground, home for material price quotes, and finally, as a place for entertaining work-related content.

Iraq The Vote: Retrospective And Prospective Foreign Policy Judgments On Candidate Choice And Casualty Tolerance, Jason Reifler, Christopher Gelpi, Peter Feaver

In this article, we model the effect of foreign policy attitudes on both vote choice and casualty tolerance, using survey data collected during the 2004 election. We show that prospective judgments of the likelihood of success in Iraq and retrospective judgments of whether the war in Iraq was right are significant determinants of both vote choice and casualty tolerance. The prospective judgment of success is key in predicting casualty tolerance, while retrospective judgment of whether the war was right takes precedence in determining vote choice. The current generation of college students has used the Internet to access information since the early 1990s. No assessment of information use, quality, variety, and reliability of information generally occurs at both the student and faculty level. In this paper we use a package of teaching methods targeted towards improving information-seeking behavior among graduate and undergraduate business majors. The effectiveness of the teaching package is assessed through an evaluation of student term-papers and quality of resources used. We find that the package of teaching methods implemented does result in significant improvement in information seeking behavior, especially among undergraduate business majors.

It has long been noted that libraries need more diversity in the professional ranks. This situation is now critical with baby boomers soon to retire leaving millennials, who are more racially and ethnically diverse, as the next majority population. The profession will need to recruit a more significant number of millennials to the profession if libraries are to resemble the communities they serve. To get an idea of the current status of management diversity in libraries, managers/supervisors of ARL libraries-in states that contain the highest number of minorities in population-were randomly selected for a survey. Gender And The Evolution Of Normal School Education: A Historical Analysis Of Teacher Education Institutions, Chara H. Bohan, Wesley Null

A historical analysis of the confluence of gender and teacher education curriculum at specific normal schools in Texas between 1890 and 1930 is provided. Comparing these stories reveals the influence of the expansion of public education on teacher education curricula, the influence of gender on the development of teacher education, and how the nature of the curriculum offered reflected the impact of gender.

In many discrimination-learning tests, spatial separation between stimuli and response loci disrupts performance in rhesus macaques. However, monkeys are unaffected by such stimulusresponse spatial discontiguity when responses occur through joystick-based computerized movement of a cursor. To examine this discrepancy, five monkeys were tested on a learning-set task that required them to touch computer-graphic "levers" {which differed in location across experimental phases) with a cursor in order to select an associated test stimulus. The task produced both first-order (joystick and lever) and second-order (lever and stimuli) spatial discontiguity between the stimuli to be discriminated and the discriminative response. With the introduction of HR 900, there has been renewed interest in the Value Added Tax (VAT) as a revenue tool for Georgia. While the VAT does not appear to be under consideration in the revised version of HR 900, it does remain an interesting and innovative policy option for state tax revenues in Georgia. However, since only two states in the U.S. use a type of VAT, the tax is not familiar to many policymakers and constituents in Georgia. The author relates his decision to establish an Ask a Librarian social networking group for students at Valdosta State University in Georgia. One of the appeals of social networking Web sites to users is the variety of services in one interface. He discovered that many students are using the Facebook site while researching. He recommends the creation of individual accounts because Facebook discourages institute-wide accounts.

“Send Me A Nice Little Letter All To Myself”: Henry Wadsworth Longfellow’S Fan Mail And Antebellum Poetic Culture, Jill E. Anderson

This paper examines fan mail written to poet Henry Wadsworth Longfellow during the 1840s and 1850s, as he made the transition from emerging poet to being one of the best-known and most influential American poets of his time. Longfellow’s admirers wrote him letters praising his poetry, but also making requests for tokens of his presence and esteem: handwritten lines of his poetry, pencils, portraits, locks of hair, and in one case, his daughter’s hand in marriage. Claiming to “know” Longfellow through his poetry, admirers often also identified themselves as being in “debt” to Longfellow for his beautiful poetry, and sought …

There are characteristics of children’s medical pain that makes it amenable to intervention. Specifically, almost all procedural events are planned and the steps of the procedure are scripted. Thus, the parent and patient have the ability to be well prepared to handle the stressor. In fact, the medical situation could even be viewed as a valuable opportunity for the family to learn and practice coping skills, which in turn can result in a heightened sense of mastery and empowerment for future expected and unexpected pain and suffering in life. Background: This longitudinal study examined psychosocial factors associated with risky sexual behavior in early adolescence.
Methods: Data were collected through a self-report survey, the Social and Health Assessment (SAHA), which was administered in three waves between 2001 and 2003 to a cohort of incoming sixth grade students in the public school system (149 classes at 17 middle and high schools, N = 1,175) of a small northeastern city in the United States. We first examined whether internalizing and externalizing problems in sixth grade, and the rate of change in these factors during middle school, were predictive of sexual initiation two …

The impact of chronic illnesses upon children and their families can range from minimal disruptions to severe distress and functional limitations. Advances in medical care and technology have increased the lifespan of children with chronic illness as well as decreased the frequency of readily observable disease impacts on this population. To enhance our understanding of the more subtle, but equally important, impacts of pediatric chronic illnesses, researchers have expanded the domains assessed to include measurement of child adjustment and family functioning. Acceptance and Commitment Therapy (ACT) has previously been shown to alter stigmatizing attitudes and to be relatively useful for psychologically inflexible participants. The present study is the first to bring those two findings together by comparing ACT to an education intervention for reducing stigma toward people with psychological disorders, and examining whether results differ for psychologically inflexible versus flexible individuals. A sample of college students (N = 95) was randomly assigned to a 2 ½ hour ACT or educational workshop. Measures were taken before and after the workshop and at a one-month follow-up. A growing number of studies have found evidence that anxiety and depressive disorders are associated with atypical amygdala hyperactivation, which decreases with effective treatment. Interest has emerged in this phenomenon as a possible biological marker for individuals who are likely to benefit from tailored treatment approaches. The present study was designed to examine relationships between pre-treatment amygdala activity and treatment response in a sample of anxious children and adolescents. Participants, who were diagnosed predominantly with Generalized Anxiety Disorder (GAD), underwent functional magnetic resonance imaging (fMRI) scanning prior to treatment with fluoxetine or cognitive behavioral therapy (CBT). This study examined patterns of behavioral and emotional responses to conflict and cooperation in adolescents with anxiety/mood disorders and healthy peers. We compared performance on and emotional responses to the Prisoner’s Dilemma (PD) game, an economic exchange task involving conflict and cooperation, between adolescents with anxiety/depressive disorders (A/D) (N=21) and healthy comparisons (n=29). Participants were deceived to believe their co-player (a pre-programmed computer algorithm) was another study participant. A/D adolescents differed significantly from comparisons in patterns of play and emotional response to the game. Specifically, A/D participants responded more cooperatively to cooperative overtures from their co-players; A/D girls also reported …
