It is the conclusion of investigation team that the involved deminer was excavation a signal in an area where the ground surface was hard with dense vegetation, and considering the crater created as a result of the explosion it seems that the deminer was excavating the signal about 30 cm on right side of the working lane where he was not in a stable position for excavating the signal by scraper; the excavation of this lane required to be done in next clearance lane.

This report discusses the outcome of a national scan of models of effective county leadership and operations that might translate into alternative structures for consideration by the Commission on Cuyahoga County Government Reform. The scan produced a number of alternate county organizational structures that utilized several formats for executive, legislative, and administrative roles.

On 9th Oct 2007 at 08:10 Hrs, the accident happened on [Victim No.1] the Asst. Team Leader of [Demining group] EOD-4 while he was shifting UXO to pit. There were three antipersonnel PMN-2 mines near to the UXO and the Asst. Team Leader has stepped on one of these mines which in result the mine exploded and cut off his right leg and he also received some injuries on other parts of his body.

As a result of a demining accident on [the Victim], the deminer of [National demining agency], MCT-17 at 09:35 Hrs, February 06, 2007 in task # AF/2002/17610/MF0337, located at Qala-e-Shater village, Injeel district of Herat province, investigation team was convened by UNAMAC Hirat to conduct the investigation and find out the main causes of mentioned accident.

The goal of this project is to investigate the current status of the knowledge base that is being transmitted to local decision makers regarding the economic and financial benefits of coastal and watershed stewardship practices through training and educational programs. Local decision makers are key in achieving many objectives of the Lake Erie Protection and Restoration Plan and other water quality initiatives because of their role in land use and zoning decisions, infrastructure construction and maintenance, storm water management, and economic development activities. On the day of the accident at approximately 11:45hrs, the Victim was commencing a clearance lane up the side of a hill. He was investigating a reading from his metal detector by prodding, and was in the kneeling position at the time. Whilst prodding he detonated a PMA3 anti-personnel blast mine.

This accident occurred because the deminer activated a PROM mine, it is not possible to prove how the fuse was activated. In view of the fact that the deminers on the site were consistently exceeding established productivity rates by an excessively large amount, it is the view of the Board that the excessive operating speed was the major contributing factor.

Nonprofit organizations play a pivotal role in recent efforts to devolve public responsibilities to lower levels of government and other sectors. The capacity of these organizations to serve as the public safety net, however, has come under question. This multiphase research project focused on the impact of welfare reform on community-based nonprofits in Cuyahoga County, Ohio. The study includes surveys, focus groups, and a case study. Results to date strongly suggest that, in spite of their importance to the welfare reform effort, the capacity of smaller nonprofits to adopt the business-oriented approach required to meet the expectations of government contracts …
