The primary public funding vehicle for employment training and workforce education is in the midst of radical change. The transition from the Job Training Partnership Act of 1982 to the Workforce. Investment Act of 1998 (WIA) will have a dramatic impact on providers and clients alike. This impact is likely to be especially challenging for programs targeted to the hardest to serve populations. For example, many practitioners are worried that members of certain groups will be more likely to be "lost" and not receive needed services under the voucher system that will be the primary payment method under WIA. Stronger and more consistent support is needed for research on long-term care. A greater investment in research will strengthen the ability of public and private organizations to provide effective and efficient assistance to people with disabilities and their informal caregivers. This paper provides a rationale for stronger research funding for the field and outlines several options to strengthen research.

Patriarchy And Pragmatism: Ideological Contradictions In State Policies, Lily Kong, Jasmine S. Chan

Research Collection School of Social Sciences

Theories concerning the state sometimes treat it as a rational system. This paper raises questions about this assumption by examining the coherence of the ideological frameworks underlying state policies in Singapore. The contradictions are shown most clearly when state policies deal with gender issues, especially where they concern women. Through an examination of such policies, we show that, under some conditions, state patriarchy may be subverted by the state's capitalistic developmental considerations. We are aware that patriarchy does not stand or fall by state policies alone, but the following article illustrates how such policies can limit the space for negotiation …

Advance Directives And Communication Styles In A Lower Rio Grande Valley Health Facility, Armando G. Dominguez

This study explores physicians' decision-making communication styles at end-of-life and advance directives in a hospital. Participant observation, case studies and a survey questionnaire are used. Egalitarian communication style is found to have moderate reliability. A .6969 coefficient, is measured by Cronbach's Alpha model. Authoritative communication style, yields a less than moderate alpha coefficient of .4278. Regression analysis using these two variables as the independent variables obtains insignificant results. However, sixty-three percent of the respondents speak Spanish moderately or very little. Eighty percent of the surveyed sample do not have training to administer advance directives. Few studies have examined gender-specific factors associated with the nonuse of condoms among homeless and runaway youths (HRYs)–a population at high risk for HIV infection. In this article, we evaluate these factors and explore gender differences in background experiences, psychosocial functioning, and risk behaviors among HRYs from four U.S. metropolitan areas. Of 879 sexually active HRYs sampled, approximately 70% reported unprotected sexual intercourse during a 6-month period, and nearly a quarter reported never using condoms in the same period. Among males and females, having only one sex partner in the previous 6 months had the strongest association with nonuse of …

Health Care Utilization Behavior Of Elders In A Multicultural Urban Environment, Katherine Marie Condon

The objective of this research is to determine the influences of social, environmental, behavioral, and economic forces on the health care service utilization of four racial/ethnic groups of non-institutionalized elders in a multicultural urban environment. To address these issues this dissertation examines three intertwined themes of culture, aging, and health, using a sample of elders residing in Miami-Dade County, FL in four racial/ethnic groups: white non-Hispanic; black non-Hispanic English speakers; Cuban; and non-Cuban Hispanic.

The research questions were analyzed using both quantitative and qualitative data. Data for the quantitative component uses telephone survey data from the Dade County Needs Assessment. …

This study tests for the norm of the consolidation of responsibility for participation in discussion in the mixed-age college classroom. Students who accept and reject this responsibility are identified through observation. The definitions of the college classroom employed by each group of students are contrasted through interviews and survey.

Emotion And Group Cohesion In Productive Exchange, Edward J. Lawler, Shane R. Thye, Jeongkoo Yoon

This study refines and experimentally tests a theory of relational cohesion that explains how and when actors become committed to one another in the context of multiactor exchange. The theory asserts that frequent social exchange results in (1) positive emotions that solidify and strengthen the person-to-group bond and (2) uncertainty reduction that renders the focal group more salient in relation to others. These two mechanisms produce a sense of psychological group formation and ultimately increase observable acts of commitment. In a “productive exchange” setting, three actors negotiate a joint venture that requires the assent of all members. The exchanges featured …

In this paper, I examine the role of cultural policy in a newly industrialised economy, which is at the same time a state with a short history and only nascent beginnings in nation-building and efforts to construct a distinctive cultural identity. Using Singapore as the site of analyses, develop an understanding of the intersection between the economic and socio-cultural agendas behind cultural development policies. Predictors Of Self-Reported Sexually Transmitted Diseases Among Homeless And Runaway Adolescents, Kimberly A. Tyler, Les B. Whitbeck, Dan R. Hoyt, Kevin A. Yoder

Path analysis was used to investigate factors associated with self-reported sexually transmitted diseases among 569 homeless and runaway adolescents in four Midwestern states. Youth were interviewed by outreach workers directly on the streets, in shelters, and in drop-in centers. Results indicated that family abuse was positively related to substance use, affiliation with friends who sold sex, and time on own. Early family abuse indirectly increased the likelihood of self-reported sexually transmitted diseases through time on own, substance use, friends selling sex, and risky sexual behaviors. Finally, substance use and affiliation with friends who sold sex was positively associated with risky …
