The goal of this dissertation is to uncover how policy entrepreneurs use narratives to influence policy change. Prior studies have attributed scientific evidence to policy change and neglected narratives as an attributing factor. Primarily, narratives have been considered value-laden and unsystematic. However, this study hopes to enrich the policy change literature by using the Narrative Policy Framework to examine systematically how powerful actors use beneficial and failure narratives to influence policy change. The network effect is the postulation that the utility of a product to a consumer increases as its consumption increases (Clement, 2004). If a parallel is drawn in transit service usage, the utility for transit services will increase to users as transit ridership increases. Portland, Oregon has been considered a candidate for gentrification in recent media due to its changing populations, businesses, and landscapes. Authors have worked to study the effects of gentrification across the United States, focusing on large cities such as Detroit and San Francisco. While these results are increasingly interesting, they tend to focus on census data many years in the past. There is also a gap within the literature: west cities that are not coastal cities.
