In this thesis, I argue that Hawai’i Tourism is dominated by idealized representations of paradise that are portrayed in hotels and resort advertising, selling an “authentic Hawaiian experience” that ignores significant parts of Hawaiian culture and the oppression of Native Hawaiians and local residents. The promotion of these exotified themes and images are seemingly used as a marketing scheme to attract consumers to view Hawai’i as merely a “tropical paradise” further adhering to individuals’ “escapist fantasy.” In delivering on this experience, the tourist industry reinforces and reifies the stereotypical images that are portrayed in the media. After reviewing major contemporary theories of resource management such as Elinor Ostrom's polycentric theory, CPR theories, and Arnstein's ladder, the essay then applies these theories to the context of the Quijos Valley in Ecuador, where the author conducted informal interviews with community members both involved and not-involved in managing fragile soil ecosystems. Community-based tourism that is both sustainable and resilient lends strength to the community-based tourism system. Local mobilization of resources, cohesiveness, coordination, opportunities for change, healthy social and natural capital, economic diversification, strong leadership, and management that embraces creativity all build resilience. An example from Utuado, Puerto Rico is presented that illustrates these concepts with conceptual parallel of Hurricane Maria’s devastating impact to that of COVID-19. Post-coronavirus tourism should support local communities that could be resilient, creative, adaptive and transformative while it protects and provides long-term benefits to local communities and people.

This Article offers a new theoretical approach to understanding resistance to legal change in the corporate and commercial context by introducing the sociological concept of "community economic identity" (CEI) into legal scholarship. I argue that community leaders (typically, but not exclusively, from the political, legal, and business spheres) generate public and recognizable identities-e.g., "Coal Country" or "Motor City"-with respect to some commercial activities. These identities influence how law reform is conceived and deployed within jurisdictional boundaries (i.e., country, state, town, region, etc.). In the past decade, state government appropriation reductions have forced park agencies to seek other sources of revenue to support park operations. Classic Anglo-European definitions of tourism as recreational travel have hindered more nuanced locally-grounded understandings of travel phenomena elsewhere in the world. Moreover, contemporary global labor and educational mobility have produced novel travel forms and behaviors that straddle the Western categories of “tourist” and “migrant.” The purpose of this analysis is to examine Toraja (Indonesia) perspectives on travel which can be instructive for correcting the binary divides between tourism and migration that have long plagued dominant Western models of travel.
